Item 1 – Call to Order: The meeting was called to order at 4:07 p.m. by Committee member
Brenda Fincher, sitting in for Committee Chair, Dennis Higgins.
Item 2 – Roll Call: Committee Chair, Dennis Higgins and Committee member Dana Ralph were
absent. Committee member Brenda Fincher sat in as Chair of the meeting. Council member Tina
Budell sat in for Committee member Dana Ralph.
Item 3 – Changes to the Agenda: No changes were made to the Agenda as it was a special
meeting.to the agenda
Item 4 – Approval of Meeting Minutes Dated February 1, 2016:
Council member Budell MOVED to approve the minutes of February 1, 2016. The
motion was SECONDED by Committee member Fincher and PASSED 2 - 0.
Item 5 – Consultant Services Agreement with Shearer Design, LLC – Bridge Analysis:
Joseph S. Araucto, Pavement Management Engineer stated that this item will be
discussed but the action would be deferred until a later date.
Araucto noted that the Federal Highway Administration (FHWA) recently required
agencies who own bridges within the National Bridge Inventory (NBI) to have structural
analyses of the bridges performed to account for use by specialized hauling vehicles.
Specialized hauling vehicles are commercial vehicles with closely spaced multi-axles
including dump trucks, cranes, solid waste trucks, specialized hauling trucks and other
multi-axle vehicles that were introduced by the trucking industry during the last
decade.
The compliance schedule provided by the FHWA allows the City to group its bridges into
2 groups. Group 1 bridges are required to be analyzed by December 31, 2017 for
compliance (6 City of Kent bridges), and Group 2 by December 31, 2022 (11 City of
Kent bridges).
In this proposal, the consultant will provide the specialized structural engineering
expertise to perform the bridge rating for Group 1 bridges.

Item 6 – Consultant Services Agreement with V isual Pavement Rating Services, Inc. –
Pavement Rating :
Joseph S. Araucto, Pavement Management Engineer noted that the City of Kent
maintains approximately 310 centerline miles (equivalent to nearly 800 lane miles) of
streets. Assessing current pavement condition is necessary to help determine project
selection and prioritization. A pavement condition survey is also a necessity when
competing for any regional grant funds, as it complies with requirements of the Federal
Highway Administration.
Council member Budell MOVED to recommend Council authorize the Mayor to
sign a Consultant Services Agreement with Visual Pavement Rating Services,
Inc., in an amount not to exceed $65,000, for the purpose of performing visual
pavement condition surveys for all City of Kent streets, subject to final terms

and conditions acceptable to the City Attorney and Public Works Director. The
motion was SECONDED by Committee member Fincher and PASSED 2 - 0.
Item 7 – Consultant Services Agreement with Tetra Tech, Inc. for 80th Avenue
South Pavement Rehabilitation:
Joseph S. Araucto, Pavement Management Engineer noted that Tetra Tech, Inc. would
provide support the City for design, plans specifications and engineer’s estimate for the
rehabilitation of pavement on 80th Avenue South between South 194th Street and South
192nd Street. The existing zoning and land use of the adjacent properties in the project
area is Industrial. High volumes of heavy truck use accelerate the degradation of
asphalt roadways. The existing asphalt roadway will be replaced with concrete.
Concrete roadways have a longer life span which supports sustainability.
Council member Budell MOVED to recommend Council authorize the Mayor to
sign a Consultant Services Agreement with Tetra Tech, Inc., in an amount not
to exceed $46,712.28, for the purpose of providing engineering services for
the 80th Avenue South pavement rehabilitation project, subject to final terms
and conditions acceptable to the City Attorney and Public Works Director. The
motion was SECONDED by Committee member Fincher and PASSED 2 - 0.
Item 8 – Schedule 74 Design Agreement with Puget Sound Energy for the
South 228th Street/Union Pacific Railroad Grade Separation:
Mark Madfai, Design Engineering Supervisor noted that Puget Sound Energy will be
relocating overhead lines underground. The undergrounding of these lines is necessary
for the South 228th Street/Union Pacific Railroad Grade Separation project. This project
will construct a roadway overpass over the top of the Union Pacific Railroad tracks and
Interurban Trail project. The trailhead is on Puget Sound Energy property.
A Design Agreement will allow PSE to prepare plans to underground its facilities. The
agreement authorizes work to begin; costs are not billed to the City, until construction
is completed. The City’s estimated portion of the design cost of this work is $36,300.
Council member Budell MOVED to recommend Council authorize the Mayor to
sign the Puget Sound Energy Schedule 74 Design Agreement for the South
228th Street/Union Pacific Railroad Grade Separation Project in the amount of
$36,300 subject to final terms and conditions acceptable to the City Attorney
and Public Works Director. The motion was SECONDED by Committee member
Fincher and PASSED 2 - 0.
Item 9 – Consultant Agreement with COWI for Structural Engineering Services
for the Milwaukee II Levee Project:
Mark Madfai, Design Engineering Supervisor showed where the project is located noting
that the Milwaukee II levee is a part of the Horseshoe Bend Levee that spans between
3rd Avenue and the Union Pacific railroad embankment. This area is above the 100 year
flood elevation but needs the additional freeboard in order to certify the remainder of
the levees downstream of 3rd Avenue.

ITEM 10 – Information Only/James Street Improvements Update:
City Engineer, Chad Bieren noted that a number of construction projects along James
Street are scheduled for this summer, including a stormwater pump station at the
bottom of the hill near Mill Creek, a new water main to replace an existing main was
just awarded, landscaping improvements on both sides of the road as well as an asphalt
pavement overlay. Staff will provide an update of the work, a construction schedule,
and information to the public to expect traffic inconveniences during construction this
summer.

Item 11 – Information Only/212th Street at Winco Bank Concern:
City Engineer, Chad Bieren notified committee members that a consultant working on
an adjacent wetland property recently notified the City that a fork of Garrison Creek
had cut a new stream path and impacting South 212th Street.
City staff responded later that same day and determined that the right turn lane
serving the Winco grocery store could be affected so it was closed. Staff is evaluating
potential repairs and are working to determine appropriate measures to repair the
impacted roadway slope and reopen the lane. The item will return to the Committee
once we have more information.

Item 12 - Information Only/Quiet Zone Update:
City Engineer, Chad Bieren noted that a diagnostic study with Burlington Northern
Santa Fe railroad has been completed; staff presented a draft diagnostic report to
Union Pacific Railroad staff when they met this month.
Bieren stated it will cost significantly less than first thought and that some
improvements could start soon. Bieren stated staff could start on some of the smaller
items such as signs, markings and missing driveways etc., this summer.

Item 5: Bid Award Recommendation for 2016 Asphalt Overlay
Summary: The City received and opened 4 bids for the 2016 Asphalt Overlay
contract, all under Engineer’s Estimate. The project included streets previously
approved by the Council on 10/20/2015. In addition, the bid included overlaying
all streets in the Mountain View Place neighborhood (aka. Hycroft) and S 236 St
between Lakeside Blvd E and 64 Ave S, not previously approved.

Budget Impact: Business & Occupation and Garbage Utility tax revenue.
Motion: Recommend award of the 2016 Asphalt Overlay contract to the
lowest responsive bid and responsible bidder, ICON Materials, in the
amount of $3,489,528.50 including the overlay of Mountain View
Place neighborhood (aka Hycroft) and South 236th Street between
Lakeside Blvd East and 64th Avenue South.

Item 6: Grandview Water Easement with Highline Water District
Summary: As part of the Grandview Apartments project, water service from Highline
Water District needs to be connected to an existing water main in Riverview Boulevard.
A section of water line needs to traverse city owned property near the Riverview
Boulevard Bridge. The water line will not affect surface features once it is completed
and restored.

MOTION: Move to recommend Council authorize the Mayor to execute all
necessary documents to grant a water easement with Highline Water
District on City property to serve the Grandview Apartments, subject to

UTILITY EASEMENT
The Grantor, City of Kent, a Washington municipal corporation, does hereby grant to Highline
Water District, King County, Washington, a municipal corporation, Grantee, its successors and
assigns, a non-exclusive easement and right-of-way over, through, under, across, upon and in
the following-described property, situated in the City of Kent, King County, Washington, to-wit:
See Exhibit “A,” attached and incorporated by this reference
for the construction, operation, maintenance, repair and/or replacement of a water pipeline and
appurtenances thereto, together with all rights of ingress and egress to and from said easement
for all purposes necessary and related thereto; the approximate location of the easement area is
as depicted in Exhibit “B,” attached and incorporated by this reference.
Grantee and its agents, designees or assigns shall have the right, without prior institution of any
suit or proceeding at law, and without prior notice to Grantor, at such time as Grantee deems
necessary to enter upon said property, by foot or vehicle, for the installation, repair,

reconstruction or maintenance of water facilities and appurtenances without incurring any legal
obligation or liability therefore, provided that such shall be accomplished in a manner that
existing private improvements shall not be disturbed or destroyed, or in the event that they are
disturbed or destroyed they will be replaced or repaired, as nearly as is practicable, to as good a
condition as they were immediately before the property was entered upon by the Grantee.
Grantor shall retain the right to use the surface of this easement, so long as that use does not
interfere with the Grantee’s uses as described in this document. Such use by Grantor shall
specifically include the right to maintain and improve, as necessary, the existing pedestrian
pathway maintained by the City of Kent Parks Department that crosses a portion of the
easement area.
Except as expressly authorized herein, Grantor hereby agrees that no building, wall rockery,
trees or structure of any kind shall be erected or planted, nor shall any fill material be placed
within the boundaries of said easement area. No excavation shall be made within three feet of
said water service facilities, and the surface level of the ground within the easement area shall
be maintained at the elevation as currently existing. In the event that this provision is violated,
the Grantee shall have the right to require removal of any such structure and same shall be
accomplished within a reasonable period of time and at Grantor's expense. Failure of Grantee
to so exercise its right to require removal shall not constitute waiver of this right.
Grantor additionally grants to the Grantee, its agents, designees or assigns the use of such
additional area immediately adjacent to said easement area as shall be required for the
construction, re-construction, maintenance and operation of said water service facilities. The
use of such additional area shall be held to a reasonable minimum and be returned to its
condition existing immediately before the property was entered upon by Grantee or its agents.

Item 7: Information Only/Residential Recycling Event, Rain Barrel and ,
Composter Sale and Curbside Cleanup
Summary:
The annual Spring Recycling Event will be held March 21st, 9:00am-3:00pm, at
Hogan Park on Russell Rd. Residents are invited to bring items not easily recycled
at the curb including appliances, tires, bulky yard debris & Styrofoam at no charge.
NW Center will be on site to collect reusable household goods. Flyers will be going
out in the mail this week. For a list of what to bring, visit KentRecycles.com.
The Composter, Worm Bin & Rain barrel Sale will also take place on the 21st at
Hogan Park. Composters & Worm Bins will be available for $25, and Rain barrels for
$30, while supplies last.
Both these events are funded by the Dept. of Ecology Coordinated Prevention Grant,
the King County Waste Reduction and Recycling Grant, and the Local Hazardous
Waste Management Program Grant.
April 6-10 is Spring Curbside Cleanup Week wherein residents can place
additional garbage and yard waste at the curb. A flyer with details will be sent in
mid-March and will also be available at KentRecycles.com.

Item 8: Puget Sound Regional Council (PSRC) Federal Highway
Funding 2016 Project Selection
Summary: This spring, the Puget Sound Regional Council (PSRC) will award Federal
Highway Administration (FHWA) funds for the 2018-2020 grant cycle. These
transportation funds originate from the FHWA Surface Transportation Program (STP)
and the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. The
City of Kent can apply for grant funding through two processes:
The regional project selection process limits the number of applications
considered. The South County Area Transportation Board (SCATBd) will select
five candidate proposals, which are then submitted to the King County Project
Evaluation Committee for further consideration.
The King County countywide process would evaluate Kent’s application
against other larger jurisdictions’ candidates. There are also set-aside
programs for non-motorized and preservation projects.
Staff has evaluated the 2016 grant opportunities against City priorities and
recommends Kent submit a preservation project in the countywide process.
Additionally, staff recommends the City apply for Washington State Department of
Transportation grant funds for both the Pedestrian and Bicycle Program and the Safe
Routes to School Program.
Candidate projects include pavement preservation on East Valley Highway, a non-
motorized improvement on Meeker Street, and a new traffic signal and walking
paths at Meridian Elementary School.
