Summary Minutes of Regular Meeting

1 . Call to Order
The meeting was called to order at 4 : 30 p . m . , with Committee Chair Berrios
presiding .
2 . Roll Call

All Councilmembers were present .
3 . Changes to the Agenda
Chief Thomas indicated there were no changes to the agenda .
4. Approval of Minutes, dated July 12 2016
Councilmember Thomas moved to approve the Minutes of July 12 , 2016 , and
Councilmember Ralph seconded the motion .
The motion passed unanimously by a vote of 3 - 0 .
5 . Jail Food Services Agreement with CFM — Recommend
Commander McCuistion presented information regarding the Agreement for jail food
services with CFM . The City has contracted with Consolidated Food Management
( CFM ) for the past 30 years . The city sought quotes from both ARAMARK and CFM
in addition to contacting local jurisdictions to compare the contract provisions and
rates .
Councilmember Ralph MOVED to recommend the Mayor sign a goods and services
agreement with Consolidated Food Management, Inc . , for food services at the
correctional facility, subject to final contract terms and conditions acceptable to the
police chief and city attorney, and Councilmember Thomas seconded the motion .

Item 6 . 2016 SAMHSA Drug Free Communities Grant — Recommend
Sara Wood , Research and Development Analyst, presented information regarding
the 2016 Drug Free Communities Support Program grant from the Substance Abuse
and Mental Health Services Administration in the amount of $ 125 , 000 .
This is for year eight of the ten -year grant . Grant funds support Kent's Drug Free
Coalition and its projects and programs that include the community town hall
meetings and the Game of Life Youth Conference and Youth Board projects .
Councilmember Ralph invited the public to attend the October 19 , 2016 , community
town hall informational meeting . Resources and general education regarding drug
and alcohol abuse will be available at the meeting .
Councilmember Thomas MOVED to recommend Council authorize the Mayor to
accept the Drug Free Communities Support Program grant from the Substance
Abuse and Mental Health Services Administration in the amount of $ 125 , 000 , to
sign all necessary documents , to amend the budget and authorize expenditure of
the grant funds in accordance with the grant's terms and conditions , and
Councilmember Ralph seconded the motion .
The motion passed unanimously by a vote of 3 - 0 .
Item 7 . Interlocal Agreement Valley Narcotics Enforcement Team —
Recommend
Chief Thomas and Assistant City Attorney , Tammy White , presented information
regarding the Interlocal Agreement for the Valley Narcotics Enforcement Team .
Tammy conveyed that Deputy City Attorney, Pat Fitzpatrick worked out the
provisions of this ILA with the U . S . Department of Justice . This ILA requires that
after all cities sign -off on this version of the ILA, they must meet annually and sign -
off and affirm their continued participation in the ILA .
Councilmember Thomas MOVED to recommend the Mayor sign an interlocal
agreement between the cities of Auburn , Federal Way , Kent, Renton , Tukwila , and
the Port of Seattle for the continuance of the Valley Narcotics Enforcement Team ,
subject to final terms and conditions acceptable to the police chief and city
attorney , and Councilmember Ralph seconded the motion .
The motion passed unanimously by a vote of 3 - 0 .
Item 8 . Parking of Vehicles on City Streets — Ordinance Clarifying Use
of Weight Rating - Recommend

Assistant City Attorney , Tammy White provided a brief history on the adoption of
Ordinance No . 4192 . That Ordinance referenced the " gross vehicle weight rating "
in the recitals and in the Council 's findings, but due to a drafting oversight, " gross
vehicle weight rating " was not expressly included within the parking prohibition
established in KCC 9 . 38 . 130 . This ordinance corrects that drafting oversight .
Councilmember Ralph MOVED to adopt an ordinance that amends section 9 . 38 . 130
of the Kent City Code to clarify that the parking prohibition is based on a vehicle 's
maximum gross vehicle weight rating , and Councilmember Thomas seconded the
motion .
The motion passed unanimously by a vote of 3 - 0 .
Item 9 . National Night Out — Information Only
Sara Wood , Research and Development Analyst, presented information regarding
the August 2 , 2016, National Night Out . There were 92 events with 95 visitors from
across the City . Cool Bird , the Thunderbirds mascot participated in the event and
made sure to visit events that included kids . The Washington State Patrol sent
their Mobile Impaired Driving Unit that went out to events . Although Target was
not a national sponsor this year, they supported the City's event .
In 2015 , the City received 8th in the nation for its National Night Out participation .
John Pagel , Community Education Coordinator, submitted the City 's 2016 report on
September 13 , 2016 , and award results should be out in November or December.
Councilmembers Berrios, Thomas , and Ralph shared details on the events they
attended and were pleased with the community participation in National Night Out .
This event is meant to bring neighbors together to discuss matters important to
their communities . The Councilmembers thanked the Police Department for their
efforts in helping make National Night Out a successful event in Kent .
Item 10 , Police Chiefs Update - Information Only
Chief Thomas presented information on the recent increase in violence in Kent. The
Police Department is actively investigating the recent homicides in Kent and advised
that one arrest has been made and that the shootings have not been random .
Chief Thomas indicated that Kent is a safe community .
The committee discussed the recent increase in the homeless community in . Kent in
addition to the surrounding jurisdictions . The committee discussed the issues that
are attributed to the homeless , including the increase in crime, the need for
services and substance abuse . The discussion included state - level meetings ,
discussions , and challenges .
Chief Thomas and the committee expressed their appreciation for Commander
Scholl , the bicycle unit, and the police officers for their work trying to help the

homeless . Chief Thomas indicated that the Police Department has attempted to
provide services to the homeless community, but many homeless refuse assistance .
Chief Thomas provided the committee with an update on the two agreements with
the Kent School District for police services at the middle and high schools in
addition to the agreement providing a Commander for the school safety services
liaison . The District reimburses the City for 60 % of the salaries and benefits for the
school resource officers and 25 % of the salary and benefits of the Commander .
The contracts are in the legal departments for review and the Chief hopes to bring
the agreements to the October 11 , 2016, Public Safety Committee .
For the 2015 and 2016, school year, no contracts were signed between the City and
School District, so in October there will be contracts for the 2015 - 2016 school year
in addition to the 2016 - 2017 school year. The contracts will include separate
indemnification language, so there is a need to approve versions for both school
years .
Committee chair Berrios expressed his appreciation for the willingness of the Police
Department to continue to work with the school district in continuing these
programs .
Chief Thomas thanked Dr. Watts and Israel Vela for their cooperation in working
with the Police Department in coming up with two agreements that are in the best
interest of both the District and City .
