Parks and Human Services Committee Meeting

July 21, 2016 - 5:00 p.m.
1. Call to Order
Chair Brenda Fincher called the meeting to order at 5:02 p.m.
2. Roll Call
B. Fincher completed the committee roll call with T. Budell and D. Higgins in
attendance, as well as Garin Lee and Merina Hanson, Interim Co-directors and Teri
Petrole, Council Committee Recorder.
3. Changes to the Agenda
No changes to the agenda.
4. Minutes, dated May 19, 2016 - Approve
T. Budell moved to approve the minutes dated June 16, 2016. D. Higgins
seconded. The motion passed 3-0.
5. Fee-in-Lieu Funds - Recommend
Interim Co-director Garin Lee announced the fee-in-lieu funds from the first and
second quarters. Between March and June 2016 the City of Kent received a total of
$33,675 from the following developers, who voluntarily paid a fee in lieu of dedicating
park land to mitigate the development of single-family homes in local subdivisions.
These funds will be held in a reserve account for capital improvements at Lake
Meridian Park and Service Club Ballfields. The fees must be expended within five
years.
• Parriott LLC: subdivision into 12 lots on the 13300 block of SE 261st Place;
$22,650.00 at Lake Meridian Park
• Soundbuilt NW LLC: subdivision into 12 lots on the 27800 block of 152nd
Avenue SE; $11,025.00 at Service Club Ballfields
The funds for Lake Meridian have not been identified for specific projects. In
contemplation, there may be some amenities needed for the dock replacement project
or the playground equipment replacement. Service Club Ballfields may get a new trail
or playground replacement.
D. Higgins moved to recommend council accept $33,675.00 of Fee-in-Lieu
funds, amend the Community Parks Reinvestment Program budget, and
authorize the future expenditure of these funds for capital improvements at
Lake Meridian Park and Service Club Ballfields. T. Budell seconded. The
motion passed 3-0.

6. Director’s Report
Merina Hanson has been the Manager of the Housing and Human Services division
since last February and with the division for 16 years. Merina has been assigned the
point person for the Recreation division as Interim Co-director. Garin Lee,
Superintendent of Park Operations, has been with the city for over 22 years and is
assigned to Facilities, Riverbend Golf Complex and Parks Planning and Development.
M. Hanson mentioned that, in the second quarter of 2016, $8,337.00 in contributions
was received. These contributions fall under the $65,000 threshold and have require
no approval council. They include in-kind, sponsorships, small grants and cash
donations.
M. Hanson noted that the Fourth of July Splash event was successful again this year.
The free summer concert series began on July 13. The free outdoor concerts are every
Tuesday at Kent Station at noon, Wednesdays at Town Square Plaza at noon and
Thursday nights at Lake Meridian at 7:00 p.m.
The free lunch program for kids and teens is located conveniently at numerous park
locations.
The annual volunteer appreciation event was last night with record numbers
registering to attend. The department is very lucky to have such great, dedicated
volunteer groups.
Summer Day Camp may have some openings for campers. Sign up online.

G. Lee reported on project updates: at Riverbend, the well drilling hit the mark at 454’
and the sieve analysis is underway to determine if there is enough of a water supply
and volume that is necessary to irrigate the greens. We expect to hear results in the
next week.
The Lake Meridian dock replacement project is at 90% design completion. Parks
Planning and Development staff is hoping to start construction in the fall.
Kent Memorial Park (KMP) is in the process of getting the playground replaced. KMP is
one of the city's older playgrounds. Included in this project is a wiffle ball field. The
design is at 60% completion. Park Planner Brian Levenhagen made some calls to
Mariners Public Outreach and asked to use their graphics. The Mariners agreed and
shared their interest in the project. They want to show public support for the
playground when it opens. The Mariner's moose may be coming out for the ribbon
cutting. The target for project construction is spring of 2017.
Parks Planning and Development staff is working on the Master Plan for Morrill
Meadows Park in anticipation of the partnership with YMCA. There is a plan to share

the plans with the community. An initial survey was conducted and incorporated into
the draft plans. There will be another survey on www.MyKentParks.com to get more
community input. It should be live online in the next week or so. Marketing cards will
be available for community input as well.
G. Lee confirmed to T. Budell that the city has one pickle ball court at Canterbury
Park, located at 100th and 244th.
