SUBJECT: Grant Agreement with Recreation and Conservation Office for Hogan
Park Athletic Field #1 - Recommend
MOTION: Move to recommend council authorize the mayor to sign a grant
agreement with the Recreation and Conservation Office, in the amount of
$750,000, for the renovation of Hogan Park Field One, subject to final
terms and conditions acceptable to the parks director and city attorney.
SUMMARY: On August 4, 2015, Council adopted Resolution No. 1914, which
authorized staff to submit an application to the Recreation and Conservation Office,
through the Youth Athletic Facilities program, for state grant assistance to help
finance the cost of converting Hogan Park Field One from natural to synthetic turf.
Formal application was made to the Recreation and Conservation Office, which
awarded the city of Kent grant #15-1378, conditioned upon a City match. The total
project is projected to cost $1,744,800. Of this amount, $750,000 will be funded
by RCO’s grant and the remaining $1,244,800 will be paid by the City through
funds in the Hogan Park at Russell Road Field Conversion budget.
The year-round field will support baseball, softball, soccer, lacrosse, and flag
football. It will make Hogan Park the second city park to have synthetic turf fields,
providing greater insurance against inclement weather. This year-round all-
weather facility will attract more events and create a positive economic impact for
the City of Kent.

SUBJECT: Public Works Agreement with Great Floors, LLC for the Senior Center
Flooring Replacement Project - Recommend
MOTION: Move to recommend council authorize the mayor to enter into an
agreement with Great Floors, LLC in the amount of $136,875.00, including
Washington State Sales Tax, to perform all work necessary for the removal
and replacement of the carpeting and tile at the Kent Senior Center,
subject to final terms and conditions acceptable to the parks director the
city attorney.
SUMMARY: This project will remove and replace approximately 1,217 square yards
of worn and dated carpeting and wall base, as well as tile and tile base in the four
restrooms at the Senior Center.
