The special workshop meeting was called to order at 5:03 p.m. by Council President
Boyce.
Councilmembers present: Berrios (appeared via conference call), Boyce, Budell,
Fincher, Higgins, Ralph and Thomas.
2017-2018 Budget Update - Finance Director, Aaron BeMiller provide a brief
overview of the departments presenting during today's meeting in addition to advising
that answers to Council's questions 5, 6, 12, and 16 will be answered following the
department presentations. The Council confirmed they are satisfied with Economic
and Community Development's response to question No. 2.
1. Department Presentations:
Law: City Attorney, Tom Brubaker presented the budget for the Office of the City
Attorney that included a request for an additional full-time benefitted assistant city
attorney whose time will be split between the civil and criminal divisions. Tom
provided additional detail of the department's accomplishments, base operating
services and new appropriations.
Information Technology: Mike Carrington, Information and Technology
Department Director presented the budget for the Information and Technology
Department that included a request to move six multimedia staff from the IT
Department to the proposed Communications Department, and a request for two full-
time benefitted employees.
Mike responded to questions regarding the compensation and qualifications for the
new positions.
2. Questions and Requests Log
Aaron BeMiller, Finance Director provided responses to the following questions from
the Council:
Q5. Impact of proposed budget on average taxpayer.
Q6. Use of banked property tax capacity.
Q12. Fiscal cliff discussion.
Q16. Increase sales tax and dedicate new revenue to parks.
3. Council Topics for Future Meetings
Council President Boyce advised that during the November 1, 2016, workshop, he
would like responses to the remaining questions from the Council.
Councilmember Higgins will not be present for the November 8, 2016, and November
15, 2016, meetings and will provide his written comments regarding the budget to the
councilmembers. He may conference call into the meetings.

Council Present Boyce will not be present for the November 15, 2016, meeting and
indicated Councilmember Ralph will be in charge of the meeting.
Council President Boyce indicated the budget will go to the Operations Committee on
December 6, 2016, and then onto the full Council for final action during the December
13, 2016, meeting.
Meeting adjourned at 6:06 p.m.
