The regular workshop meeting was called to order at 5:02 p.m. by Council President
Boyce.
Councilmembers present: Berrios, Boyce, Budell, Fincher, Ralph and Thomas.
Aaron BeMiller, Finance Director, reviewed the materials presented to the Council for
today's workshop.
1. Questions & Requests Log
Staff provided detailed responses to the following questions from the Council:
Q8: Follow up on street tree replacement and maintenance from B&O list.
Tim LaPorte, Public Works Director, and Aaron BeMiller, Finance Director, provided
details regarding the budget proposal to reallocate the work between parks and public
works in addition to the use of B&OP tax funds.
Q10: Alternatives to using $75,000 B&O monies for sidewalk sweeper.
Tim LaPorte, Public Works Director advised that this is a one-time expense and
discussed the option to pay for the sweeper out of another fund.
Q13: Follow up on Parks contracted services: Which Services? Level of service?
Interim Parks, Recreation and Community Services Directors, Merina Hanson and
Garin Lee provided an update on which services the city contracts out in addition to
providing an update on the level of service.
Q14: Follow up on fireworks request. Do vendors pay to be at Splash? If so, can we
charge more to cover this cost?
Interim Parks, Recreation and Community Services Directors, Merina Hanson and
Garin Lee advised the council that income in 2017 from vendors was $1,675
Q15: What staffing level is required to maintain just the Par 3 course?
Interim Parks, Recreation and Community Services Directors, Merina Hanson and
Garin Lee provided details on the number of FTEs for the Par 3 and the total FTEs paid
for out of the golf fund.
2. Council Discussion & Direction
Aaron BeMiller provided details regarding general fund balancing that could include the
additional funding to Kent Sister Cities, the Kent Historical Society, and the correction
to move the Human Services item to CDBG.
The council discussed options for balancing the budget without the implementation of
the Transportation Benefit District. Aaron BeMiller explained the pros and cons of
using the Capital Resource Fund to balance the budget.
Communications Department
The Council discussed alternatives to creating a Communications Department, hiring a
Communications Director in addition to a Coordinator.

The regular meeting of the Kent City Council was called to order at 7:02 p.m. by
Mayor Cooke.
Present were councilmembers Dana Ralph, Bill Boyce, Tina Budell, Brenda Fincher,
Dennis Higgins, and Les Thomas.
CHANGES TO THE AGENDA FROM COUNCIL ADMINISTRATION OR STAFF
Derek Matheson requested item 11.A. Executive Session. Property Negotiations, as per
RCW 42.30.110(1)(b), be removed.
PUBLIC COMMUNICATIONS
Mayor Cooke announced that State Senator Andy Hill passed away.
A. Recognition
Councilmember Fincher announced that The American Planning Association's
Washington Chapter recognized the city of Kent's 2016 Parks Plan for outstanding
contribution to the field of planning in the category of large cities on October 27, 2016.
Mayor Cooke recognized sponsors of the City's third annual Halloween event held at
the Kent Parks Teen Center. Partners included: Youth Wave, Redeemed by the Blood
Church, igrad Unity Church, River of Life Church, and GEM mentoring.
B. Reappointments to the Parks and Recreation Commission
Annette Bailes and Kari Hedrick provided the council with reasons they wish to be
reappointed to the Parks and Recreation Commission.
C. Community Events
Council President Boyce detailed events coming to the ShoWare Center.
Councilmember Fincher provided information regarding the November 19, 2016, Arbor
Day planting at Clark Lake Park. She also indicated the Holiday Craft Fair will be held
on November 4 - 51 2016, at the senior center.
Mayor Cooke provided details regarding Kent for Health's ShoWalk at the ShoWare
Center, starting on November 14, 2016, and is held every Monday and Wednesday
9:00 - 11:00 a.m.
D. Economic and Community Development Report
Ben Wolters, Economic and Community development Director, presented information
on the state of the economy and what is going on in Kent. New plans were recently
submitted for urban-style apartments in downtown Kent, to be located near Madison
and Meeker Street.
An update was provided regarding the proposal for a Center for Aerospace and
Advanced Manufacturing Resources and Training to be located in the city of Kent.
E. Intergovernmental Reports
Council President Boyce sits on the Sound Cities Association - No report.

Councilmember Budell sits on the Sound Cities Association Domestic Violence Initiative
and reported on the ballot initiative on the surrender of firearms.
Councilmember Berrios sits on the Public Sound Regional Council Economic
Development District Board. The next meeting will discuss the Vision 2040 Strategic
Plan.
Councilmember Ralph sits on the Sound Cities Association Board of Directors and
reported that during the last meeting the Legislative Agenda was approved that
included affordable housing, funding for community health centers in addition to
homeless issues. Additionally, potential staffing was discussed.
Councilmember Ralph also attended the Seattle Chamber's regional leadership
conference that focused on jobs and having the skilled workers to fill them.
Councilmember Fincher sits on the King Conservation District - No report, but
provided information on the upcoming bare root plant sale.
Councilmember Fincher also sits on the Mental Illness and Drug Dependency Council.
No report.
PUBLIC HEARINGS

PUBLIC COMMENT
Sally McDonough provided comment seeking donations to the Lake Meridian fireworks
display.
Dean Saggau, current president of the Lake Meridian Community Association speaking
in support of the City increasing its budget from $6,000 to $12,000 towards the Lake
Meridian fireworks display, in addition to $5,000 to be used to repair the dock used to
discharge fireworks.
Abbe Glour provided comment in support of a reusable bag ordinance.
Kraig Fisher provided comment in support of a reusable bag ordinance.
Kim Fisher provided comment in support of a reusable bag ordinance.
Lyn Strahm provided comment in support of a reusable bag ordinance.
Paige Willson is the co-chair of the Kentwood High School Environmental Club and
spoke in support of a reusable bag ordinance.
Barbara Smith, Executive Director of the Kent Downtown Partnership, 202 W. Gowe,
Kent, spoke in support of additional budget funding towards downtown Kent street
improvements. She also expressed her appreciation of the City's Economic
Development, Public Works, and Parks Departments for their support.

Charmaine Kauth expressed her concern over a subdivision being built without public
notice that will be located off 256th and 114th Ave S.E.
Annette Chanez spoke in Bag Busters of South King County and requested the City
adopt a reusable bag ordinance.
Dan Streiffert, the current conservation chair of Rainier Audubon, and spoke in support
of a reusable bag ordinance.
Bruce Malcom, Vice President of North Park Neighborhood Council and thanked the
City, Chief of Police, and the City Attorney for their coordinated work in shutting down
a drug home in his neighborhood.
Dave Wilson and spoke in support of the City's continued financial support of the
fireworks display at Lake Meridian.
Elizabeth Wagner, a 6th grade teacher Martin Sortum Elementary and spoke in support
of the City's continued financial support of the fireworks display at Lake Meridian.
Susan Stoddard and spoke expressing her appreciation of the work of the City's Police
Department, NRT officer Dave Ghaderi, the City Attorney and City officials that
supported closing the drug house.
Tim Clark, the current president of the Greater Kent Historical Society, spoke in
support of the City increasing its budget to include additional funding for the Kent
Historical Society.
Crissy Cooley offered her assistance to the council as a resource for the council
regarding reusable bag policies and any proposed ordinance.
Linda Dement spoke in her support of a reusable bag ordinance.
CONSENT CALENDAR
Council President Boyce moved to approve Consent Calendar Items A through
K, seconded by Councilmember Ralph. The motion carried 6-0 and the
following items were approved:
A. Minutes of Previous Meetings and Workshops
The minutes of the workshop and regular council meetings of August 16, 2016 were
approved.
B. Payment of Bills
Bills received through September 30, 2016 and paid on September 30, 2016, after
auditing by the Operations Committee on October 18, 2016 were approved.
C. Excused Absence for Councilmember Dennis Higgins An excused absence for
Councilmember Higgins who was unable to attend the November 1, 2016 Council
meeting was approved.

D. Reappointments to the Parks and Recreation Commission
The Mayor confirmed the reappointment of Annette Bailes and Kari Hedrick to the Kent
Parks and Recreation Commission.
E. 2016 Asphalt Grinding - Accept as Complete
The Mayor accepted the 2016 Asphalt Grinding project as complete and release
retainage to Puget Paving and Construction, Inc., upon receipt of standard releases
from the state and the release of any liens.
F. 2016 Crack Sealing - Accept as Complete
The Mayor accepted the 2016 Crack Sealing project as complete and release retainage
to BCV, Inc. upon receipt of standard releases from the state and the release of any
liens.
G. Briscoe-Des!mone Levee Improvements Reach 4 River Mile 16.91-16.99 —
Accept as Complete
The Mayor accepted the Briscoe-Desimone Levee Improvements Reach 4 River Mile
16.91-16.99 project as complete and release retainage to Razz Construction, Inc.,
upon receipt of standard releases from the state and the release of any liens.
H. Ordinance Revising Chapter 14.09, Kent City Code, Flood Hazard
Regulations
Ordinance No. 4218, amending Chapter 14.09 of the Kent City Code to amend the Flood
Hazard Regulations to ensure compliance with mandatory minimums for participation in the
National Flood Insurance Program was adopted.
I. 2017 Legislative Agenda - Adopt
The city of Kent's 2017 state legislative agenda was adopted.
J. 2016 Third Quarter Fee-in-Lieu Funds - Accept
The Mayor was authorized to accepted $5,700 of fee-in-lieu funds, amend the Community
Parks Reinvestment Program budget, and authorize the future expenditure of these funds
for capital improvements at Lake Fenwick park.
K. Reallocation of First Quarter Fee-in-Lieu Funds
The Mayor was authorized to approve the reallocation of $8,175 of fee-in-lieu funds, amend
the Community Parks Reinvestment Program budget and the Lake Meridian Dock budget,
and authorize the future expenditure of these funds for capital improvements at Lake
Meridian Park.

REPORTS FROM STANDING COMMITTEES, STAFF AND SPECIAL COMMITTEES
A. Council President
Council President Boyce advised that the next council workshop will focus on finalizing
decisions regarding the 2017 - 2018 budget.

B. Mayor

C. Administration
Derek Matheson encouraged the public to visit the City's new website and to
participate in the survey available on the website. Derek indicated that his written
report is included in the packet. Finally, there is a brief executive session to discuss
potential litigation and that there will not be action after executive session.
D. Economic & Community Development Committee
Council President Boyce had no report.
E. Operations Committee
Councilmember Ralph provided details regarding the ordinance amending the business
license code.
F. Parks and Human Services Committee
Councilmember Fincher presented information on the South King Housing and
Homeless Partnership's report for the first six months of 2016. Councilmember
Fincher expressed her appreciation for donations received in support of the Parks
Department. She also advised of the new parks website "Kent Creates."
G. Public Safety Committee
Councilmember Berrios advised that the meeting scheduled for November 8, 2016, will
be a special meeting starting at 3:30 p.m.
H. Public Works Committee
Councilmember Ralph advised that there is no report.
I. Regional Fire Authority
Councilmember Thomas advised next meeting will be held November 2, 2016.
EXECUTIVE SESSION
At 8:37 p.m., Mayor Cooke announced that the Council would recess into an
Executive Session for five minutes to discuss potential litigation, pursuant to
RCW 42.30.110(1)(i).
At 8:47 p.m., the Executive Session concluded and Mayor Cooke reconvened
the regular meeting.
