The workshop meeting was called to order at 5 p.m. by Council President Boyce.
Councilmembers present: Berrios, Boyce, Budell, Fincher, Higgins and Ralph.
Jurassic Parliament - Ann G. Macfalane presented a robust presentation on Robert's
Rules of Order with City Council and homeowner association leaders as role playing
participants.

The regular meeting of the Kent City Council was called to order at 7 p.m. by Mayor
Cooke.
Councilmembers present: Berrios, Boyce, Budell, Fincher, Higgins and Ralph.

PUBLIC COMMUNICATIONS
A. Public Recognition - Mayor Cooke congratulated Haley Bonstee) as Employee of
the Month for September Hayley was hired in April 2015 as a Planner/GIS Coordinator
in Economic and Community Development. Hayley has a Bachelor's degree in
Architecture and a Master's degree in Landscape Architecture.
B. Appointment to the Kent Cultural Communities Board - Davey's Cherwa, is
President of African Television; he has produced television documentaries for many
high ranking members of government including President Obama. He has expertise as
a youth mentor and strong advocate for equity and social justice. Tonight he is
attending the US African Summit and unable to be here to accept his appointment.
Norma Maldonado works for Children's Home Society helping low income and refugee
families, she also works with Spanish speaking people to obtain their high school
diplomas from Highline Community College. She is excited to help advocate for
Spanish families, and increase engagement between the community and the City.
C. Proclamation for Kiwanis Children's Cancer Cure Month - Rita Schwarting,
Gail Spurrell, Beverly Triplette, and Assistant Chief Padilla accepting the Proclamation
on behalf of Kiwanis. Kiwanis International has grown to over 80 countries' worldwide
the men and women of Puget Sound District enjoy serving children locally and
worldwide. As of 2010 Puget Sound District established Children's Cancer Cure Month.
D. Proclamation for National Public Lands Day at Riverview Park - Interim Co-
Parks Director Garin Lee is accepting the proclamation; Sept. 24t" is National Public
Lands Day. Public parks are free on this day and it promotes a single day to volunteer
for public land to promote conservation and enjoyment of public land.
E. Proclamation for Diaper Need Awareness Week -Eastside Baby Corner
Executive Director Renee Zimmerman and Westside Baby Site Manager Becky
Schroeder accepting this proclamation. Want to bring awareness for the need of
diapers for infants and children, we would like to ask that everyone donate diapers to
diaper banks and diaper drives.
F. Community Events - Council President Boyce spoke on Showare events coming
up one event that is very popular and already sold out is Dolly Parton on Sept. 21.
Hockey is back at Showare center and the T-Birds beat the Silver Tips. On Saturday,

Sept. 24 October Feast on Meeker and 1st in Kent from 11-3 p.m. there will be many
kid's activities. Councilmember Ralph shared Nostadolen music, dancing and treats,
this is a fund raiser for Sister Cities. First show in Spotlight Series the complete
history of America 600 years of history in 6,000 seconds on Oct. 15t". Town Hall
meeting to discuss ways to keep our kids in grades 6-12 drug free will be Oct. 19 at
Mill Creek Middle School. Councilmember Fincher, Parks Department having volunteers
for park clean up and planting on Oct. 1 9-Noon at Morrill Meadows Park, Oct. 2 at
North Meridian Park and on Oct. 8 at Clark Lake Park. One ongoing class is the
Community Emergency Response Team Training (CERT) this is an 8 week class from
6-9:30 p.m. begins on Sept. 28 at South King County Fire Training Consortium located
at 20811 84t" Ave. Suite 102 Kent.
G. Public Safety Report - Chief Thomas shared some photos from Aug. 18t" our
Chief for a Day Program. This is a statewide celebration for children with life
threatening or chronic illnesses that 33 agencies participate in. Zack Heckenger, 8
years old was the City of Kent Chief for a Day, Zack suffers from spinal bifida. The
next Community Meeting will be on Wednesday Oct. 5 from 7-9 p.m. at Totem Middle
School on the West side, will be talking about crime issues in different sectors, and
Assistant Chief Padilla is going to give a demonstration on Drones. Main themes from
our earlier community meeting were communication, connection and relationship
building. Department Diversity priority on hiring more. Chief Thomas introduced three
new Police Officers for the Mayor to swear in, they are Officer Ian Lentz who worked
for two years as a Corrections Officer at the Kent Jail; Officer Chellsi James received a
business degree while being a stay at home mom, she is married to a Seattle Police
Officer; and Officer Matthew Levi is a Lateral Police Officer from Northern Nevada
Sheriff Department.
H. Intergovernmental Reports - Council President Boyce serves on Public Issue
Committee (PIC) first meeting since July at the SCA 2016 Retreat adopted a
Legislative Agenda for 2017 to lift 1% property tax cap, affordable housing,
homelessness and public help funding. SCA network dinner will be on Oct. 5 in
Kenmore at Inglewood Golf Course. Councilmember Budell serves on Sound Cities
Association Domestic Violence Initiative and Sept. 8 was the last meeting, new topic to
continue language for weapon relinquish right away instead of waiting 24 hours.
Councilmember Higgins serves on Regional Transit Committee which will be meeting
on Sept. 21. Metro Connect long range plan will also be on the agenda, one case study
they will present will be a possible new route for Kent and the Kent Des Moines Light
Rail Station. Councilmember Berrios serves on Puget Sound Regional Economic
Development Board met on Sept. 7, reviewing strategy for the future growth there
are five goals; 1. Connect the world to the Puget Sound; 2. Cultivate a region that
attracts and retains world class talent; 3. Strengthen regions economic base and utilize
to meet local economic opportunities; 4. Open economic opportunities to everyone in
the region; 5. Capitalize on region strength to support and nurture strategic clusters
and emerging opportunities.
PUBLIC HEARING
A. 2017-2018 Biennial Budget - First Public Hearing The Public Hearing was Open at
8:04 p.m. Mel Roberts testified on the budget had a general request for improvements

for bicycling in the city. Motion by Councilmember Berrios and Second by
Councilmember Budell to close the public hearing closed @ 8:06 p.m. Vote 6-0
B. 2017 2022 Capital Improvement Plan - First Public Hearing This is the first Public
Hearing on 2017-2022 Capital Improvement Plant. The Public Hearing was Open at
8:10 p.m. there is no one that wished to speak on the Capital Improvement Plan.
Motion by Council President Boyce and Second by Councilmember Barrios to close the
hearing at 8:12 p.m. Vote 6-0.
PUBLIC COMMENT
CONSENT CALENDAR
Council President Boyce moved to approve Consent Calendar items A through
F, seconded by Councilmember Ralph. Motion carried 6-0.
A. Approval of Bills. Bills received through August 15 and paid on August 15 after
auditing by the Operations Committee on September 6, 2016 were approved.

B. Appointment to the Kent Cultural Communities Board - Confirm. Council
confirmed the appointment of one member and one alternate to the Kent Cultural
Communities Board.
C. Jail Food Services Agreement with Consolidated Food Management, Inc. -
Authorize. The Mayor was authorized to sign a Goods and Services Agreement with
Consolidated Food Management, Inc., for food services at the correctional facility,
subject to final contract terms and conditions acceptable to the Police Chief and City
Attorney.
D. Substance Abuse and Mental Health Services Administration Grant -
Accept. The Mayor was authorized to accept the Drug Free Communities Support

Program grant from the Substance Abuse and Mental Health Services Administration in
the amount of $125,000, to sign all necessary documents, and to amend the budget
and authorize expenditure of the grant funds in accordance with the grant's terms and
conditions.
E. Interlocal Agreement Valley Narcotics Enforcement Team - Authorize. The
Mayor was authorized to sign an Interlocal Agreement between the cities of Auburn,
Federal Way, Kent, Renton, Tukwila, and the Port of Seattle for the continuance of the
Valley Narcotics Enforcement Team, subject to final terms and conditions acceptable to
the Police Chief and City Attorney.
F. Parking of Vehicles on City Streets - Ordinance Clarifying Use of Weight
Rating_- Adopt. Ordinance No. 4214 was adopted, which amends section 9.38.130 of
the Kent City Code to clarify that the parking prohibition is based on a vehicle's
maximum gross vehicle weight rating.
OTHER BUSINESS
BIDS
A. 108th / 2081h Intersection Improvements Project - Award.
Councilmember Higgins moved to Award the 1081"/208th Intersection
Improvements Project to Road Construction Northwest in the amount of
$793,615.00 and authorized the Mayor to sign all necessary documents,
subject to final terms and conditions acceptable to the City Attorney and
Public Works Director, seconded by Councilmember Ralph. Motion carried 6-0.
REPORTS FROM STANDING COMMITTEES, STAFF AND SPECIAL COMMITTEES
A. Council President. - Workshop today was an interactive workshop with Anne
McFarlane learning how to properly conduct a meeting.
B. Mayor. - Noted that she will be presenting her final biennial budget to Council
Sept. 27 at 5:00 p.m. Kent Cultural Committee Board will be meeting for the first time
at 6:00 p.m. will take place at Holy Spirit Parish.
C. Chief Administrative Officer. - Written report is in the packet, he also noted that
there will be an executive session tonight and the topic is property acquisition,
approximately 20 minutes and no action expected to take place.
D. Economic & Community Development Committee. - In the minutes.
E. Operations Committee. - Spoke about a presentation from Economic
Development on a grant process the City is applying for from the Port of Seattle. This
grant is to help small businesses to learn culinary skills to run a restaurant or catering
business. Happy to say July financial report expenses are down and revenue is up,
very good news making progress in stabilizing funds and budget is staying on track.

F. Parks and Human Services Committee. - Parks meeting last Thursday,
recommended adoption of resolution to have the Naden Property surplused. Update
on Morrill Meadows, master planning surveys have been were completed for future site
of YMCA, had report from Parks Commissioners addressed alternatives for funding.
Outside of the meeting had the opportunity to learn about Master Builders Summit on
housing and homelessness, also toured several Catholic Community Services housing
buildings in the City of Seattle.
G. Public Safety Committee. - In the minutes.
H. Public Works Committee. - Councilmember Ralph attended in the absence of
Councilmember Higgins, she discussed a presentation on Mill Creek Side Channel
building a side channel for baby salmon, accepted a for habitat along Green River.
Conversation to look at Ordinance on Solid Waste Utility Tax, allow traffic calming
measures for street signs, speed humps for neighborhoods with speeding and
excessive traffic will help to provide funding for these projects.
I. Regional Fire Authority. - No Report.
