Councilmembers present: Berrios, Boyce, Budell, Fincher, Higgins, Ralph and Thomas. City Hall Campus and Shops Studies - Facilities Superintendent, Alex Ackley presented information on efforts for City Hall and Shop Studies Feasibility Phase I completed in Nov. 2015, to determine how to use existing square footage for future needs. Phase II began in February of this year, as we look at our opportunities there are structural and HVAC systems that will need to be addressed. The city shops on Russell Road are being addressed as well. There is a gas pump that needs replacing, however, in the meantime we are waiting for a decision on relocation of the shops to the East Hill. Resident Survey - Communications/Public Affairs Manager, Michelle Wilmot spoke on the resident survey completed by Northwest Research Survey. This is the first survey the city has conducted since 2006. The survey went out to various groups and advocates along with 511 citizens. The city fared well in the survey, which resulted in a cumulative rating of 3.5 out of 5, which would ultimately be a utopia. Some areas that need improvement are crime, infustructure, traffic, drugs and housing affordability. Councilmembers present: Berrios, Boyce, Budell, Fincher, Higgins, Ralph and Thomas. CHANGES TO THE AGENDA FROM COUNCIL ADMINISTRATION OR STAFF - None. PUBLIC COMMUNICATIONS A. Public Recognition - None. B. Proclamation for National Recovery Month - Maria Gizzard from King County, accepted the proclamation on behalf of behavioral mental health, and substance abuse. September is National Recovery Month, this marks the 27th year celebration. C. Proclamation for Mayor's Day of Concern for the Hunary - Glenn Turner, Executive Director of Emergency Feeding for King County accepted the proclamation. The goal is to collect 60 tons of food this year, and volunteer opportunities are available in Renton, please call 206-329-0300. Councilmember Berrios offered up contact information for both Sysco and Food Services of America. D. Proclamation for Constitution Week - Linda Hansen from Daughters of American Revolution will be celebrating Constitution Week Sept. 16-22- E. Proclamation for Women on the Rise Month - Keela Hall accepted the proclamation on behalf of women, and men who support women on the rise. F. Community Events - Council President Boyce noted that the T-Birds will be hosting the Silvertips on Sept.16; Dolly Parton will be here on Sept.21 and is already sold out. Disney on Ice is coming to Showare and Amy Grant will be doing a Christmas Concert on November 19. Councilmember Ralph noted some events. The first event is Oct. 19 at Mill Creek Middle school and is the Drug Free Coalition presentation to children in grades 6 through 12. The Spotlight Series sponsored by Kent Arts Commission will host 600 Years of History in 6,000 Seconds at Kent Meridian High School. Councilmember Fincher recommended Hooded or Being Black for Dummies which is a free play through a grant at Kent Station. Aconversation will take place after the presentation. G. Economic and Community Development Report - Economic and Community Development Director, Ben Wolters provided an update on the U.S. Department of Labor America Promise Grant to be used in collaboration with businesses to form partnerships. The $5.99 million dollars will payout over 4 years, the primary goal is to serve over 1,000 residents from low income or disadvantaged workers and connect them with small and medium size manufactures. Wolters recognized Bill Ellis who coordinated this effort, and Kent was the only city that participated. Another unique opportunity is being offered by the Port of Seattle which is the Economic Development "Port Partnership" Grant to help with the growth of the Port's business. An application Page i of 5 Kent City Council Regular Meeting September 6, 2016 Minutes Kent, Washington was submitted for $65,000, as part of Century 21 effort to support broader economic development efforts, the city wants to use the money for an "incubator kitchen" in the old Perk Up Place in the Titusville location. The Meeker Street underpass project is underway to better connect the entire commercial area. Lake Meridian Marketplace's new tenant will be Rita's opening early Fall, this is frozen custard and Italian Ice, one of first opening here on the West Coast, will be located next to Bartell's. H. Intergovernmental Reports - Council President Boyce's next meeting is Sept. 14 for Public Issue Committee. Councilmember Budell's Domestic Violence Initiative meeting is Thursday. Councilmember Higgins sitting on the Regional Transit Committee noted a workshop on Tuesday. Councilmember Berrios is on the Regional Economic Development Committee meets every three months, and will be discussing vison, goals and strategies at Sept* 7 meeting. Councilmember Ralph on Sound Cities Association discussing items important to Kent including; economic development; homelessness and affordable housing. Transportation Strategy meeting is on Thursday Sept. 8. Councilmember Fincher is on Budget Advisory Council for King County. Passed budget from King County Council, no meeting of King Conservation District. PUBLIC HEARING - None. PUBLIC COMMENT - Carol Anne Moiers,13 year resident of Kent is an advocate with Just Cause; speaking on homelessness feels apartments are trying to have people move out, not renewing leases for current tenants. Moiers believes a Just Cause ordinance would protect renters. Shirley Ross, lived in apartment complex which provides HUD housing, she wants to foster inclusion with tenants and management. Jo Woodward, former Kent resident who moved to Belfair, WA in April to a subsidized housing. Did not want to cause problems at her apartment in Kent but spoke with management and was placed on month-to-month lease until she found new housing. John Schut, an 18 year Kent resident speaking on speeding in the neighborhood. Police did a traffic study and said the speeds are within the City's guidelines. Would like Council to consider another calming study and have the city implement a lower speed limit in the neighborhood. Schut thanked Councilmember Ralph and Toni Azzola for walking the neighborhood, after doing so resulted in the streets being paved by Public Works Department. Whitley Hurejsi, speaking on behalf of the Kent School District regarding the Capital Improvement and Construction Bond which will be on the Nov. 8, 2016 ballot for $252,000,000. Wants to ask the City Council to endorse this bond measure to reduce overcrowding and improve schools. Council President Boyce commented about the individuals speaking on tenants' rights, and noted that this issue came out of an August City Council Workshop. An item will be on the Sept. 14 agenda for Economic and Community Development Committee. Motion carried 6-0. A. Minutes of Previous Meetings and Workshops - Approve. The minutes of the workshop of June 21 and the special council meeting of August 13, 2016 were approved. B. Approval of Bills. Bills received through July 31 and paid on July 31 after auditing by the Operations Committee on August 16, 2016 were approved. City of Covington Interlocal Water Agreement, Jenkins Creek - Authorize. The Mayor was authorized to sign an Interlocal Agreement with the City of Covington to pay Covington to replace three water transmission mains as part of Covington's Jenkin's Creek bridge construction project on SE 272nd Street between Jenkins Creek and 185th Place SE; subject to final terms and conditions acceptable to the City Attorney and Public Works Director. D. 2017-2018 Biennial Budget - Set Date for First Public Hearing. Council set September 20, 2016 as the date for the first public hearing on the 2017 - 2018 biennial budget at the regular City Council meeting. E. 2017-2022 Capital Improvement Plan - Set Date for First Public Hearing. Council set September 20, 2016 as the date for the first public hearing of the 2017 - 2022 Capital Improvement Plan at the regular City Council meeting. F. Non-Represented Salary Survey - Resolution - Adopt. Resolution No. 1932 was adopted, authorizing a salary survey for non-represented employees. Council approved funding four .25 storm vegetation utility positions in the current Public Works Drainage Utility Fund budget. H. Leland Glen Final Long Plat - Approve. Council approved the final plat mylar for Leland Glen Final Plat and authorized the Mayor to sign the mylar. OTHER BUSINESS A. Resolution in Support of ""Proposition No 1, Kent School District No. 415, Capital Improvement and School Construction General Obligation Bonds - $252,000,000." - Adopt. Councilmember Higgins moved to adopt Resolution No. 1933, in support of the Kent School District No. 415's November 8, 2016, ballot proposition for the issuance of unlimited tax general obligation bonds, seconded by Council President Boyce. Motion carried 6-0. Mayor asked if there were any speakers on this matter. There was one Pro speaker; Con none BIDS - None REPORTS FROM STANDING COMMITTEES, STAFF AND SPECIAL COMMITTEES A. Council President. - At workshop there were two excellent reports on the City Hall Campus and Shops Study and the Resident Survey. A few years ago Kent went to voters to ask to pass a bond for funding a new police headquarters which was voted down. Now the city if looking within the current space to see what can be done. Now looking at shop space on Russell Road and on the East Hill how we can maximize the possibilities, which will be Phase II of this study. Kudos to Michelle Wilmot on the resident survey, response on the survey was a 3.5 rating out of a possible 5. B. Mayor. - Budget presentation will be on Tuesday, Sept. 27 at a Special Meeting at 5 p.m., the Council will then adjourn into a workshop. C. Chief Administrative Officer. - Written report in packet and there is no Executive Session tonight. D. Economic & Community Development Committee. - Next meeting on Sept. 12. E. Operations Committee. - Presentations on franchise agreement with Water District 111 entered into negotiation for a franchise fee. Reconsideration on social card rooms, had one card room in Panther Lake Area when the area was annexed, the business has since gone out of business. Looking at options in zoning for another card room should the city decide to allow another location. City investment report, investments are done differently than in previous years, city is looking to hire an Investment Advisor to assist.
