Call to Order 2. Roll Call 3. Changes to the Agenda-- None 4. Approval of Minutes Committee Member Berrios MOVED and Committee Chair Boyce SECONDED a Motion to Approve the Minutes of October 10, 2016. Motion PASSED 2-0. S. 2016 Docket Report Current Planning Manager Matt Gilbert spoke on the 2016 Docket Report. The City accepts suggestions on amendments to the Comprehensive Plan and Development Regulations until September 1. These suggestions are placed onto a docket list to determine if they are appropriate to go on to the annual work program for the department or if they should go on the next Comprehensive Plan up-date. This year there were no public docket requests. Staff is proposing consideration of 4 Comprehensive Plan Amendments and 9 Code Amendments for the docket. In the packet are also 2014 and 2015 updates. With your approval of the docket it authorizes staff to begin work it doesn't represent a decision on the issues. It gives staff authorization to start looking into the requests and bring them forward to the Committee and maybe full Council or Land Use and Planning Board as appropriate through the next year. • Docket items: Changes to the decision to Surplus the Naden Properties - Parks Element of the Comprehensive Plan. • Extending the Mixed Use Designation up at the North end of the City by 180tn • Considering where social card rooms would be allowed • Requiring Recycling and compost dumpster at multifamily developments. • Single Family design review would be for all new and reconstructed residence as well as the newer plats. • Raising the height limit for 55 to 65 Feet along Pac Hwy. • Reconsider the Medical Marijuana prohibition • 2015 Carry over - complete the Mixed Use Design Guidelines • Multifamily Tax Exemption - recommendation to Committee in November. • Urban Separators were set in early 2000 we have had requests to re- examine. Committee Member Berrios MOVED and Committee Member Budell SECONDED the recommendation to the full City of the 2016 Annual Docket Report and amended 2014 and 2015 Docket Reports as presented by Staff. Motion passed 3-0 6. Flood Hazard Regulations — Information Only Chris Wadsworth with Public Works Environmental Engineering presented 2 changes to the City's Flood Hazard Regulations. The changes being proposed are not new requirements from FEMA nor do they change the permitting requirements for someone doing work within the City. The changes clarify certain areas of the code and bring the City into compliance with the mandatory minimum regulations at the Federal Government level. For the City to be part of the National Flood Insurance Program we need to maintain mandatory minimum flood hazard regulations. FEMA does an audit every 5 years and the last City audit was in 2008. The last City audit was December 2015 the City received a letter March 2016 which was the official notice of corrective actions which are needed to maintain compliance with FEMA minimums. In audit review of 14.09 areas were identified as not meeting minimum. The 2 changes proposed are: • A definition of the term substantial damage — change is only procedural in nature. • Permit applicants receiving variance from the City's Flood Hazard Regulations, Section 14.09.220 redirects to the City's Critical Areas Ordinance Kent City Code 11.06 which is not specific to flood plains. Reference to 11.06 has been removed and the section has been re-written. The Department of Ecology representative who did the City's audit has reviewed the proposed changes and agrees they will bring the City into compliance with FEMA mandatory minimums. Next steps to Public Works Committee then to the Full Council for approval and implantation. 7. Multifamily Design Guidelines Information Only Hayley Bonsteel, Long Range Planner spoke on an update to the Multifamily Design Guidelines the objective for this project is to take a 2 decade old set of guidelines and bring those into the 215t century. We have great Downtown Design and Midway Design Guidelines and we see the success of the multifamily that is going in, in the downtown and at the Grandview site. With those lessons learned we fell we can apply those to the Multifamily Design Guidelines Citywide. The goal with the update is to give as many ways as possible to meet the guidelines by being very clear of what we are looking for. The new guidelines format is showing right on the top the intent sections, giving the Planners lots of flexible ways of meeting the intent. Qualities: • An attractive and active relationship between the building and the street • Provide privacy and security for residents • Encourage social interaction • Provide entries that are visible There are a variety of sections which encompass lighting, personal security; it ranges in level of detail. ECDC Minutes October 10, 2016 2 We will be proposing to remove the Multifamily Transition Area from the Code. The reason is there is a section in the new guidelines that addresses that issue. 8. Sound Transit Update Hayley Bonsteel stated the final submittal of the pre-final documents. Staff is still working through those comments. The current time line is the Board: • Record of Decision in Spring of 2017 • Request for Qualification in Fall 2017 • Request for Proposal in early 2018, that could be when our staff time could be a bit less because it hasn't been determined the level of Kent's involvement in the RFP process. • The Notice to Proceed would come at the end of 2018 • Civil construction would be starting mid 2019. In advance of the Development Agreement being finished Sound Transit Board may require another memo from the City, just to let them know we are working on it and saying we are working with Sound Transit. Ben Wolters, Economic & Community Development Director stated he feels this will translate into a Resolution for the Council consideration which will have basic points of agreement. Kent is anticipating issues of displacement, and Council wants to have some discussion quickly about that. There are 2 mobile home parks which will be displaced by the Kent/Des Moines rail station. There is another one which will not be affected. Public Outreach is in the Development Agreement and will be done. Chair Boyce stated that we want to make sure the people are heard and that there is plenty of communication. 9. ShoWare Update Ben Wolters gave a brief report on ShoWare. He wanted brought up the Kent Reporter article on the hot water tank replacement also the other project mentioned in the article were the lights, digital menu boards. However we have not done the $175,000 new carpet, or the $20,000 for polished floors, nor the outdoor parking lights or the trash cans, those are still being evaluated with SMG. Not sure to do a correction or not, but we would like to keep the Council updated. Budell said that we should yes contact him on those, because if the residents go to ShoWare and don't see those things done they will think and we will hear how we are misspending money. Committee directed Wolters to contact Steve Hunter with the correction. 10. Economic Development Update Ben Wolters started his update with presenting the Council with the current numbers. Plan check fees accumulative $353,000 to the good above projection, through August. Business is still good and Wolters anticipates it to continue. Under Building Permits we are $156,000 above budget projection. We are busy and the market is investing in Kent, we are on track to permit over 1 Billion dollars in new construction by the end of this year, over the last 6 years. Wolters anticipates this trend is going to continue for the next couple of years.
