Commission that Ofr. Brian Lewis was assigned as Acting Sergeant from
December 13-16, 2016.

memo dated December 27, 2016 from Chief Thomas accepting the
resignation effective January 6, 2017.
K. Letter dated December 29, 2016 from Chief Thomas to James Chapman
confirming his promotion to Probation Corrections Sergeant effective January
1, 2017.
L. Memo dated January 4, 2017 from Chief Thomas notifying the Commission
that Cmdr. Tracey Church will be assigned as Acting Assistant Chief from
January 11-20, 2017.
M. Letter dated January 4, 2017 from Chief Thomas to Jalene King notifying her
that she successfully completed the probationary period and is appointed to
regular employment status as an Administrative Assistant II effective
January 4, 2017.
N. Memo dated January 5, 2017 from Chief Thomas notifying the Commission
that Ofr. Ryan Rossmeier will be assigned as Acting Sergeant from January
10-13, 2017.
O. Memo dated January 5, 2017 from Chief Thomas notifying the Commission
that Ofr. Daniel Yagi’s transfer to the Investigations Division has been
postponed until June 1, 2017.

Specialist candidates Connie Huebner, Jamie Young, Sylvia Hawthorne, and
Sara Bradley notifying them that their names have been removed from the
eligibility list per their request effective January 6, 2017.

Specialist candidate Amy Barnby notifying her that her name has been
removed from the eligibility list effective January 6, 2017.

their names have been removed from the continuous testing eligibility list per
their request effective January 6, 2017.

them that their names have been removed from the continuous testing

notifying him that he successfully completed the probationary period and is

12, 2017.
V. Letter dated January 18, 2017 from Chief Thomas to Jonathan Johnson
notifying him that he successfully completed the probationary period and is
appointed to regular employment status as a Police Officer effective January
18, 2017.

Item Description
1. The Meeting of the Civil Service Commission was called to order at 5:30
p.m. by Chair Zaratkiewicz.
2. Commissioners present: C. Zaratkiewicz and P. Thomas . J. Piecewicz
had an arranged absence.
3. There were no changes to the agenda.
4. Commissioner Thomas moved to approve the minutes, dated November
16, 2016. Motion was seconded by Chair Zaratkiewicz. Motion carried
2-0.
5. Consent Items to Accept:
There being no questions, Chair Zaratkiewicz moved to accept Items A
through R, seconded by Commissioner Thomas. Motion carried 2-0.
A. Memo dated November 14, 2016 from Chief Thomas notifying the
Commission that Sgt. Phil Johnson will be Acting Commander from November
15-18, 2016.
B. Memo dated November 15, 2016 from Chief Thomas notifying the
Commission that Probationary Police Officer Clayton Grubb was discharged
on November 14, 2016.
C. Letter dated November 15, 2015 from Police Records Specialist Tomasso
Campisi tendering his resignation and the corresponding memo from the
Chief accepting said resignation effective November 15, 2016.
D. Letters dated November 17, 2016 from Chief Examiner Winecka to Jordan
Davidson, Michael Miller, David Smith and Harry Specht notifying them that
their names have been removed from the Continuous Testing Eligibility List
for the position of Entry Level Police Officer effective November 17, 2016.
E. Letter dated November 17, 2016 from Chief Examiner Winecka to Corey
Zosel notifying him that his name was removed from the Continuous Testing
Eligibility List for the position of Entry Level Police Officer effective November
17, 2016 per his request to withdraw from the process.

Commission that Probationary Police Records Specialist was discharged on
June 2, 2016.
K. Letter dated November 30, 2016 from Chief Thomas to William Morrison
congratulating him on being hired as a Probationary Police Recruit Officer
effective December 1, 2016.
L. Letter dated November 30, 2016 from Chief Examiner Winecka to Jordan
Gaines notifying him that his name was removed from the Continuous
Testing Eligibility List for the position of Lateral/Experienced Corrections
Officer effective November 30, 2016.
M. Letter dated November 30, 2016 from Chief Examiner Winecka to Andrew
Duangprasaert notifying him that his name was removed from the
Continuous Testing Eligibility List for the position Entry Level Corrections
Officer effective November 30, 2016.
N. Letter dated November 30, 2016 from Chief Examiner Winecka to Brian
Fergusson notifying him that his name was removed from the Continuous
Testing Eligibility List for the position of Entry Level Police Officer effective
November 30, 2016.
O. Letters dated November 30, 2016 from Chief Examiner Winecka to Devin
Nelson and Alaina Perry notifying them that their names have been removed
from the Continuous Testing Eligibility List for the position of Entry Level
Police Officer effective November 30, 2016 per his request to withdraw from
the process.
P. Memo dated December 5, 2016 from Chief Thomas notifying the Commission
that Det. Craig Lamp will be assigned as Detective Sergeant from December
19-23, 2016.
Q. Letter dated December 15, 2016 from Chief Examiner Winecka to Joseph
Rodriguez notifying him that his name was removed from the Continuous
Testing Eligibility List for the position of Entry Level Police Officer effective
December 15, 2016 per his request to withdraw from the process.
R. Letters dated December 15, 2016 from Chief Examiner Winecka to Nicholas
Babb and Grant Corby notifying them that their names have been removed
from the Continuous Testing Eligibility List for the position of Entry Level
Police Officer effective December 15, 2016.
6. Consent Items to Approve:
There being no questions, Commissioner Thomas moved to approve
Item A, seconded by Chair Zaratkiewicz. Motion carried 2-0.
A. Continuous Testing Eligibility list for the position of Entry Level Police Officer
that was established on November 8, 2016.
7. Action Items:
Both of these items were carried over from the November 16 agenda.
A. Memo dated November 9, 2016 from Recruitment Officer Wayne Graff and
Chief Examiner Winecka outlining proposed changes to the Entry Level and
Lateral Police Officer testing processes.
B. Memo dated November 9, 2016 from Recruitment Officer Wayne Graff and
Chief Examiner Winecka outlining proposed changes to the Entry Level and
Lateral Corrections Officer testing processes.
Chief Examiner Winecka and Ofr. Wayne Graff explained the changes that were
being proposed and the reasoning behind the changes. It is anticipated that these
changes will help us to streamline our process and get to candidates faster which is
crucial in the competitive hiring environment. Additionally, we hope that we will be
able to test and do background investigations on more candidates than we can
with our old process.
Chair Zaratkiewicz expressed a concern that candidates that aren’t computer savvy
would be at a loss and Ofr. Graff explained that it isn’t a computer skills test;
instead it is a multiple choice test and we simply use the computer to administer
the exam.
There being no further questions, Commissioner Thomas made a motion to
approve the changes as requested. Chair Zaratkiewicz seconded the
motion and the motion passed 2-0.
8. For the good of the order
There was nothing further to come before the Commission.
9. Adjournment
Commissioner Thomas made a motion to adjourn, seconded by Chair
Zaratkiewicz. Motion carried 2-0. The meeting adjourned at 5:41 PM.
