Summary Minutes of Regular Meeting

1. Call to Order
Chair Brenda Fincher called the meeting to order at 5:08 p.m.
2. Roll Call
All Councilmembers were present.
3. Changes to the Agenda
Chair B. Fincher indicated there were no changes to the agenda.
4. Minutes, dated October 20, 2016 - Approve
T. Budell moved to approve the minutes dated October 20, 2016.
The motion passed unanimously by a vote of 3-0.
5. Grant Agreement with Recreation and Conservation Office for Hogan
Park Athletic Field #1 – Recommend
Parks Planning and Development Planner Brian Levenhagen reported that staff
received a grant from the Recreation and Conservation Office (RCO) from the Youth
Athletic Facilities program in the amount of $750,000. Combined RCO funds will help
finance the cost of converting Hogan Park Field One from natural to synthetic turf.
The total project cost is approximately $1,744,800. The remaining $994,800 will be
paid through the Hogan Park at Russell Road Field Conversion budget.

The year-round field will support baseball, softball, soccer, lacrosse and flag football.
It will make Hogan Park the second city park to have synthetic turf fields, providing
greater insurance against inclement weather. This year-round all-weather facility will
attract more events and create a positive economic impact for the city. The design
uses the existing drainage system for a cost savings. A number of options are being
reviewed for the mounds. The entire field will be converted to synthetic turf and the
average life span of the turf is ten years.
J. Berrios moved to recommend council authorize the mayor to sign a grant
agreement with the Recreation and Conservation Office in the amount of $750,000
for the renovation of Hogan Park Field One, subject to final terms and conditions
acceptable to the parks director and city attorney
The motion passed unanimously by a vote of 3-0.
6. Lease Agreement with Perfect Drive Golf and Utility Vehicles and
Riverbend Golf Complex – Recommend
Superintendent of the Riverbend Golf Complex Pete Petersen explained that every
four years the complex enters into a new operating lease for golf carts and
maintenance utility carts. Through a RFP process and a two-week trial period of
carts, the Parks Department has selected Perfect Drive Golf and Utility Vehicles.
Perfect Drive Golf and Utility Vehicles was selected for the following reasons; overall
quality, design and durability, customer input, better warranty (fully covered for four
years), reduced maintenance costs, and a lower interest rate. In addition, Perfect
Drive Golf and Utility Vehicles is a division of Thermo King Northwest located in
Kent.
The four year operating lease from Perfect Drive Golf and Utility Vehicles will
include; 36 electric golf carts, 36 low emission gas powered golf carts, two low
emission gas powered marshal carts, two low emission gas powered utility carts and
one low emission gas powered driving range cart. Charging stations are included
with the carts and are located in the cart barn. The choice to purchase half of the
carts gas and half electric is due to the 36-cart parking capacity of the cart barn.
T. Budell moved to recommend council authorize the mayor to sign the lease
agreement with Perfect Drive Golf and Utility Vehicles in the amount of $255,616 for
the four-year lease of seventy-four golf carts and three utility carts, subject to final
terms and conditions acceptable to the parks director and city attorney.
The motion passed unanimously by a vote of 3-0.
P. Petersen shared that testing for the new irrigation well was completed in August
and the electrical portion of the project will be completed next. The city won't have
to pay for Fire hydrant water, which results in a cost savings of $140-150,000 per
year. The project will pay for itself in two years.

The new restaurant at Riverbend, Scotch and Vine, opened in August. They are
hosting regular business lunch meetings and have booked every weekend until the
end of the year. Staff is working with them on football game day - golf and lunch
specials to encourage attendance.
7. Public Works Agreement with Great Floors, LLC for the Senior Center
Flooring Project - Recommend
G. Lee reported that the agreement with Great Floors is to remove and replace
approximately 1,217 square yards of worn and dated carpeting with 18" carpet tiles
and wall base, as well as replace tile and tile base in the four restrooms at the
Senior Center.
J. Berrios moved to recommend council authorize the mayor to enter into an
agreement with Great Floors, LLC in the amount of $136,875.00, including
Washington State Sales Tax, to perform all work necessary for the removal and
replacement of the carpeting and tile at the Kent Senior Center, subject to final
terms and conditions acceptable to the parks director the city attorney.
The motion passed unanimously by a vote of 3-0.
8. Director's Report - INFO ONLY
Winter Class Registration is underway. Sign up for classes online at kentwa.gov.
November 18: 6:30 to 8:30 p.m. Thanksgiving Dinner for 13 - 19 year olds at the
Community Center at the Phoenix Academy. Bring a dish, make a donation or just
enjoy the meal.
December 10: Starts at 9:00 a.m. The Christmas Fun Run and Walk at Hogan Park
at Russell Road.
December 4: 3:00 p.m. the 30th Anniversary Magical Strings Yuletide Concert at
Kent Meridian.
December 9: 7:30 p.m. The 30th Anniversary Windham Hill Winter Solstice Concert
at Kent Meridian. Concert tickets are on sale on line at: kentwa.gov.
November 19: 9:00 a.m. Arbor Day at Clark Lake Park - plantings and clean up. See
more information at kentwa.gov.
December 3: 10 a.m. to 3:00 p.m. Demo Day at Riverbend Golf Complex.
Parks and Recreation Commission has four vacancies and one high school position
available. Applications are on the city's website under the government tab.

The Human Services Commission also has a vacancy this year for a high school
student.
The new Parks Director starts on December 5. Julie Parascondola brings 19 years of
parks, recreation and management experience from Metro Parks of Tacoma.
Chair Fincher recognized high school students in the audience, attending the
meeting for their Civics class.
Chair Fincher announced a free dinner on Thanksgiving Day at the Golden Steer. It
is by reservation only - please call first.
The committee members each extended compliments and their appreciation of Garin
and Merina for their outstanding work in upholding the operation of the department
during recruitment of a new director and specifically for managing the 2017/2018
Biennial budget process.

MOTION: Move to recommend Council accept $68,887.50 of fee-in-lieu
funds, amend the Community Parks Reinvestment Program budget, and
authorize the future expenditure of these funds for capital improvements
at Clark Lake Park, Chestnut Ridge Park and Morrill Meadows Park.
SUMMARY: Between October and December 2016, the city of Kent received a
total of $68,887.50 from the following developers who voluntarily paid a fee-in-lieu
of dedicating parkland to mitigate the development of single-family homes in local
subdivision. These funds will be held in a reserve account for capital improvements
at Clark Lake Park, Chestnut Ridge Park and Morrill Meadows Park. The funds must
be expended within five years.
• D. Moore and Company: subdivision into 3 lots in the 25200 block of 138th
Place SE; $5,850 at Clark Lake Park.
• Schneider Homes: final subdivision into 41 lots in the 2000 block of 91st
Place S; $24,825 at Chestnut Ridge Park.
• The Preserve at East Hill: final subdivision into 45 lots in the 25000 block of
113th Avenue SE; $38,212.50 at Morrill Meadows Park.
