The meeting was called to order at7:02 p.m. with Council President Pro tem/Mayor
Pro tem, Dennis Higgins presiding.

3. Changes to the Agenda
Derek Matheson removed items 4C and 7E relating to the Vila Real Neighborhood
Council,
Councilmember Ralph moved to approve the agenda as presented.
Councilmember Thomas seconded the motion.
The motion passed 6 - O.
4. PublicCommunications
A. Public Recognition:
¡, Recognition of Kent Police Department Volunteers:
Chief Ken Thomas recognized the City of Kent Police Department volunteers. There
are currently 19 volunteers that are supervised by Jon Pagel, Community Education
Coordinator and Marla Pinelli. Joe Cimaomo is celebrating his 15-year anniversary
as a volunteer. Volunteers assist with handicap parking violations, graduations at
the ShoWare Center and during the recent Kent International Festival.

On behalf of the Council and Mayor, Dennis Higgins expressed his appreciation for
the work done by the volunteers. Dana Ralph also expressed her appreciation for
the work done.
¡¡. Recognition of City Attorney Tom Brubaker
Chief Administrative Officer, Derek Matheson, recognized Tom Brubaker for being
selected by the Washington Association of Municipal Attorneys ("WSAMA") as the
recipient of the Ernest H. Campbell Award for excellence in the practice of municipal
law. Tom Brubaker was selected in recognition for his years of excellent work as a
city attorney and his significant contributions to WSAMA. The Campbell award is the
highest award WSAMA can bestow on an attorney and Tom is the only recipient of
the award in 2OL7.

Councilmember Berrios recognized the graduating classes of 2Ot7
B. Community Events
Councilmember Híggins provided past and upcoming events at the ShoWare Center,
including many graduation ceremonies. Thunderbirds Hockey gear is available for
purchase at the ShowWare Center.
Councilmember Fincher advised the Glover EmpowerMentoring Program fundraiser.
Information is available online.
C. Vila Real Neighborhood Council: Removed from the agenda.
D. Village at Single Creek Neighborhood Council: Toni Azzola provided a
brief overview of the City's neighborhood program. Joan Thompson accepted the
certificate for the Neighborhood Council. For information regarding the City's

E. Public Safety Update:
Police Chief Ken Thomas presented information regarding the recent 2015-2016
overall crime data released by the Washington Association of Sheriffs and Police
Chiefs. Chief Thomas indicated that the Kent has the lowest crime rate in the entire
region for 2016 crimes against persons.
Swearing In. Chief Thomas provided a brief background of officer William
Morrison. Council President Pro tem, Mayor Pro tem, Dennis Higgins performed the
swearing in of Officer William Morrison.
Lifesaving Award. Chief Thomas provided a review of Officer Diego Moreno's
heroic acts of lifesaving. Due to Officer Moreno's quick actions of administering
Naloxone, the person's life was saved.

F. Intergovernmental Reports:
Council President Pro tem/Mayor Pro tem Higgins advised that he serves on the
King County Regional Transit Committee that meets on June 21't. The meeting
agenda includes discussions on the Metro Connects Work Plan, a report on Metro's
on time statistics, and a discussion on the Community Connections RFP process.
Councilmember Budell serves on the Sound Cities Association Domestic Violence
Initiative Committee. During the last meeting, non-profits presented information
regarding the city of Seattle providing funding for a city attorney for firearms
surrender program and a court coordinator to review the court's documents to
locate cases where a domestic violence victims have indicated that the firearm has
not been surrendered. The next meeting is scheduled for August 17th.
Councilmember Berrios serves on the Puget Sound Regional Council
Development Committee. The Committee continues to work on the
Strategic Plan.
Councilmember Ralph serves on the Transportation Policy Board. Work continues on
the Transportation 2O4O update, including discussing financial strategies, both
regionally and statewide.
Councilmember Ralph attended the Centers for Advanced Manufacturing conference
that included presentations regarding transportation challenges.
Councilmember Ralph serves on the South County Area Transportation Policy
Board. No report.
Councilmember Fincher serves on the Mental Illness and Drug Dependency Group.
No report for prior meeting. Councilmember Higgins will attend the June 22, 2Ot7
meeting for Councilmember Fincher.
Councilmember Fincher serves on the King Conservation District Advisory
Committee. The next meeting will include discussions on the draft 2018 program of
work as well as the 20t6 annual report. The committee hopes to apply for a grant
to fund a tree canopy program that includes a stormwater component. Shawn
Gilbertson, Environmental Engineer, will attend the June 21, 20L7, in the place of
Councilmember Fincher.

6. Public Comment
Yusuf Bashir spoke on legal immigration, expressed concerns over children failing to
attend school, and the need for sports scholarships and free sporting events for
children.

7. Consent Calendar
Councilmember Thomas moved to approve the Consent Calendar items A
through P minus item E, seconded by Councilmember Ralph. The motion
passed with a vote of 6-O.
A. Minutes of Previous Meetings and Workshops - Approve
The minutes of the workshop and regular council meeting of June 6, 2OL7, were
approved.
B. Approval of Bills - Approve
Bills received through May L5,2Ot7, and paid on April 30 and May 15, 2OL7, after
auditing by the Operations Committee on June 6, 2OL7, were approved.

C. Excused Absence for Council President Boyce - Approve
Council approved an excused absence for Council President Boyce as he is unable to
attend the City Council meeting of June 20, 2Ot7.
D. Ordinance Amending Kent City Code 3.4O.O4O - Interfund Loans -
Adopt
Ordinance No. 4248 was adopted, amending Kent City Code 3.40.040 to update the
City's interfund loan policies and procedures, and to delegate to the finance director
and the mayor approval of certain short-term interfund loans without Council
action.
E. Resolution Recognizing the Vila Real Neighborhood Council - Adopt
This item was pulled from the Agenda.
F. Resolution Recognizing the Village at Single Creek Neighborhood Council
- Adopt
Resolution No. L944 was adopted, recognizing the Village at Single Creek
Neighborhood Council, supporting its community building efforts, and conferring on
it all opportunities offered by the City's neighborhood program.
G. Highlands Property Surplus - Authorize
Council to determined that the property located on the south side of Veterans Dr. (aka
23lst Way) west of Riverview Blvd. in Kent, Washington, collectively known as the
Highlands Property, be considered for surplus, and that a community forum be
scheduled and proper notice be issued, in order to receive public comment prior to
determíning whether the Highlands Property will be surplused.
H. Ordinance Amending KCC 11.06.660 Wetland Mitigation Banking
Program - Adopt
Ordinance No. 4249 was adopted, amending Kent City Code 11.06.660 to allow wetland
mitigation banks and in-lieu fee programs, as presented by staff.
I. First Addendum to ShoWare Arena Naming Agreement - Authorize
The mayor was authorized to sign an agreement with VisionOne/ShoWare and
Thunderbird Hockey Enterprises amending the Arena Naming Agreement, subject to
final contract terms and conditions acceptable to the Economic & Community
Development Director and the City Attorney.

J. Consultant Services Agreement with Futurewise for Multi-Family Rental
Housing Inspection Program - Authorize
The Mayor was authorized to sign the 2OL7 Consultant Service Agreement with
Futurewise to provide assistance with community outreach and program development
for the Multifamily Housing Inspection Program, not to exceed $88,000, subject to final
terms and conditions acceptable to the City Attorney and Economic and Community
Development Director.
K. Security Patrol Contract for Watersheds - Authorize
The Mayor was authorized to sign a contract with Washington Patrol Division for
security patrol of the City water sheds (Clark Springs, Kent Springs and Armstrong
Springs) in an amount not to exceed $35,100 subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
L. Security Patrol Contract for Green River Natural Resource Area
Authorize
The Mayor was authorized to sign a Security Patrol Contract with Washington Patrol
Division for security patrol of the Green River Natural Resource Area in an amount not
to exceed $28,800 subject to final terms and conditions acceptable to the City Attorney
and Public Works Director.
M. Hawley Road Levee Franchise Agreement with WSDOT - Authorize
The Mayor was authorized to sign a Utility Franchise Agreement with WSDOT for the
Hawley Road Levee, subject to final terms and conditions acceptable to the City
Attorney and Public Works Director.
N. South 228th Street Grade Separation at Union Pacific Railroad - Pier 2
Bridge Shaft Construction Project - Accept as Complete
The Mayor was authorized to accept the South 228th Street Grade Separation at Union
Pacific Railroad Pier 2 Bridge Shaft Construction Project as complete and release
retainage to SB Structures, LLC upon receipt of standard releases from the state and
the release of any liens.
O. 2016 Asphalt Overlays - Accept as Complete
The Mayor was authorized to accept the 2016 Asphalt Overlays as complete and release
retainage to ICON Materials upon receipt of standard releases from the state and the
release of any liens.
P. East Hill Well 1 Pump Replacement - Accept as Complete
The Mayor was authorized to accept the East Hill Well 1 Pump Replacement Project as
complete and release retainage to PumpTech, Inc. upon receipt of standard releases
from the state and the release of any liens.

9. Bids
None.
1O. Reports from Standing Committees, Council and Staff
Council President's Report Dennis Higgins provided a brief recap of the
Workshop discussions today that included presentations on the SE 248th Street
Corridor, and the fiscal cliff and financial sustainability.
Administration Derek Matheson, Chief Administrative Officer, indicated his
report is in the agenda packet and there is no executive session tonight.
Economic and Community Development - Councilmember Berrios indicated his
report is in the committee minutes. Ben Wolters, Economic and Community
Development Director provided information regarding approved the extension of the
naming rights for the ShoWare Center. For the next 10 years, the name will be
"accesso ShoWare Center." The signage will be updated and the City will pay the
costs associated with the name change. The new ticketing agreement provides for
the city to recuperate its costs associated with the name change. Ben Wolters
indicated that the City has also agreed to purchase accesso's point of sale system.
Ben Wolters introduced Lark Ohta, Regional Sales Director for accesso ShoWare,
who presented information regarding accesso Technology Group.
Councilmember Ralph requested the City investigate using Lodging Tax funding
source to purchase the sign.
Operations - Councilmember Ralph advised that the committee discussed the
point of sale program at accesso ShoWare Center. Additionally, the recruiting
process has started for the Community Engagement Coordinator position that
should be filled during the month of August. The Committee also discussed the
financial investment pool.
Parks and Human Services Councilmember Fincher advised that the
Committee discussed the sustainability of the golf course in addition to discussing
innovations that are unique to Kent, including dynamic pricing and twilight golfing.
The Meeker Street Bar and grill will provide food services at the course. There is a
survey available at KentWA.gov.
Public Safety - Councilmember Berríos. No report.
Public Works - Council President Pro tem/Mayor Pro tem Higgins indicated during
the June 19, 20L7 meeting, the Committee passed a streamline process for
addressing emergency tree removals.

Puget Sound Regional Fire Authority Councilmember Thomas indicated
station 78 June 2t,2OL7, at 5:30.
11. Executive Session and Action after Executive Session
None.
12. Adiournment
Council President Pro tem/Mayor Pro tem Higgins invited all to attend the Splash at
Lake Meridian Park on the Fourth of July, and indicated that fireworks are illegal in
Kent.
At B:09 p.m., Council President Pro tem/Mayor Pro tem Higgins adjourned the
meeting.
