Vallev Road Construction Update Tim LaPorte, Public Works Director and Chad Bieren, Deputy Public Works Director presented information on the city's valley construction projects, including pavement rehabilitation to 80th Avenue South, intersection improvements to S. 2!2th &.72"d , roadway repairs to S. 208th Street, repairs to S. 2l2th Way, and street improvements to S. 224th. 2. Naden Properties Update Ben Wolters, Economic and Community Development Director presented information on the Naden assembly. Ben provided a brief history of the City's surplus and acquisition of properties. Ben reviewed the site analysis, the WSDOT access break to SR-s16/Willis Street, the Study of Development Capacity and Building Massing prepared by WalkerlMacy, in addition to reviewing the utilities, infrastructure evaluation and preliminary engineering, the refurbishing of the Interurban Trail, and the status of the Brutsche property. Ben conveyed reasons why the plan is to reconfigure Naden Avenue and that there is significant hotel development interested in the property. Call to Order The meeting was called to order at7l.O2 p.ffi., with Mayor Cooke presiding. 2. Roll Call Councilmember Les Thomas was granted an excused absence 3. Changes to the Agenda Council President Boyce added item 7E. Excused Absence for Councilmember Thomas to the agenda. 4. PublicCommunications A. Public Recognition: Mayor Cooke recognized the North Park Neighborhood Council for their Easter Egg Hunt. Councilmember Budell indicated there were over 45 participants. B. Proclamation to the YWCA for Stand Against Racism Day: Mayor Cooke presented the proclamation for Stand Against Racism Day to Mercedes Rippell, an employee of the YWCA. Ms. Rippell provided details regarding the Bank Works program. C. Community Events: Council President Boyce encouraged everyone to attend the upcoming ShoWare events: Thunderbirds upcoming playoff games, the Kent Chamber of Commerce President Gala and Business Leadership Awards event will be held on May 5, 2017 @ 5 p.m.; the Seattle Mist opens its 8th season on May 20th; the Junior Roller Derby Association will host the World Cup Tournament on May 25-28, 20L7; the International Festival June 4th; Maxwell Summers on June 20th; and the Seattle Thunderbirds Hockey Skill Camp - Register at Thunderbirds.com Page 1 of 6 Kent City Council Regular Meeting Minutes April 18, 2OL7 Kent, Washington Approved May 2,2Ot7 Councilmember Fincher conveyed that the next Green Kent event will be held on April 22, 2OL7 from 9-noon at Clark Lake Park and will celebrate Earth Day. D. Public Safety Update: Chief Ken Thomas presented information regarding the recent loss of Detective Derrick Focht, a well-respected detective. The family is requesting donations to a college fund for Derrick's daughters in lieu of flowers: Mail to D.A. Davidson 7530 164th Avenue N.E., Ste #A2t5 Redmond, WA 98073-0748 FBO Payton Focht, FBO Pressley Focht. Chief Thomas indicated that Derrick was an excellent representative for city and served as an outstanding police officer. Chief Thomas expressed how proud he is of Derrick's work. Chief Thomas provided information regarding today's shooting at 64th & Meeker. Intergovern menta I Reports: Council President Boyce serves on the Sound Cities Association Policy Board. No April meeting. Councilmember Budell serves on the Sound Cities Association Domestic Violence Initiative. Next meeting is May 18, 2017. Councilmember Higgins serves on the King County Regional Transit Committee. No Report. Next meeting is scheduled on April 19,20L7. Councilmember Berrios serves on the Puget Sound Regional Council Economic Development Board. The Board is working on the strategic plan and will meet on May 3,2OI7. Councilmember Ralph serves on the Transportation Policy Board. The board is working on the Transportation 2O4O update that will included measures for social justice and equity. Councilmember Fincher serves on the King Conservation District. Next meeting is April 19, 2OL7. Councilmember Fincher serves on the Mental Illness and Drug Dependency Group. Next meeting is scheduled for April 27, 20L7. Public Hearing None 6. Public Comment Bruce Malcolm requested the Council help with stopping the parking of idling Burlington Northern trains next to the North Park Neighborhood. Boyd & Jaime Massie provided the Council with a daily log they created regarding a train count they have conducted in addition to who they have contacted and the responses they've heard from Burlington Northern. Mayor Cooke requested staff conduct a study for a sound wall and who would be impacted. Councilmember Higgins will bring this up to the Public Works Committee and Chief Administrative Officer, Derek Matheson will work with staff to generate information for the Council. , 7. Consent Calendar,- Council President Boyce moved to approve the Consent Calendar items A through E, seconded by Councilmember Ralph The motion passed unanimously 6-O. A. Minutes of Previous Meet¡ngs and Workshops - Approve The minutes of the special meeting of March 29,2OL7, and the workshop and regular council meeting of April 4,2OL7, were approved. B. Countywide Planning Policies - Ratification - Resolution - Adopt Resolution No. t942 was adopted, ratifying an amendment to the King County Countywide Planning Policies to amend the Urban Growth Boundary and Potential Annexation Area maps as adopted by the King County Council under Ordinance 18454. C. SR 516 to S 231"t Way Levee Improvements - Russell Road Upper Levee South Reach - Accept as Complete The Mayor was authorized to accept the SR 516 to S 23l't Way Russell Road Upper Levee South Reach Levee Improvements Project as complete and release retainage to SCI Infrastructure, LLC., upon receipt of standard releases from the state and the release of any liens. Lease Agreement with King County Puget Sound Emergency Radio Network (PSERN) - Authorize The Mayor was authorized to enter into a Lease Agreement with King County to construct, operate and maintain a wireless communication facility at the 3.5 Million Tank site for the Puget Sound Emergency Radio Network (*PSERN") subject to final terms and conditions acceptable to the City Attorney and Public Works Director. E. Excused Absence for Councilmember Thomas - Approve Mayor Cooke was authorized to approve an excused absence for Councilmember Thomas. L Other Business None. 9. Bids A. Hogan Park Field #1 Synthetic Turf Conversion Project Bid Acceptance and Contract Authorization - Award and Authorize Julie Parascondola, Parks Director presented a project summary for the Hogan Park Field #1 Synthetic Turf Conversion project. Councilmember Fincher moved to award the Hogan Park Field #1 Synthetic Turf Conversion project to Premier Field Development in the amount of iL,737 ßgOt and authorize the Mayor to sign all necessary contract documents, subject to final terms and conditions acceptable to the City Attorney and Parks Director. Seconded by Councilmember Budell. Motion carried 6-O. 1O. Reports from Standing Committees, Council and Staff Mayor - Mayor Cooke presented information regarding the potential loss of federal funding for Community Development Block Grant Funds. Under the current proposed budget, Kent will lose over $1 million dollars in grant funds. Eduardo Sosa Cuevas, Deputy Counsul of Mexico, has agreed to assist Kent with identifying individuals willing to assume community leadership roles. On April L9,20L7, the King County Regional Policy Committee will hear the Access for All proposal. Mayor Cooke requested councilmember input on this initiative that will increase sales taxes. Mayor attended the Counsel on American Islamic relations and looks forward to developing strong communications and relationships with all of residents of Kent. Page 4 of 6 Kent City Council Regular Meeting Minutes April 18, 2OL7 Kent, Washington Approved May 2,2OL7 Mayor Cooke invited two Kentwood High School students to speak regarding their impression of what they heard at tonight's meeting. Salad indicated that tonight's meeting was formal and interesting and she appreciated the order of the meeting. Gage indicated that he observed democracy at work. The council is made up of representatives chosen by the people. Council President - Council President Boyce provided details regarding today's workshop topics that included a valley road construction update as well as an update on the Naden properties. Administration Derek Matheson, Chief Administrative Officer, advised that several councilmembers will participate in emergency management training on Saturday, April 22n0, his written report is in the packet, and there will bè no executive session tonight. Economic and Community Development - Council President Boyce indicated there is no report. Operations - Councilmember Ralph advised that the committee recommended changes to the B&O tax ordinance changing from an exemption to threshold in addition to building in a tax credit. Changes will make it easier for taxpayers to navigate the B&O system, streamline the process for the Finance Department, but will not change their tax burden. Parks and Human Services - Councilmember Fincher advised that the next meeting is a special meeting at 4 p.m. on April 20th. Public Safety - Councilmember Berrios advised of information from the April 11, 2017, meeting. Michelle Wilmot and her team prepared a communications plan, including a public service announcement regarding the fireworks ban in Kent that is effective this year. Additionally, there has been a decrease in the number of citations issued in the school zones. Public Works Councilmember Higgins advised that the resurfacing of S 2}8th/2L2 that was scheduled for 2018 will be done in 2Ot7 due to the severity of ruts in the roadway. Puget Sound Regional Fire Authority - No Report 11. Executive Session and Action after Executive Session None. 12.
