5:02 p.m. Bill Boyce called the meeting to order
Changes to the Agenda
Council President Boyce rearranged the order of items to be discussed. Quiet
Zones and Railroad Issues will be discussed first, the Public Works 2017 Work
Plan will be discussed second, and the Federal Lobbyist Update will be
discussed last.
1. _Quiet Zone & Railroad Issue
Tim LaPorte, Public Works Director, gave a brief overview of both the UPRR
and BNRR mainlines and spurs throughout the City.
Kelly Peterson, Environmental Conservation Specialist, provided an explanation
of the events in November and December that caused the BNRR crossing gates
to be down for extended periods of time. Additional information was provided
regarding the inadequacy of the BNRR notification system to report when the
crossing gates are down for extended periods of time.
The Public Works Department will be installing signs in the right-of-way that
references the BNRR telephone numbers to call and report when the crossing
gates are down due to a false preemption.
Quiet Zone Update:
Chad Bieren, Deputy Public Works Director, gave an overview of the phase I
implementation of the Quiet Zones that includes fencing, pedestrian gates, and
sidewalks.
Idling Trains•
Kelly Peterson, Environmental Conservation Specialist, provided information
regarding his research of the trains idling for extended periods of time in the

North Park area. Kelly informed the Council of his interactions with a resident
in the North Park neighborhood that is providing him with extensive details
regarding the dates and times trains idle for extended periods of time.
2. Public Works Capital Work Plan
Chad Bieren, Deputy Public Works Director, provided the Council with the 2017
Public Works Work Plan that includes the Mill Creek channel reestablishment,
Green River Natural Resources Area stormwater pump station, Russell Road
lower/lowest levee projects, Downey Farmstead restoration project, Milwaukee
#2 levee, County Road #8 levee, Upper Mill Creek dam improvements, Lake
Meridian Estates Stormwater outfall, Kent Scenic Hill drainage at Kensington,
Earthworks Park sediment pond culverts, Frager Road levee, Kent Airport
levee, South 208th Street roadway repair, 132nd Ave S.E., sidewalk
improvements, S 228th Street UP bridge grade separation, South 224th Street
Improvements, 76th Avenue culverts/sidewalks, Naden Avenue/Willis Street
intersection, and the James Street pump station building.
Dave Brock, Deputy Director of the Public Works Operations Manager, provided
the Council with the 2017 Public Works Operations Work Plan that includes the
2017 water distribution system projects, fire hydrant upgrades and repairs,
large meter maintenance and upgrades. Additionally, Dave provided
information regarding utility-related projects, including pump station
improvements, UP station improvements, and inspection of the infrastructure.
3. Federal Lobbyist Update
Ben McMakin, from Van Ness Feldman, LLP, provided information to the
Council regarding "Washington D.C. 2017 and What's Next." Ben spoke about
significant and unprecedented changes, and campaign promises vs. governing
regarding transportation.
Mr. McMakin gave a brief overview of Kent's transportation opportunities for
2017, including SR 509/SR 167, grade separations, freight, light rail, and the
railroad. Details were provided regarding what Trump's transportation program
may include.
Mr. McMakin advised the Council of new issues, challenges and opportunities
including regulatory changes in approach, enforcement and government
oversight regarding levee issues, and that trade/freight corridors like Kent,
have much at stake in Trump's vows to challenge China, Mexico, Japan and
other trading partners.

In response to concerns the Council expressed regarding railroad issues, Mr.
McMakin suggested requesting Senator Cantwell and/or Senator Murray come
to Kent for a town hall meeting to discuss railroad issues.

The meeting was called to order at 7:02 p.m., with Mayor Cooke presiding.

All Councilmembers were present.

4. Public Communications
A. Public Recognition:
Mayor Cooke recognized Conner McArthur, a 15 year old Kentwood High School
Sophomore that has been selected to represent the United State of America as a
member of the National Football Team vs. Team Canada at AT&T stadium.
Council President Boyce recognized a group of students from Kentridge High School
that attended this meeting as a part of a civic engagement project.
B. Torklift Central's 6th Annual Kent Turkey Challenge — Awards
Presentation:
Katie Brown, Sales and Marketing Director of Torklift International presented
awards for the top five businesses that collected the most food items as follows: 1st
Pacific Power Group, 954 items, 2nd Grass Lake Elementary School, 799 items, 3rd
Kent Valley Hockey Association, 720 items, 4th Seattle/Tacoma KOA, 611 items, and
5th Plemmons Industries, 600 items. Awards were presented to the top five

businesses that collected the most money as follows: 1st Ski's Painting, Inc.$10,155
collected, Eberle Vivian, $4,155 collected, Shannon and Associates, $2,585, Kent
United Methodist Church, $2,506, and Pacific Power Group, $2,155.
C. Community Events:
Council President Boyce gave a brief recap of the 2016 events held at the ShoWare
Center. He encouraged everyone to attend events in 2017 and provided details
regarding upcoming events.
Councilmember Ralph encouraged everyone to attend the January 27, 2017
Spotlight Series featuring the Peking Acrobats to be held at the Kentwood
Performing Arts Center.
Councilmember Fincher invited everyone to attend the "You, Me, We" event to be
held at the ShoWare Center on January 27, 2017, the elementary youth basketball
jamboree to be held at the Kent Commons on the 8th & 9th of January, and to
participate in the Green Kent clean up scheduled for January 28th at Clark Lake
Pa rk.
Councilmember Berrios invited the public to have coffee with the Chief on January
18, 2017 at 10 a.m. at the Kent Senior Center.
D. Economic and Community Development Report
Ben Wolters, Economic and Community Development Director, provided the Council
with an update of 2016 development activity, including a five-year history of issued
permits, the valuation of both residential and commercial properties, and single-
family home permits issued. Examples of recent single-family home construction
projects were presented.

S. Public Hearing

6. Public Comment
Tim Proby expressed concerns over the construction on S.E. 252nd Street and 111th
Ave S.E.
Charmaine Kauth expressed concerns over the 111th Street road construction and
the significant impacts construction on S.E. 252nd Street and 111 Ave. S.E.
Putha Touch expressed concerns and the need for sidewalks for pedestrian safety
related to the construction on S.E. 252nd Street and 111th Ave S.E.

Annara Touch expressed her concerns for the safety of children and asked the
council to consider improving road conditions related to the construction on S.E.
252nd Street and 111th Ave S.E.
T.J. Petersen expressed his hope that the council will come up with a strategic plan
to help the homeless population in Kent.
Derek Matheson advised the public that a neighborhood meeting will be scheduled
to provide the history of the plat, the reason for modification and what the can and
cannot be done. There will be an opportunity for residents to have their questions
answered by staff. Residents on 111th, 113th, and 114th will be notified of the
meeting.
7. Consent Calendar
Council President Boyce moved to approve the Consent Calendar items A
through B, seconded by Councilmember Thomas.
The motion passed unanimously 7-0.
A. Minutes of Previous Meetings and Workshops — Approve
The minutes of the workshop and regular council meeting of Dec. 13, 2016 were
approved.
B. Sound Transit Memorandum of Understanding Endorsement -
Authorize
The Mayor was authorized to endorse the Memorandum of Understanding between
Sound Transit and the City of Kent.

9. Bids
A. Lake Meridian Dock Replacement Project — Award
Julie Parascondola, Parks Director, provided the Council with details regarding the
proposed work to be done replacing the existing dock at Lake Meridian.
Councilmember Fincher moved to award the Lake Meridian Dock
Replacement Project to Neptune Marine in the amount of $750,985.00 and
authorize the Mayor to sign all necessary documents, subject to final terms
and conditions acceptable to the City Attorney and Parks Director,
seconded by Councilmember Budell. Motion carried 7-0.

Council President Boyce provided a brief overview of the workshop discussions on
quiet zones, the 2017 Public Works Work Plan, and the information presented by
Ben McMakin, the City's Federal Lobbyist.
Mayor
Mayor Cooke announced January's employee of the month, Lavina Brenneke,
Accounting and Reporting Manager in the Finance Department.
Mayor Cooke provided comments regarding the City's 2017 - 2018 biennial budget
and her reasons for choosing not to sign the ordinance adopting the budget.
Administration
Derek Matheson, Chief Administrative Officer indicated his report is in the packet
and there will be an executive session today that is expected to last 15 minutes,
and no action is anticipated after executive session.

Public Safety - No Report
Public Works - Special meeting scheduled for January 9, 2017 at 4 p.m.

11. Executive Session and Action After Executive Session

At 8:18 p.m., the council went into executive session.
At 8:45 p.m., the council extended executive session for an additional 5 minutes.
At 8:51 p.m., the council extended executive session for an additional 5 minutes.
At 8:56 p.m., the meeting was reconvened.
At 8:56 p.m., Mayor Cooke declared the meeting adjourned.
