Commissioner Bellisario MOVED to approve the Minutes of January 19, 2017, and
Commissioner Harris SECONDED the motion.
The motion passed unanimously.

2016 Consolidated Annual performance and Evaluation Report (CAPER)
Zenovia Harris: Are numbers based on funding given to the nonprofits or the
funding given by City?
Dinah Wilson: Funding is through CDBG.
Zenovia Harris: Removed agency; does it look bad or is it reflected in
numbers?
Dinah Wilson: Is reflected in numbers. Agency still met numbers.
2017 Annual Action Plan
Amina: How did allocation of funds for the community center get
allocated to the parallel application when the council recommendation
was for a community center?
Dinah: Community asked for both. Both are an ongoing request by the
community.
Amendment to 2015-2019 Consolidated Plan
Hearing was opened for public comment at 2:44pm.
Thomas J. Petersen: From what I have heard today and from what I know,
living 10 years on the street, you guys spend a lot of money, your shelter
system sucks and the police enforcement on camping laws are probably
unconstitutional and not legally tenable. We are considered criminals in your
city. And that’s all I have to say right now.
Amina Ahmed: I would like to thank the City especially the Mayor. She is
very aware and her ears have been to the ground. She has been very
flexible, very easy to reach and I appreciate that.
Commissioner Bellisario MOVED to recommend the approval of the 2016 CAPER
and forward it to Council, Commissioner Harris SECONDED the motion. Unanimous
Commissioner Drake MOVED to recommend the approval the 2017 Annual Action
Plan and forward it to Council, Commissioner Harris SECONDED the motion.

Commissioner Harris MOVED to recommend the approval the First Amendment to
2015-2019 Consolidated Plan and forward it to Council, Commissioner Drake
SECONDED the motion.

6. Presentation – Partners in Employment (Amina Ahmed)
Partners in Employment (PIE) works to guarantee the long-term economic stability
of newly-arrived refugees and immigrants in South King County by providing

tailored assistance in language acquisition, housing stabilization, workforce entry,
and job training in higher-wage industries.
7. 2017 CDBG Funding (Merina)
Agency funded for Case Management and Senior Meals in 2015-2016. Agency has
struggled to meet outcomes and submit reporting on time. Direction and staffing of
agency is uncertain. Staff recommends not to fund through CDBG 2017-2018.
Formal decision to come.
8. Youth Initiative (Lori)
A meeting occurred with the Parks Committee last month. Currently a draft of the
job description is in Human Resources for review with hopes of posting the position
opening in early March. The position, a partnership between Parks, Police, and the
Human Services Division, will be housed in the Housing & Human Services office.
9. Legislative Update – (Merina)
Statewide Source of Income bill expected to pass by tomorrow. Kent passed a
Source of Income Discrimination proclamation in January, which goes effect in the
next couple days. The proclamation covers all income sources.

FIRST AMENDMENT
of the
2015 – 2019 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
CONSOLIDATED PLAN
for
HOUSING and COMMUNITY DEVELOPMENT
A. BACKGROUND
1. The 2015-2019 Consolidated Plan for Housing and Community
Development provides a framework for implementing housing, human
services and community development activities from 2015-2019.
2. Each year the City of Kent executes specific-actions to implement the
objectives and strategies of the five-year Consolidated Plan, which are
outlined in an Annual Action Plan.
3. The 2015-2019 Consolidated Plan was submitted via an online template
that was mandated by HUD.
4. This template did not prompt the City to include a substantive Citizen
Participation Plan (AKA Community Participation Plan) specifying what
circumstances would constitute a substantial amendment of the
Consolidated Plan and Annual Action Plan.
5. In addition, the federal regulation on what to include in Citizen
Participation Plans was revised after the Consolidated Plan was submitted.
6. The Citizenship Participation Plan also includes the City’s Criteria for
Investing in Capital Projects, which stakeholders and the community
requested.
7. The City wishes to amend its 2015-2019 Consolidated Plan so that it can
add a Citizen Participation Plan.

B. AMENDMENT
Amend the 2015-2019 Consolidated Plan for Housing and Community
Development to allow for the addition of a Citizen Participation Plan.
Public Hearing
In accordance with 24 CFR 91.105, notice is hereby given that the City of Kent will
hold a public hearing on February 16, 2017 to receive comments regarding the First
Amendment of the 2015-2019 Consolidated Plan for Housing and Community
Development. Comments will be received by the Kent Human Services
Commission.
CITIZEN PARTICIPATION PROCESS
All interested persons are invited to comment on the First Amendment of the 2015-
2019 Consolidated Plan at the public hearing and during the 30-day comment
period.

NOTICE OF PUBLIC HEARING REGARDING THE 2016
CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT
(CAPER) FOR
THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The CAPER is written and submitted to the Department of Housing and Urban
Development (HUD) annually. Its primary purpose is to inform the citizens of Kent
where federal dollars are being spent, by whom, and what that money
accomplishes. It also serves as an evaluation tool, and begins the process of setting
spending goals for the next year.
In accordance with 24 CFR 91, the City of Kent solicits comments and
public review for its 2016 Community Development Block Grant (CDBG)
program.
The Kent Housing and Human Services Division will conduct a public hearing on
Thursday, February 16, 2017, at approximately 2:30 p.m., at the Centennial
Building, 400 W. Gowe Street, Kent, WA 98032, Fourth Floor, Mountain View
Conference Room, Suite 401. The purpose of this hearing is to solicit public
comments prior to approval of the CAPER and submission of the report to HUD.
The CAPER is an overall review of housing and community development
activities undertaken in 2016 in Kent. It is part of the Consolidated Planning
process. It delineates the amount of federal funding that was distributed through
the program, where that money was spent, and it assesses how that spending
addressed the housing and community development goals that the City identified in
its Consolidated Plan. In 2016, the CDBG program distributed 1,056,772 for capital
and public service projects.
The Consolidated Plan is an overall strategy for housing and community
development in Kent. It is a prerequisite to receiving federal HUD funds. It guides
the City in its allocation of Community Development Block Grant funds.

and Human Services Division during the public hearing on Thursday, February 16,

NOTICE OF PUBLIC HEARING REGARDING 2017 CDBG ANNUAL ACTION
PLAN FOR HOUSING AND COMMUNITY DEVELOPMENT
In accordance with 24 CFR 91.105, notice is hereby given that the City of Kent will
hold a public hearing on February 16, 2017 to receive comments regarding the
City’s 2017 CDBG Annual Action Plan. Comments will be received by the Kent
Human Services Commission.
The 2017 Annual Action Plan outlines the City’s proposed use of 2017 Community
Development Block Grant (CDBG) funds awarded to the City by the U.S.
Department of Housing and Urban development (HUD) under Title 1 of the Housing
and Community Development Act of 1974 as amended, known as the Community
Development Block Grant (CDBG) Program. The Plan also identifies the objectives
and strategies that will guide the City’s investments. Objectives and strategies are
fueled by the City’s overarching goal to build a healthy community.
