Agenda:
1. Call to Order
Chair Zaratkiewicz called the meeting to order at 5:36 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda There were no changes to the agenda as it was a
special meeting.
4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
regularly scheduled October 18, 2017 Civil Service Commission
meeting. Motion was seconded by Commissioner Piecewicz; motion
passed 3-0.
5. Consent Items to Accept

A. Public Safety Testing agreement renewal memo dated October 12, 2017.
B. Letter dated October 16, 2017 from Chief Examiner Winecka to Paul Gonzalez
notifying him that he has been removed from the Continuous Testing Eligibility
Lists for Entry Level Police Officer and Entry Level Corrections Officer effective
October 16, 2017.
C. Letters dated October 16, 2017 from Chief Examiner Winecka to Erik Branahm
and Taylor Radniecki notifying them that they have been removed from the
Continuous Testing Eligibility List for Entry Level Police Officer effective October
16, 2017.
D. Letter dated October 16, 2017 from Chief Examiner Winecka to Michael Shokhin
notifying him that he has been removed from the Police Records Specialist
eligibility list effective October 16, 2017.
E. Letter dated October 16, 2017 from Chief Examiner Winecka to Daniel Adams

F. Letter dated October 17, 2017 from Chief Thomas to Jennifer Arnold notifying
her that she successfully completed the probationary period and is appointed to
regular employment status effective October 17, 2017.
G. Memo dated October 18, 2017 from Chief Thomas notifying the Commission
that Cmdr. Mike O’Reilly will be assigned as Acting Assistant Chief from
October 19-23, 2017.
H. Letter dated October 30, 2017 from Chief Examiner Winecka to George Toles
notifying him that his name was removed from the Continuous Testing
Eligibility List for Entry Level Corrections Officer effective October 30, 2017.
I. Letters dated October 30, 2017 from Chief Examiner Winecka to Elliott Head,
Jose Gomez, and Rico Machado notifying them that their names have been
removed from the Continuous Testing Eligibility Lists for Entry Level Police
Officer and Entry Level Corrections Officer effective October 30, 2017.
J. Letters dated October 30, 2017 from Chief Examiner Winecka to Brian Gaebler,
Joel Lasko, and Hector Yanes informing them that their names have been
removed from the Continuous Testing Eligibility List for Entry Level Police
Officer, per their request, effective October 30, 2017.

that A/C Derek Kammerzell will be assigned as Acting Chief November 14-16,
2017.

that A/C Rafael Padillawill be assigned as Acting Chief from November 2-3,
2017.
N. Letters dated November 2, 2017 from Chief Examiner Winecka to Hayden
Buechler, Aulbree Pouchet, Matthew Redden and Robert Rogers notifying them
that their names have been removed from the Continuous Testing Eligibility List
for Entry Level Police Officer effective November 2, 2017.
O. Memo dated November 6, 2017 from Chief Thomas accepting the retirement of
John Pagel.
P. Letter dated November 6, 2017 from Chief Examiner Winecka to Alex Sporleder
notifying him that his name has been removed from the Continuous Testing
Eligibility List for Experienced/Lateral Police Officer effective November 6, 2017.
Q. Letters dated November 7, 2017 from Chief Examiner Winecka to Jenifer Blue,
Travus Goforth, and Mary Wilson notifying them that they have been removed
from the Police Records Specialist eligibility list effective November 7, 2017.
R. Letters dated November 7, 2017 from Chief Examiner Winecka to Jayson
Benson and Elias Williams notifying them that their names have been removed

from the Continuous Testing Eligibility List for Entry Level Police Officer, per
their request, effective November 7, 2017.
S. Memo dated November 8, 2017 from Chief Thomas notifying the Commission
that A/C Eric Hemmen will be assigned Acting Chief on November 13, 2017.
T. Memo dated November 8, 2017 from Chief Thomas notifying the Commission
that Cmdr. Mike O’Reilly will be assigned as Acting Assistant Chief from
November 13-17, 2017.
U. Memo dated November 8, 2017 from Chief Thomas notifying the Commission
that Ofr. Ian Warmington will be assigned as Acting Sergeant from November
14-17, 2017.
There being no questions, Chair Zaratkiewicz made a motion to accept
consent items A-U. Commissioner Piecewicz seconded; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on October 11, 2017.
B. Eligibility list that was established on October 23, 2017 for the position of
Community Education Coordinator.
C. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on October 31, 2017.
D. Memo dated November 2, 2017 from Chief Thomas supporting reinstatement of
Crystal Sundquist and corresponding reinstatement list for the position of Police
Records Specialist dated November 3, 2017.
E. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on November 6, 2017.
Chair Zaratkiewicz made a motion to approve into record items A-E.
Commissioner Piecewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated November 3, 2017 from Chief Thomas requesting
permission to test for the position of Research and Development Analyst
and that the following process and weights be applied:
Written Exam: 45% (70% passing score required)
Oral Board: 55% (70% passing score required)
Polygraph: Pass/Fail
Background: Pass/Fail

The top 20 candidates that pass the written exam will move on to the
oral board interview process.
Chair Zaratkiewicz made a motion to grant permission to test for the
position of Research and Development Analyst with the weights as
listed. Commissioner Piecewicz seconded the motion; motion passed
3-0.
B. Memo dated October 12, 2017 from Chief Examiner Winecka requesting
that the November and December Civil Service Commission meeting be
rescheduled to accommodate the holidays.
There was a discussion regarding the volume and types of personnel changes that
are coming before the Commission and whether or not all of these notifications are
necessary.
After discussion of the matter, Commissioner Piecewicz made a motion to
table this item until the December 20 meeting and requested that Chief
Examiner reach out to neighboring cities during that time to see what
other Commissions are requiring. Commissioner Thomas seconded; motion
passed 3-0.

Commissioner Thomas made a motion to adjourn. Commissioner Piecewicz
seconded the motion; motion passed 3-0. Meeting was adjourned at 5:53 PM.
