Agenda:
1. Call to Order
Chair Zaratkiewicz called the meeting to order at 5:49 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda There were no changes to the agenda as it was a
special meeting.
4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
regularly scheduled September 27, 2017 Civil Service Commission
meeting. Motion was seconded by Commissioner Piecewicz; motion
passed 3-0.
5. Consent Items to Accept
A. Email dated August 24, 2017 from Sgt. Bill Blowers to Chief Thomas indicating
his intent to retire from the department effective February 5, 2018.
B. Letter dated September 19, 2017 from Chief Thomas to Ofr. Craig Lamp
notifying him that he is being transferred from Detectives back to Patrol.
C. Memo dated September 20, 2017 from Chief Thomas notifying the Commission
that Sgt. Mike Schanbacher will be assigned as the Training Sergeant effective
February 1, 2018.
D. Memo dated September 20, 2017 from Chief Thomas notifying the Commission
that Sgt. Phil Johnson will be assigned as Acting Commander from October 4-6,
2017.
E. Memo dated September 20, 2017 from Owen Kays-Erdmann tendering his
resignation and subsequent memo from Chief Thomas accepting his resignation
effective September 22, 2017.
F. Memo dated September 20, 2017 from Chief Thomas accepting the retirement
of Sgt. Bill Blowers.
G. Email dated September 20, 2017 from Ofr. Jeff Williams to Chief Thomas
providing notice of his intent to retire effective October 5, 2017.

Sundquist to Sheila Knapp giving notice of her intent to resign effective October
6, 2017 and subsequent memo from Chief Thomas accepting her
resignation.
I. Letter dated September 25, 2017 from Chief Thomas to Kristina Wortman
congratulating her on being hired as a Probationary Records Specialist effective
October 2, 2017.
J. Memo dated September 26, 2017 from Chief Thomas accepting the retirement
of Ofr. Jeff Williams effective October 5, 2017.
K. Memo dated September 26, 2017 from Chief Thomas notifying the Commission
that A/C Derek Kammerzell will be assigned as Acting Chief October 1-7, 2017.
L. Letters dated September 27, 2017 from Chief Examiner Winecka to
Experienced/Lateral Police Officer candidates Tre Frederick and Steve Howerton
notifying them that their names have been removed from the Continuous
Testing Eligibility List effective September 27, 2017.
M. Memo dated September 27, 2017 from Chief Thomas providing notice that
Probationary Records Specialist Leslie Perry was discharged on September 27,
2017.
N. Letter dated September 29, 2017 from Chief Examiner Winecka to Kim
Summers notifying her that her name has been removed from the Police
Records Specialist eligibility list, per her request, effective September 29, 2017.
O. Letter dated September 29, 2017 from Chief Examiner Winecka to Jessica Mello
notifying her that her name has been removed from the Police Records
Specialist eligibility list effective September 29, 2017.
P. Letters dated September 29, 2017 from Chief Examiner Winecka to Entry Level
Police Officer candidates Ryan Hird, Devon Hubbs, David Hwang, and Richard
Ledyard notifying them that they have been removed from the Continuous
Testing Eligibility List effective September 29, 2017.
Q. Letters dated September 29, 2017 from Chief Examiner Winecka to Entry Level
Police Officer candidates Ricardo Cuellar, Kevin Hamilton, and Alexander Sidoff
notifying them that their names have been removed from the Continuous
Testing Eligibility List, per their request, effective September 29, 2017.

for Ofr. Michael Morfoot.

Hamilton on being hired as a Probationary Police Recruit Officer effective

U. Memo dated October 4, 2017 from Chief Thomas notifying the Commission that
Det. Brendan Wales will be assigned as Acting Sergeant effective

V. Letter dated October 4, 2017 from Chief Examiner Winecka to Paulette Braae
notifying her that her name has been removed from the Records Specialist
eligibility list, per her request, effective October 4, 2017.
W. Letter dated October 4, 2017 from Chief Examiner Winecka to Michael Avilucea
notifying him that his name has been removed from the Experienced/Lateral
Police Officer Continuous Testing Eligibility List effective October 4, 2017.
X. Letters dated October 4, 2017 from Chief Examiner Winecka to Nicholas Allen,
Nicholas Fallis, Charles Milles, and Audra Robinson letting them know that their
names have been removed from the Entry Level Police Officer Continuous
Testing Eligibility List effective October 4, 2017.
Y. Memo dated October 5, 2017 from Chief Thomas stating that Probationary
Police Officer Justin Brown resigned effective October 3, 2017.
Z. Memo dated October 9, 2017 from Chief Thomas providing notice of discipline
for Ofr. Craig Lamp.
AA. Letters dated October 11, 2017 from Chief Examiner to Jeffrey Bridges, Grady
Johnson, and Kevin Tham letting them know that their names have been
removed from the Entry Level Police Officer Continuous Testing Eligibility List
effective October 11, 2017.
BB. Letter dated October 11, 2017 from Chief Examiner to Aimee Barrett notifying
her that her name has been removed from the Police Records Specialist
eligibility list effective October 11, 2017.
CC. Memo dated October 12, 2017 from Chief Thomas indicating that Ofr. Kenneth
Clay will be assigned as Acting Sergeant from October 6-13, 2017.
There being no questions, Chair Zaratkiewicz made a motion to accept
consent items A-CC. Commissioner Thomas seconded; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on September 27, 2017.
B. Continuous Testing Eligibility list for Entry Level Corrections Officer that was
established on October 2, 2017.
C. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on October 4, 2017
Chair Zaratkiewicz made a motion to approve into record items A-C.
Commissioner Piecewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated October 9, 2017 from Chief Thomas requesting permission
to test for the position of Records Specialist and that

the following process and weights be applied:
Written Exam: 30% (70% passing score required)
Data Entry: Pass/Fail
Oral Board: 70% (70% passing score required)
Polygraph: Pass/Fail
Background: Pass/Fail
The top 20 candidates that pass both the written exam and data entry
assessment will move on to the oral board interview process.
Chair Zaratkiewicz made a motion to grant permission to test for
Records Specialist with the weights as listed. Commissioner
Piecewicz seconded the motion; motion passed 3-0.
B. Memo dated October 12, 2017 from Chief Examiner Winecka requesting
that the November and December Civil Service Commission meeting be
rescheduled to accommodate the holidays.
Chair Zaratkiewicz made a motion to approve the suggested changes to the
meeting dates of November 15 and December 20. Commissioner Piecewicz
seconded; motion passed 3-0.

Commissioner Thomas made a motion to adjourn. Commissioner Piecewicz
seconded the motion; motion passed 3-0. Meeting was adjourned at 5:56 PM.
