Agenda:
1. Call to Order
Chair Zaratkiewicz called the meeting to order at 5:30 PM
2. Roll Call Commissioner Pauline Thomas had an arranged absence
3. Changes to the Agenda None
4. Approval of the Minutes
Commissioner Piecewicz made a motion to approve the minutes from
the regularly scheduled May 24, 2017 Civil Service Commission
meeting. Motion was seconded by Chair Zaratkiewicz; motion passed
2-0.
5. Consent Items to Accept
A. Email dated May 6, 2017 from Sgt. Darin Majack tendering his retirement
effective June 30, 2017.
B. Memo dated May 17, 2017 from Chief Thomas notifying the Commission that
Cmdr. Tracy Church will be assigned as Provisional Assistant Chief from June
12-30, 2017.
C. Letter dated May 23, 2017 from Chief Thomas to Leslie Perry congratulating her
on being hired as a Probationary Police Records Specialist effective June 1,
2017.
D. Memo dated May 24, 2017 from Chief Thomas accepting the retirement of Sgt.
Darin Majack effective June 30, 2017.
E. Memo dated May 25, 2017 from Chief Thomas announcing the promotion of
Daniel Koehler to the rank of Probationary Sergeant effective June 16, 2017.
F. Memo dated May 29, 2017 from Chief Thomas notifying the Commission that
A/C Eric Hemmen was assigned as Acting Chief from May 22-25, 2017.
G. Memo dated May 31, 2017 from Chief Thomas notifying the Commission that he
has accepted the retirement of Records Specialist Dalyce McFarland effective
August 4, 2017.

H. Letter dated June 1, 2017 from Chief Thomas to Ofr. Joshua Bava
congratulating him on successfully completing the probationary period and
being appointed to regular employment status effective June 1, 2017.
I. Letter dated June 1, 2017 from Chief Thomas to Daniel Koehler confirming his
promotion to the rank of Probationary Sergeant effective June 16, 2017.
J. Memo dated June 2, 2017 from Chief Thomas outlining the various assignments
within the department that go into effect on August 6, 2017.
K. Memo dated June 2, 2017 from Chief Thomas notifying the Commission that
Ofr. Will Davis will be assigned to the WA State Criminal Justice Training Center
effective July 10, 2017.
L. Letters dated June 6, 2017 from Chief Examiner Winecka to Entry Level Police
Officer candidates Jedamiah Lindberg, Philip Maitland, Bryan Erlebach, Devon
Hubbs, and Brian Todd notifying them that they are removed from the
Continuous Testing Eligibility List effective June 6, 2017.
M. Letter dated June 6, 2017 from Chief Examiner Winecka to Experienced/Lateral
Police Officer candidate Michael Kay notifying him that he is removed from the
Continuous Testing Eligibility List effective June 6, 2017.
N. Letter dated June 6, 2017 from Chief Examiner Winecka to Police Records
Specialist candidate Katherine Sibrian Solano notifying her that she is removed
from the Eligibility List effective June 6, 2017.
O. Letter dated June 6, 2017 from Chief Examiner Winecka to Entry Level
Corrections Officer candidate Troy Neyer notifying him that he is removed from
the Continuous Testing Eligibility List effective June 6, 2017.
P. Letter dated June 6, 2017 from Chief Examiner Winecka to Entry Level
Corrections Officer candidate Michael Gailey notifying him that his name was
removed from the Continuous Testing Eligibility List, per his request, effective
June 6, 2017.
Q. Memo dated June 7, 2017 from Chief Thomas notifying the Commission that
Cmdr. Todd Durham will be assigned as Acting Assistant Chief June 26-30,
2017.
R. Letters dated June 12, 2017 from Chief Examiner Winecka to Entry Level Police
Officer candidates Jason Perman, Cooper Robertson, and Calvin Robinson
notifying them that they are removed from the Continuous Testing Eligibility
List effective June 12, 2017.
S. Memo dated June 14, 2017 from Chief Thomas notifying the Commission that
Sgt. Phil Johnson will be assigned as Acting Commander from June 20-27,
2017.
There being no discussion, Chair Zaratkiewicz made a motion to accept
consent items A-S. Commissioner Piecewicz seconded; motion passed 2-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on June 8, 2017.

B. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on June 12, 2017.
C. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on June 21, 2017.
Chair Zaratkiewicz made a motion to approve into record items A-C.
Commissioner Piecewicz seconded the motion; motion passed 2-0.
7. Action Items
A. Memo dated June 23, 2017 from Chief Examiner Winecka requesting
authorization to revise the testing process for Corrections Sergeant.
Chief Examiner Winecka explained the reasoning behind the request to revise the
testing method.
Chair Zaratkiewicz made a motion to authorize the request to revise the testing
process for the Corrections Sergeant process. Commissioner Piecewicz seconded
the motion; motion passed 2-0.
8. For the Good of the Order
Chief Examiner Winecka noted that the July 26, 2017 regularly scheduled meeting
will take place in Centennial North/South as there was a scheduling conflict with
Council Chambers.
9. Adjournment
Commissioner Piecewicz made a motion to adjourn. Chair Zaratkiewicz seconded
the motion; motion passed 2-0. Meeting was adjourned at 5:39 PM.
