Chief Examiner Winecka explained that candidate Travus Goforth was not taken off
the eligibility list as there was a system glitch and that is what caused his'initial
removal. She also presented a memo dated September 25,2Ot7 from Ofr. Wayne
Graff that further explained the situation which is included with these minutes.
There being no further questions or discussion, Chair Zaratkiewicz made a
motion to accept consent items A-T. Commissioner Thomas seconded;
motion passed 2-O.

Records Specialist candidate Travus Goforth
Dear Commissioners:
Records Specialist candidate Travus Goforth was removed from the eligibility list on
August 25t 2OL7. The reason stated for the removal was Civil Service Rule:. "1O.O7k: Has failed to respond to a call or certified letter from the Chief or
Commission for ten (1O) working days;". The reason supporting the removal was a failure of the candidate to submit a
completed Personal History Statement by the given due date.
Mr. Goforth received his notice of removal from the eligibility list and followed up with the
Civil Service Chief Examiner, who in turn contacted the PD Hiring / Recruiting Officer.
Upon reviewing the electronic PHS, it appears that Mr. Goforth did in fact complete the
PHS' however he did not "submit" it (submission of the PHS is performed using a button
at the end of the PHS that says "submit" which changes the status of the PHS to
"completed" on the background investigator side of the software). Since it appears that
he had completed the necessary documentation to move forward in the process, I am
requesting that his name be placed back on the eligibility list.

Pursuant to Article t2 of the Collective Bargaining Agreement, management retains the
exclusive right to transfer and assign employees. This right is not dependent upon
discipline or a standard of just cause. While making assignments or reassignments is not
dependent on discipline or the just cause standard, it is not my intent, as Chief of this
Department, to assign or reassign employees for arbitrary reasons. I intend to exercise thís
right when I feel to do so is in the best interest of the Department..
I have determined that it is in the best interest of the Kent Police Department to assign you

KPD family, and for the privilege to serve our community with so many fine officers. I have

Rescheduling the November and December 2O16 Meetings
Dear Commissioners:
Over the past few years, you have agreed to move the Civil Service Commission
meetings ahead one week for both November and December in order to avoid the
meetings falling directly before the holidays.
