The Kent Police Department conducted an internal affairs investígation into allegations that
you violated KPD Policy B.B0 by not wearing your seatbelt. On March B, 20L7, a Notice of
Pre-disciplinary Hearing was issued which described the facts and policies surrounding this
matter. On March 23,2017, a Pre-Disciplinary Hearing was held with you and your KPOA
representatives.
After considering the statements made during the Pre-Disciplinary Hearing, I have
determined that you did violate KPD Policy 8.80, and enter a finding of "sustained." By
this document, I am issuing a one shift (10 hour) suspension. You are permitted to utilize
accrued leave hours when you take your suspension, Your suspension shall be served
within the next four weeks.
As a reminder, I previously determined that the accident that occurred fell under the
category of "Preventable Resulting in Major Damage." With regards to the accident itself, I
issued you a verbal reprimand, and ordered you to attend EVOC training, Your
Commander with be in touch to schedule that training.
As a final note, I truly appreciate your acceptance of responsibility in this matter and am
encouraged by your commitment to wear your seatbelt in the future. Officer safety is of
upmost importance in the Department, and it is important that you lead by example in this
regard. I appreciate the hard work and dedication you show this Department and our
co mun and I am confident it will continue well into the future

Dear Samuel,
This letter is to notify you that after reviewing the background portion of the selection
process, the Police department has decided not to consider you further for employment
with this agency. Your name has been removed from our Continuous Testing Eligibility List
for the position of Entry Level Police Officer effective April 9, 20L7.
Our Civil Service Rules prohibit a person who has failed to pass any portion of an
examination process to be re-examined for the same or a higher grade of service within six
months of said failure. Pursuant to Civil Service Rule 16,05, you may appeal this decision
to the Civil Service Commission within ten (10) working days.

Notifícation of Remote Testing for Lateral Police officer candidates
We have seen a dramatic decrease in the number of Lateral Police Offícer
candidates applying for the Kent Police Department since 201.4. There are several
factors impacting this reductÍon in applications including the option of remote
testing which is currently offered by most of our neighboríng agencies. Remote
testing efforts employed by neighborÍng agencies includes the use of Skype oral
board intervìews and phone or Skype interviews for background ínterviews among
others.
The Kent Police Department recently transitioned from oral board interviews to
computer based Assessments (the WPT-R and MPA offered by Wonderlic Inc.) to
determine placement on the Eligibility List. This testing format can be proctored
remotely by various means. Most out of state Lateral Police Officer candidates are
coming from agencies where the expense for travel (flight, lodging, transportation)
and the availability of time off severely hinder the candidates' availability for the
initial stages of the testing process. These candidates express reluctance to
consider an agency where the investment of travel expenses and time off outweigh
their motivation to test. They opt instead for more accommodating hiring
processes with other agencies, thereby minimizing the financial burden and
investment in time they would incur testing with employers such as the City of
Kent.

In an effort to accommodate our out of state Lateral Police Officer candidates and
increase the number of qualified applicants, we have reviewed the Civil Service
Rules and Regulations and have consulted with our Legal Department to explore
offering remote candidate testing, Upon reviewing the Civil Service rules, our Legal
Department approved the remoted testing of candidates and requested that we
notify the Commission of our intent.
The practice of Remote Testing will, at this time, be limited to Lateral Police Officer
candidates. Candidates who successfully complete the Assessments will still be
required to submit to a background investigation, polygraph examination, medical
evaluation, psychological evaluation, and Chief's interview. They will be required to
travel to Kent for in-person interviews.
