STAFF MEMBERS PRESENT: Carla Maloney, Engineering Manager. ABSENT: Board members Kyle Applebury, Craig Fuller, Andrew Sobczyk, Nick Swan, and Dmitriy Zhuravel. 1. Call to Order The meeting was called to order at 5:48 PM, with Board Chair Roberts presiding. 2. Roll Call Kyle Applebury, Craig Fuller, Andrew Sobczyk, Nick Swan, and Dmitriy Zhuravel were absent. 3. Approval of Minutes Karen Chandler moved and Rich Davis seconded that the minutes of the meeting dated August 28, 2017 be approved; the motion was carried unanimously. 4. Added Items Local cyclists Chris Ensor and Jackie Klakken spoke about their negative experiences cycling westbound up Riverview Blvd toward Military Road and alternatives they investigated. City employees pointed them to a trail through Grandview Dog Park, which they investigated and found to be “completely useless”, an opinion some members of the Board shared. They pointed to Kent-Des Moines Road as an alternative route up the West Hill; Carla Maloney noted that the area around the Interstate 5-Kent-Des Moines Road intersection may be under the jurisdiction of WSDOT. 5. Strategic Priorities The Board continued its discussion about strategic priorities from the previous meeting. There was continued interest in an East-West connector (including light rail and Transit Center connections) as the highest priority of the Board. There was a discussion of the basic steps involved in adding projects to the Transportation Master Plan (TMP). The possibility of setting up a brainstorming session with city planners was raised, with the goal being to present the East-West connector goal and determine the best way to achieve this goal. Attendance The Board held a brief discussion about attendance at meetings by its members. Melvin Roberts volunteered to speak to members who have not attended recent meetings and determine whether they intend to continue serving and meet attendance requirements. Karen Chandler volunteered to contact the Mayor’s office to determine what will be involved in appointing replacement Board members, should this be required. 7.
