Gowe St. Room Suite 105, Kent, WA. The public was invited to attend. The discussion included the following items: Results are in italics. Action items are in Red italics. 1. Call to Order. Meeting started 5:48 PM. Next meeting is Monday May 22, 2017. 2. Welcome Any Items to add to the agenda? See #1 below. 3. Reconnaissance Any trail conditions to report? Frager Road north of Meeker has some pot holes that need to be filled in. 76th Ave S (prior Interurban detour route) has repaving project underway. 72nd Ave north of S196th, is scheduled for a concrete roadway replacement. Regional Trails Connector City is adding funds to complete the electronics for this project UPRR overpass construction New towers are about done. Several times this summer the IU trail will be closed for construction. The IU trail will be closed next summer (2018). 4. Discussion on Priority Items Meet Me on Meeker Bike Lane to be discussed at Land Use and Planning Board tonight. SE 248th St improvements for “Y” project. Contact Hope Gibson for information on this topic. Six Year Transportation Improvement Program (TIP) It was noted that the update to the 6 Year TIP is in work. Comments were written and entered in the record at the May 1st Public Works Committee meeting. 5. Discussion on vehicles to “give 3 feet” of clearance when passing bicycles Note: Some states also required trucks to “give 6 feet” of clearance when passing bicycles. This need for this item was apparent to the members. Action: Write a letter to the City requesting that they create a “law” for this. Where does Kent need and how do we get “Bicycles May Use Full Lane” signs? Several questions came up on the BMUFL signs: Do the locations need to be in the City Code? Should we contact business people about using them? Are they part of best practices? (answer is yes in many jusidictions) Where do we think they should be used in Kent? There was agreement that we should follow up on this. Open discussions with Kent’s traffic engineering staff? 6. A short discussion on MeetMeOnMeeker ended with Mel being assigned to follow up on the memo to the City about having Bike Lane from Central to the Green River Trail via James St. 1. Items for this meeting: A. __Find a Route from East Hill down to the valley floor (transit?) Slides for a route from Transit Center to Jason via Pioneer, State, Temperance, and Jason were presented as a first phase for a trail going up East Hill. Mel’s file Bicycling-KBAB/Kent-East-West-Route-2014/EHill1-Transit Center2Jason Action: Continue to examine ways to create a route from Transit Center to Soos Creek. Consider how this bike route might serve the “YMCA” on SE248th St. B. _Brian noted that the pump track near the Green River Trail head on S190th St needs “dirt” to finish construction on the pump track. Adjourn Kent Bicycle Advisory Board (KBAB) 2017 Meeting Dates: Jan 30, Feb 27, Mar 27, Apr 24, May 22 (Tues), Jun 26, Jul 31, Aug 28, Sep 25, Oct 30, Nov 27, Dec26 (Tues) The City of Kent maintains and posts both minutes and agendas of the Bicycle Advisory Board. YMCA King County kicks in $1M for project – What bike facilities are needed? ST3 –West Hill Bike/walk route Lower Russell Rd Levee Project (Green River Framework) Consultant is MacLeod Reckord. Budget has some $ for Transportation Master Plan update, cycling input will be needed. 1. Develop a cross town route (currently a route up east hill) 2. Install lime-green reflective signs on the streets that cross the Interurban Trail 4. Two way multi-use trail (or Bike Lane) along S 228th St. (Runs west from Interurban) 5. Build UPRR underpass on S259th St in South Kent for bike riding 6. Work on supporting a Complete Streets ordinance for Kent. (Done) 7. Cross Town route(s) for people who ride or walk 8. Hold a Green River Trail re-opening (+Regional Connector Trail) 9. Create a “bike/pedestrian” 2017 plan 10. League of American Cyclists Assessment for bicycle friendly city Who, What, When, Where, How? 11. Bike Route near Link Light Rail (SeaTac to Federal Way). 12. Coordinating a request for permanent counters for riders and walkers on the trails 13. Street Map with bicycle facilities shown 14. Development Assistance Brochures and how each impacts cycling 15. Kent Web site – KBAB portion 16. School Zone Photo Enforced Speed Limit fines have brought in over 1 million dollars in the first 19 months of operation at 2 schools. KBAB could write a letter recommending a percent (say 10%) of this money go to ongoing bicycle improvement programs. 17. James St Bike Lane and Sidewalk - PWC meeting on Monday Jun 6th: Included is completion of the missing link on the north side of West James Street between Russell Road and Lakeside Boulevard. 18. Transit Board approves final ST3 Plan for November Ballot 19. Complete Street ordinance needs to measure the amount of Walkers, Riders, Miles of Bike Lanes, Miles of trails, and ? 20. At the cross walk at SE256th St and the Soos Creek Trail a signal is needed to help stop the traffic. 21. Budget has some money for Transportation Master Plan update, cycling input will be needed. 22. Build your advocacy toolbox at the Advocacy Leadership Institute Spring 2017 session in Seattle. Identify and paint the thru bike lanes where they are missing on the left sides of right turn pockets, 2. Identify road segments for installing Sharrows. 3. Identify road segments to be re-configured using “Road Diet” techniques. 4. Identify road segments for installing “Green Bike” lanes, where cars cross Bike Lanes 5. Consider doing a bicycle video.
