Petersen-Visitor The Kent Bicycle Advisory Board held its monthly meeting on Tuesday, May 22, 2017 at 5:45 PM in the North Conference Room of the Centennial Building 400 W. Gowe St. Room Suite 105, Kent, WA. The public was invited to attend. . The discussion included the following items: Results are in italics. Action items are in Red italics. 1. Call to Order Meeting started 5:50 PM Next meeting is Monday June 26, 2017. 2. Welcome Any Items to add to the agenda? None 3. Reconnaissance – Trails  Regional Trails Connector Waiting for electronics needed to complete this project. Better signage needed for route between the Green River & Interurban Trails.  UPRR Overpass Construction Two parts of this project to be worked this summer Will try to keep trail open, but may need short closures  PSE to repave the damaged trail at S 228th St. James St north side bike lane and sidewalk by city shops (the lakes) No news  King County Metro Sewer Project King County Metro will be installing a sewer line adjacent to the Interurban Trail in 2018/2019; this will affect the Interurban trail south of Kent. Interurban Trail on Naden properties (Meeker to Willis) needs to be swept Page 2 of 4  Road project on 72nd Ave. The construction work on the intersection of S 196 St and 72nd Ave has temporarily left the bike lane barely useable. 4. Discussion on Priority Items  Meet Me on Meeker Bike Lane The city has signed a contract to sell the par 3 golf course to the developer.  Review letter to City regarding a speedy bike lane route (via Meeker, 64th Ave, and James St) from Green River Trail (Riverbend) to Transit Center The letter Mel prepared was reviewed. A revision is needed to show the route on Meeker and 2nd. A vote was taken and the route on Meeker using 2nd was favored 6 to 1. The other route would have used Meeker, Interurban, and James. Mel to revise letter and route it for comments.  SE 248th St improvements for “Y” project. Plans show what for cycling? Need plan concepts from Hope Gibson, Park Planning  Discussed ideas on a bicycle route (separated/protected) from the Valley up East Hill, maybe even to Soos Creek. Four pages with routes were reviewed. Further discussion is needed before involving the city. Review the routes in the field.  Six Year Transportation Improvement Program (TIP) – date for public hearing is? Find Date-time for public hearing and get a copy of the TIP.  TMP – Get ready for revision by reading TMP, Non-motorized Document and Parks Open Space document on Kent web. What needs to change? It was noted that the www.KentWa.gov website in the transportation planning has copies of the Transportation Master Plan, the Non-Motorized plan, and the Commute Trip Reduction document. Read bicycle portions.  Brainstormed how to reach riders and city leaders. Andy discussed the efforts Redmond is doing to reward alternate modes of travel. Ideas included – bicycle rodeos, Sunday Streets – ride and play, parades. Redmond has a nonprofit organization that does alternate transportation efforts. Is it possible to give out awards? – City has done it at Council meetings.  How do we get more riders out on trails and streets? See above  Do a presentation at Council Workshop on bicycling - Determine what we would present and if the council wants to hear it.  City Election Candidates – who are they and what’s their position on cycling in Kent? Page 3 of 4  Schedule rides for city employees, council members, and ride to work (city hall) from corners of the city and see what the cycling facilities are like. Determine interest in this.  Advocacy Leadership Institute for KBAB presented by Cascade Bicycle Club – When, who can be there? Karen, Brandon, Andy, Dmitriy, Mel are interested More information on content for board members is needed.  Should we hold a Charrette or Town Hall? If so, when; should we have it at the Senior Center? Data maps and descriptions would be needed. Who would prepare them? We would need a table for East and West Hill the Valley and individual projects. KBAB members and city staff from Public Works, Parks, Planning, and Economic Development need to participate would need to attend. Can we make it happen and get data for TMP update? Advertise via reporter, e-mail, and social media and get as many riders (walkers) to show up, so the city realizes the need. Determine if this would help create an atmosphere for more cycling and provide input for TMP update  Trail crossing signs in lime-green? Skipped  Andy asked if the Board could give out awards? Council has given awards Answer appears to be Yes  Mel to forward Meet Me on Meeker Survey to members 5. Election Select new Chairperson, Vice Chair and Scribe - Historian record keeper? Move to next meeting 6. Bicycle May Full Lane Where does Kent need and how do we get “Bicycles May Use Full Lane” signs? BMUFL sign Do we need an ordinance to allow BMUFL signs on streets? 1) without Page 4 of 4 shoulders, 2) without bike lanes, 3) on streets with what lane configurations? Discussion for vehicles to “give 3 feet” of clearance to bicycles when passing Note: Some states also required trucks to “give 6 feet” of clearance when passing bicycles.
