KBAB Comments:
Kent Bicycle Advisory Board (KBAB) submits these Comments regarding the
Notice of Applications listed above. We would like to be a party of record for the
Riverbend project.
Riverbend Project:
It’s great that a new project is adding to Kent’s character in the valley. The Riverbend
Project on West Meeker Street is an opportunity to provide a better quality of life for the
future residents. Hopefully, the close in location and the convenient amenities will
reduce the dependence on cars for transportation and help us have clean air to breathe.
It is reasonable to expect the public facilities here to be planned for a 20 to 30 year
window.
Our comments support the Downtown Subarea Action Plan where all modes of
transportation are emphasized by strengthening the pedestrian and bicycle
connections to adjacent neighborhoods, regional trails, nearby parks, and the Sound
Transit Commuter Transit Center.
Our comments support the Kent City Code 6.14.14 Vision for Complete Streets

The city endorses the concept of complete streets, which promotes roadways that are safe,
convenient, and attractive for all users regardless of age and ability, including pedestrians,
bicyclists, transit riders, freight haulers, and motor vehicle drivers. The vision of complete streets
is a community in which all residents and visitors can safely and efficiently use the public right-
of-way to meet their transportation needs regardless of their preferred mode of travel.
Hello Kent:
Since the Meet Me on Meeker Plan is to make Meeker a Gateway to Kent – It’s seems
like the Meeker St should say “Hello, I’m a Bicycle Friendly City” to people arriving in
Kent. This friendly hello happens when the drivers and riders turn eastbound onto
Meeker street see Bike Lanes and walkways on both sides of the Street. Their
presence makes a statement that we care about our quality of life, reducing pollution,
and promoting the vitality of our city. This is an attempt to examine the project as if we
would bike there, walk there, live there and drive there. This project needs to be a step
in getting continuous Bike Lanes and walkways on both sides of Meeker St. from the
Green River Bridge to 4th Ave.
Health:
This project has the possibility of creating great facilities and opportunities for walking
and cycling. These opportunities give the people in and around the project a way to
improve their health through exercise.

Road Diet:
Many cities have changed their 4 lane roads to 3 lanes plus bike lanes and improved
traffic conditions for all users. Rainer Ave in Seattle east of Seward Park Blvd going
south into Renton is a great example of improving the safety for left turning traffic,
adding width to the bike lanes, and lowering the speed limit. From the Road Diet
Handbook: Setting Trends for Livable Streets by Jennifer Rosales, PE, it is easy to
conclude that the 3 lanes plus bike lanes on Meeker St from 64th Ave S to the Green
River Bridge is a very good road configuration. It provides safe bike travel, safe left
turns for cars, reduced injury rates, uses lower speed limits and has a carrying capacity
of about 20K vehicles per day. Question: What is the current and the needed capacity?
Recommendation One:
The current vehicle lanes and bike lane configuration on Meeker west of 64th Ave does
not need to be changed, Except to add the westbound turn pockets into the Riverbend
Project. See below in the section on “Bike Lanes” for the width changes needed near
the bridge.

Green River Trail:
A review of the plans for the plat, shows three connections in good locations to access
the Green River Trail. The new and very necessary “Trail Ramp” from The Green River
Trail to Meeker is a great provision. This trail ramp concept shown in the two pictures
below provides easy access for people that are walking or riding on the Green River
Trail to travel to eastbound Meeker and/or access the Riverbend Project.

Recommendation Two:
The west and east connections to the trail have easements for maintenance vehicle
access and bollards at two connection points – keep the three bollards at each location
but move them about 25’ back from the C/L of the Green River Trail. This is a safety
concern allowing the rider time to see and react to the bollards in a straight section of
the trail instead of very close to the corner. Leaving them in the plan location is a big
hazard to the rider leaving the trail and having enough distanced to position their bike to
miss the bollards. It hurts if you hit one of them.
Recommendation Three:
Put an inside radius in all six trail connection corners of about 10’ rather than use a 90
degree corner. A bigger radius would be even better say 25’.

Bike Lanes on Meeker:
It appears that the Bike Lanes have been removed from both sides of Meeker St. for the
length of this project. This is inconsistent with the Transportation Master Plan. Ten
years of planning and effort to get Bike Lanes from the Green River Bridge to 6 th Ave
should not be ignored. These Bike Lanes will be used by the people wanting to go
longer distances (commute) and/or intense training and/or those that don’t want to ride
on sidewalks. Removing the Bike Lanes and putting the faster riders in with the
pedestrians is NOT a good idea from a safety point of view. The current City of Kent
Transportation Master Plan dated 2008 on page 111 of the PDF shows that W
Meeker St. is to have Bike Lanes.
Recommendation Four:
Keep the Bike Lanes on Meeker for the people riding as a bicycle-vehicle and provide a
walk-way/sidewalk behind the curb for people walking and riding slowly on their bikes.
Increase the width of the Bike Lanes near the Green River Bridge as shown in the three
diagrams below: Note – the north side of this was done for the Earthworks tour in 2008.

Parking on Meeker:
On the both side of Meeker, two lengths of parallel parking are shown for vehicles.
These lanes of parallel parking are between the driveways and the cross walks to/from
the project. They appear to be about 300’ long and would each hold 15 cars. There is
nothing on the immediate north side of Meeker that warrants parking any cars here.
Exiting the left side of a car on the north side of the street to get to the south side of the
street is a pedestrian accident just waiting to happen. Exiting the driver’s side of an
eastbound car in the parking lane is asking for the door to be knocked off and the driver
injured. This project should contain all of its needed parking off the street.
Recommendation Five:
Eliminate the on-street parking shown on the plat from both sides of Meeker near this
project. This helps keep the Bike Lanes listed above. It helps ease the flow of vehicle
traffic as well. There will be vehicles that want to use this road to exit this neighborhood.
Speed Limit on Meeker:
There is a 40 MPH limit sign that is seen eastbound on Meeker just after you leave the
bridge. This speed adjacent to a Bike Lane is too high.
Recommendation Six:
Reduce the speed limit to 30 MPH or 35 MPH.
Traffic Signals:
No traffic signals are shown at any of the Meeker St crossing (and crosswalks)
You are going to have trouble turning west out of here in the afternoon commute traffic
without on-demand activated traffic signals. Walkers and riders will have trouble
crossing the street without a signal to stop the traffic. Are the crosswalks raised?
Recommendation Seven:
Consider signage or signals at the Meeker St crossings and raising the crosswalks.
This will provide time to cross and visibility of the crosswalks. Consider marking the
pedestrian and bike lane crossing of Meeker Street as shown below (from Seattle on
Stone Way).

Trail use counters:
In order to understand the trail usage it would be wise to plan for automated counters
that keep track of the time and number of walkers and riders on the trail.
Recommendation Eight:
Install trail counters to give use statistics on the trail use.
Bus Stops:
There are currently several transit (bus) stops along W Meeker St. With more people
living along the street the transit stops will need to stay. The frequency of service might
increase.
Recommendation Nine:
When the bus service is infrequent the bus stops can share the bike lanes when load
and unloading passengers.
Trees:
The old buckled sidewalk was removed on the north side of Meeker and a new gently
waving trail was installed. This would be a great approach for the south side. The north
side trail preserved the Bike Lanes, many of the old Trees and created a buffered trail
that is pleasant to walk or ride (slowly) on. The shade trees are nice in the summer time.

Recommendation Ten:
The treatment on the south side of Meeker Street could be like the treatment on the
north side of the street. That is remove the old buckled sidewalk, keep the row of
mature trees and place the walkway/sidewalk behind the trees. This seems highly
consistent with the current plans.
Observations regarding the project:
Economic Impact:
There is a significant positive economic impact from the local and surrounding resident s
to the businesses along Meeker. People that ride bikes spend money in neighborhood
businesses that can be reached by riding. It’s important that this is a great
neighborhood for people to ride in. Riders and walkers will want to stop here and shop
here.
Bike Room:
Looks positive: The two commercial buildings each have a bike room identified - Good.
Is it covered-secure storage? Is accessible from the lobby? or from the parking area?
(car vs bike conflicts?)
Connectivity:
Green River Bridge has a life expectancy and will be replaced at some time (with what
size bridge?) Connectivity via bike lanes across the Green River Bridge to west hill via
Reith Rd will happen sometime in the future and this project should connect to it via bike
lanes.
Destinations:
Pick any two and see if you can get there easily, safely and with a direct trip.
Home – Riverbend, West-Hill, apartments in Downtown, The Lakes
Work – City Offices, Valley businesses, various stores, Transit Station
School – Kent Elemental, Neely-O’Brien, Mill Creek Middle, Kent-Meridian
Fast Food – McDonalds, Taco Time, Burger King, Little Caesars, ?????
Shopping – Safeway, Rite-Aid, K-mart, Big Lots, Kent Station
Government – DHSH, Library, City Hall, Regional Justice Center, Kent Commons
Exercise – Green River Trail, Interurban Trail, Ice Skating Center, Hogan Park
Review the pedestrian and rider circulation patterns (walking and biking routes)
and make an necessary changes to routes that need to be provided to make this a safe
and useable facility for pedestrians and riders.
Thoughts to ponder:
Consider that the people riding bicycles are best described by the facility that they
chose to use for riding. A “Bicycle-vehicle” is a person riding in the street in the vehicle

lane or the bike lane usually at faster speeds.. They follow the rules of the vehicles –
including traffic signals. A “Bicycle-pedestrian” is a person riding on the sidewalk
usually at slower speeds. They act like pedestrians – using the pushbuttons and
crosswalks. Facilities for both are needed along the both sides of this project.
What is the impact on Meeker Street from the traffic from James Street Via Russell Rd
or should we say what is the impact to the drivers wanting to use James St to Russell
Road and Meeker to go westbound on Reith/SR-516?
What are the traffic counts in this section of Meeker? The Meet Me on Meeker x-
section showed 4 lanes for cars - this plat map only shows two lanes + center left turn
lane (west bound on Meeker turning into the project southbound).
This requires a change to the street classification in the Transportation Master Plan and
a change from no parking to parking? BL to no bike lanes? And a change in the
proposed Bicycle network in the TMP.
In-building parking for the 2 commercial buildings - Good.
Looking at the north lot lines between the private lots and the city ROW, the question
arises why does it look like part of the private development is in the city ROW?
Are there 4 units or 8 units or 12 in each of the "loop buildings? Does the PSRC 2040
Vision for higher density for areas in Kent suggest that there should be a higher density
here?
Is the parking for the residents sufficient – do we measure this as 1 parking space for
each bedroom in the project?
What are the fine grid markings in the loop street? Speed bumps? cross walks?
How many parking stalls? - how many trips are generated – there will be increased
traffic on Meeker? How many riders might we expect? sidewalk riders? street riders?
commuters? recreation riders? youth? what facility do each need/use?.
At the City Council workshop on “Meet Me on Meeker” has slide that say changes are
planned for parts of SR-516. W hat are the fixes for SR-516 so more people are
encouraged to drive around? What is the impact to cycling of these changes? Note:
there is veterinarian who works in Des Moines and lives in Auburn and uses SR -516
from West Hill to West Valley for his commute. Is he affected by the changes to SR -
516? What is the impact to cycling from the “improvements” planned to get d rivers and
riders up east hill via SR-516?
