5.City of Kent and King County Water District #111 Water Service
Boundary Adjustment - Recommend
Sean Bauer, Water System Manager noted that the City’s and Water District
No. 111's exclusive water service area boundaries should be adjusted to
reflect existing service needs. If approved this action will adjust boundaries
to conform to the edges of existing lot lines, where possible, instead of
bisecting existing lots.
MOTION:
Move to recommend Council authorize the Mayor to sign the Water
Service Area Boundary Adjustment Agreement between the City of
Kent and King County Water District No 111, subject to final terms
and conditions acceptable to the City Attorney and Public Works
Director.

6.Information Only/KOA Property Exchange
Tim LaPorte, Public Works Director stated that earlier this year Council
authorized an Interlocal Agreement with King County Flood Control District
(Flood District) which provides that the Flood District will set back and rebuild
the right bank levee along the Green River. To accomplish this levee setback
the City, on behalf of the Flood District, agreed to acquire a portion of the
KOA campground along 212th Street and to acquire property known as the
Suh property. The Suh property, which is vacant has been acquired in place
of using city owned property at the Green River Natural Resources Area.
7.Info Only/Quiet Zone Update
Tim LaPorte, Public Works Director gave a brief updated on the status of the
Quiet Zone:
·The Notice of Intent (NOI) to establish a Quiet Zones on the UPRR railroad
was sent on September 10, 2018.
·Both the BNSF and UPRR NOIs are in their 60-day comment periods. The
BNSF comment period ends on October 17, 2018. The UPRR comment period
ends on November 10, 2018.
8.Information Only/Naden Avenue Property – Proposed Local
Improvement District (LID)
Tim LaPorte, Public Works Director noted that a significant milestone was
reached when, after 15 years, the WSDOT agreed to allow a break in the SR
516 limited access at 74th Avenue making the property more marketable for
development. Investment in the infrastructure to facilitate the development
plan including the new Naden Avenue under-grounding of power, installation
of water mains for fire flow, sanitary sewer extensions and storm drainage
systems.
Bill Ellis in the Planning and Economic Development Department has been
actively looking for potential developers to place a hotel and office uses on
the property.
To accommodate this infrastructure, the city has been contemplating two
options. One option is to pursue a payback arrangement, which would
require council action to place an “overlay development plan” on the
property. LaPorte explained that this type of agreement would require
whomever develops the property to front the cost, getting reimbursed once

the other two sites are developed. This would dictate how the road would be
configured, including the right in/right out.
The second option is to form a Local Improvement District (LID) which would
include three undeveloped tracts, two owned by the city and one in private
ownership. This option allows for the cost of the infrastructure to be shared

SUBJECT: Non-Motorized Transportation Master Plan - Info Only
SUMMARY: The update of the Non-Motorized section of the Transportation Master
Plan (TMP) began in June. Staff has been coordinating with the Economic and
Community Development, Parks, and Police departments and the Kent School
District to collect information on potential bicycle facilities, sidewalks, multi-use
facilities, and trails. Staff has also begun public outreach, presenting to the North
Scenic Hill Neighborhood Council, the Neighborhood Quarterly Leadership, Cultural
Communities Board, and Kent Bicycle Advisory Board to request similar feedback.
Staff also provided maps and comment forms for a Neighbors of West Hill and
Cambridge Neighborhood Council meeting. An online comment form is also being
developed that will allow residents to provide input.
Staff is building several non-motorized maps for inclusion into the TMP and expects
to have draft maps completed in November. A draft chapter of the non-motorized
plan is being written and will include feedback from the city departments noted
above. The non-motorized plan is on schedule to have a draft completed by the
end of 2018.

SUBJECT: Freight Mobility Strategic Investment Board Update - Info
Only
SUMMARY: This past Friday, September 21, 2018 we were asked to present on
the status of our current 228th St. grade separation project as well as other freight
related issues in Kent.
This was a regular Freight Mobility Strategic Investment Board (FMSIB) meeting.
The Board meets periodically around the state. This meeting was in Walla Walla.
The Board members were pleased that the 228th St. UPRR grade separation project
is rolling forward. It is currently advertised for bids. The FMSIB contribution for this
project is 3.25 million. The funds would be lost if the project was not advertised and
awarded at this time.
We will discuss our presentation, FMSIB Board member comments and potential
policy changes that would be helpful.

SUMMARY: Staff will give an update on the status of the Quiet Zone.
• Both the BNSF and UPRR Notices of Intent are in their 60-day comment
periods. The BNSF comment period ends on October 17, 2018. The UPRR
comment period ends on November 10, 2018.
• BNSF has blocked access to their property between Gowe St and Titus St to
remove illegal parking. This action was identified in the Quiet Zone
Diagnostic as an action item for the Quiet Zone establishment.
