5. Vehicle Purchase from School Zone Camera Funds
Ron Green and Robert Stone from Public Works moved to have the Public
Safety Committee recommend to Council the purchase of the remaining 15
Police vehicles as it will save a minimum of $45,000 due to the price increase
on the 2020 Ford Interceptor.
MOTION: Move to recommend Council authorize the expenditure of
$930,000 from the School Zone Traffic Safety Camera Fund, amend
the budget, authorize the Mayor to purchase 15 police vehicles for
the second phase of the car-per-officer program, utilizing the State’s
master contract with Columbia Ford, Inc., and authorize future
purchases with Columbia Ford if they are within the City’s

6. Police Interceptor Vehicle Purchase
Ron Green and Robert Stone from Public works moved to have the Public
Safety Committee recommend to Council the purchase of 7 replacement
police vehicles to save approximately $21,000 at the 2019 price.
MOTION: Move to recommend Council authorize the expenditure of
$434,000 from the 2019 Fleet Reserve fund, amend the budget, and
authorize the Mayor to purchase 7 replacement police vehicles
utilizing the State’s master contract with Columbia Ford.

SUBJECT: 2018 SAMHSA Drug Free Communities Grant
MOTION: Recommend Council authorize the Mayor to sign the Drug Free
Communities Support Program Grant from the Substance Abuse and Mental
Health Services Administration in the amount of $125,000, amend the
budget, and authorize expenditure of the grant funds in accordance with
the grant’s terms and conditions.
SUMMARY:
The City of Kent has been awarded this competitive federal Drug Free Communities
Grant by the Department of Health and Human Services and the Office of National
Drug Control Policy.
This is a five-year grant funded separately each year, and this is the 10th year
award. Kent has been awarded $125,000 for the Federal fiscal year of September
30, 2018 through September 29, 2019. This grant project requires a 150% match
which the City will achieve mostly through salaries and benefits of staff who work
on the grant project.
The grant funds will be used for drug and alcohol prevention activities identified by
the Kent Drug Free Coalition, Kent Police youth board projects, including the Game
of Life youth conference
BUDGET IMPACT: Matching funds achieved through the payment of salaries and
benefits.

In accordance with the regulatory requirements provided at 45 CFR 75.113 and Appendix XII to
45 CFR Part 75, recipients that have currently active Federal grants, cooperative agreements,
and procurement contracts with cumulative total value greater than $10,000,000 must report and
maintain information in the System for Award Management (SAM) about civil, criminal, and
administrative proceedings in connection with the award or performance of a Federal award that

submitted through the Drug Free Communities (DFC) Support Program, is being continued.
