SUBJECT: School Zone Traffic Safety Camera Contract
MOTION: Authorize the Mayor to enter into a contract or contract
amendment with American Traffic Solutions for the addition of Meadow
Ridge Elementary and Springbrook Elementary to the school zone traffic
safety cameras, subject to final terms and conditions acceptable to the city
attorney and police chief.
SUMMARY: School speed zones are located in areas occupied by a high number of
pedestrians, especially before, during and after school, where driver inattention and
speeding can have devastating consequences. The strategic placement of
automated traffic safety cameras at school zones has been shown to reduce vehicle
speeds, thereby reducing the risks to pedestrians.
RCW 46.63.170 authorizes local jurisdictions to use cameras to enforce speed limits
in school speed zones. Pursuant to RCW 46.63.170, on May 21, 2013, Ordinance
No. 4080 was adopted by the Council setting forth the restrictions, public notice,
and signage requirements, as well as the processing and procedural requirements
for use of the cameras. The ordinance also established the fines for violations of
school speed zones that are detected with cameras.
Camera systems were installed at the school speed zones for Sunrise Elementary,
Neeley O’Brien Elementary, Meridian Elementary and Millennium Elementary.
These cameras have proven successful at reducing the speeds of vehicles in these
school zones. A traffic study has been conducted, and based upon the study, it
appears that the school zones at Meadow Ridge Elementary and Springbrook
Elementary will benefit from the traffic safety cameras.

SUBJECT: Red Light Camera Feasibility Study with American Traffic
Solutions
MOTION: Recommend Council authorize American Traffic Solutions to conduct a
study and analysis of various traffic sites identified by the Kent Police Department,
to determine whether the installation of a red light camera system is feasible.
SUMMARY: The Police Department consistently receives calls from residents
complaining about various safety issues surrounding the neighborhood, including
speeding, near-misses in crosswalks and congestion. However, the Police
Department does not have staffing levels to provide a constant presence in troubled
areas, while also performing daily functions of the traffic patrol unit such as
responding to city-wide complaints, collisions, and general traffic issues.
The purpose for the red light camera feasibility study is to examine the traffic data,
implementation cost, revenue projection, and impact on staff time.
