Agenda:
1. Call to Order
2. Roll Call
Council President Bill Boyce had an excused absence.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of Minutes dated February 13, 2018.
L. Thomas moved to approve the Public Safety Committee minutes dated
February 13, 2018. T. Troutner seconded the motion, which passed 2-0.
5. L.N. Curtis and Sons - Recommend
Research and Development Analyst, Sara Wood, provided a brief overview of
the Goods and Services Agreement with L.N. Curtis and Sons for police
uniforms with three year extensions as needed. The department moved from
Blumenthal in 2017 to a local, more efficient vendor, L.N. Curtis and sons.
L. Thomas moved to recommend Council authorize the Mayor to sign a Goods
and Services Agreement with L.N. Curtis and Sons to purchase police
uniforms on an as-needed basis, in an amount not expected to exceed
$100,000 annually, and with options to renew to a maximum contract length
through December 31, 2023, subject to final terms and conditions acceptable
to the Police Chief and City Attorney. T. Troutner seconded the motion, which
passed 2-0.
6. Chief’s Report – Information Only
Chief Thomas provided an update on public safety as follows:
West Hill Del Mar Community Meeting 3/1: Assistant Chief Padilla
reported on the Community meeting held on March 1 at the Fire Station
on Military Rd. – it was standing room only with a great turnout. The
community spoke directly to what their concerns are. Mostly quality of
life issues including graffiti, trash, traffic, safety, abandoned 4-plex on
27th, mail theft (a lot going unreported), and problem houses. All issues
are being addressed and the owner of the 4-plex has been taken to
court. Information for the post office was given on locking mailboxes.

The Community Education Unit is researching the Next Door App as
suggested by Council Member Fincher. Council Member Troutner
commented that she was also at the meeting and the follow up is
greatly appreciated with the community.
Chief Thomas advised that the South King County Mayors, City
Managers, and Police Chiefs got together for a Regional Gang & Gun
Violence meeting on March 7. King County Prosecutor’s Office gave the
same Shots Fired presentation that was given here at last month’s
Public Safety Meeting. As a result of that meeting the Police Chiefs are
coming up with a proposed plan for a comprehensive approach to
dealing with gun and gang violence. The plan will focus on intervention
and prevention efforts and work with King County Council, King County
Prosecutor’s Office, and the Washington State Legislators to deal with
laws pertaining to accountability. Currently it takes juveniles 6
convictions in possession of a fire before they serve any significant time
and with the shootings the region is experiencing recently we need to
take a multi-faceted approach to dealing with them.
Chief Thomas provided details regarding upcoming events as follows:
o Coffee with the Chief tomorrow, March 14, at 8:00 a.m.
o Community Meeting next week on March 21 at 10:00 a.m.
o Diversity Task Force Meeting next week on March 21 at 7:00 p.m.
o Today at Kent-Meridian the students held a School Violence Town
Hall.
o Tomorrow, March 14, there is a nation-wide walkout at 10:00
a.m. for 17 minutes (one minute for each of the victims in
Florida) in protest of school shootings. Kent School District sent
out information to the parents.
