1. Call to Order/Roll Call:
Commission Chair Zandria Michaud called the meeting to order at 6:00 p.m.
2. Changes to Agenda:
3. Minutes dated January 23, 2018: Approved
4. Final Bylaws
The Bylaws are to be reviewed annually. The commission votes
changes/modification to the Bylaws as long as they do not violate Kent Code.
5. Parks and Human Services Committee Discussion
Council Member Brenda Fincher to meet commission at March meeting to
discuss B&O vote. Commissioners will have a Q&A session with Council Member
Fincher regarding sustainable funding options for Parks and what the functions
of Parks are (what we do).
6. 2019-2020 Budget
Commission updated on the Fiscal Cliff Budget and options for taxing, shifting of
funds, and service cuts. Request feedback from Commission on what is more
important regarding Parks vs. Programming.
7. Commission Project
Upcoming Parks projects were presented to the commission. Feedback was
requested regarding what level of engagement the commission wants to be
involved. The commissioners want to be more involved and have more input in
projects, not just informed.

In the April meeting, the commission will discuss the framework of the
commission and what action functions other commissions in the City, as well as
neighboring cities, are doing.
8. Director Updates
Co-Chair Annie Sieger gave birth to a baby girl named Karolina Ann.
Brian Levenhagen is the new Parks Deputy Director.
Director Parascondola spoke with Mayor Ralph regarding Commissioner Dan
Barret's letter addressing the need for new parks open space development of
recreation facilities in the Panther Lake Community. The conversation of what
options are available to upgrade Panther Lake and when would we be able to
bring up the lake to standards require further discussions and are in the works.
Posted position for Senior Planner, to replace Brian’s old position.
The City of Kent Parks, Recreation and Community Services 2018 Trade
Shows/Tournaments/Special Events Calendar was handed out.
Farewell to Commissioner Lacey Seaton
9. Announcements
A question on social media regarding amenities in our parks. How do we get a
better listing of amenities at our parks as well as what type, i.e., adaptive and
age-appropriate groups, etc.? The current listing is very generic.

Chair Michaud concluded the meeting at 8:00 p.m.
