Chair Hintz called the meeting to order at 7:00 P.M.

3. Approval of Minutes
Chair Hintz made a motion to approve the minutes of February 26, 2018. Motion
seconded by Chair Hintz. Seconded by Dale Hartman Motion passed 5-0.
4. Added Items None.

6. Notice of Upcoming Meetings None.
Chair Hintz opened the public hearing for Urban Separators at 7:02 P.M.
8. Public Hearing
Urban Separators Preliminary Alternatives [ZCA-2016-2]
7:03 Chair Hintz called for a motion to enter a handout of public comments
regarding the SEPA determination into the record. Frank Cornelius made the
motion, and Shane Amodei seconded. Motion passed 5-0
Daniel Butsick began her presentation of Urban Separators. The presentation
covered definitions, scope, locations, and backgrounds for the project. She
explained the current uses and options for future uses regarding these lands. The
purpose of this hearing was to propose three alternatives for land use of urban
separators. Alternative #1, no change to current land use was not recommended by
staff. Alternative #2 was to amend the land use and zoning designations for a
portion of the Panther Lake urban separator. This also was not recommended by
staff. Alternative #3 is to amend the code to allow the 50% open space
requirement to be met by the critical areas and buffer space. Additionally, critical
areas/buffers would have to be put in a permanent open space tract. This
alternative was recommended by staff.

The hearing was opened for public comment at 7:51. Six citizens spoke their
opinions regarding the land use alternatives for urban separators.
8:15 Shane Amodei moved to close the public hearing, motion passed 5-0.
8:20 Ali Shasti motions to adopt alternative 1. No one seconded, but the motion
passed 5-0.

8:24 Chair Hintz seeing no further business motioned to adjourned the meeting.
