The meeting was called to order at 3:12 p.m. by Commissioner Rosas.

Commissioner Heinisch MOVED to approve pending minutes from April 19, 2018
and Commissioner Hallerman SECONDED. MOTION APPROVED
5. Public Hearing Comment Amendment to the 2017 Annual Action Plan

Commissioner Rosas opened the public hearing. CDBG Coordinator, Dinah
Wilson, provided a summary of the First Amendment to the 2017 Annual
Action Plan. The following comments were received:
First Amendment to the 2017 Annual Action Plan
Tim Peterson: I like the idea of reallocating the money that is coming back. I think
the reallocating should go to new people that are serving the emerging problems
that are up and coming and not over lapping so many services like for women and
children. Some services are doing great work, but need to serve other populations,
like homeless vets and there aren’t enough programs for men. There is a lot of
discrimination against men. When money is being reallocated, I would really like to
see a commission that does not have service providers at the table deciding how
the money is going to be spent. I think there is a possibility for conflict of interest. I
think there is a possibility for overlapping services. I would like for this to be a night
time meeting so that members of the community who have to work can be here.
Members of the community should open this door to help make these decisions.
More decisions should be made with staff on who gets the money. I think there has
not been a lot of discussion.
Stacy Sage: I am just seeing this for the first time and feel unprepared. My
understanding was that my agency only received its funding in December and it is
only open for three weeks in December. There is only one staff person for that
program.
Second Amendment to the 2016 Annual Action Plan
Tim Peterson: I would like to reiterate what I said in the last comment. There has
not been a lot of discussion in this community about this reallocation, the program
and the process that we go through. This needs to be better put out to the city as
to what is going on with this money in the city. There needs to be better outreach
to community probably in the evening. There needs to be more public process. I
believe that the city of Kent is in enhancing the value and wealth of home owners
through home repair. This should be geared and invested in low income workforce
housing, studios and small shared apartments and for help to renters. We are
duplicating a process that the county is already doing. City gives money without a
lien. The City needs to recapture costs from homeowners. This needs to reinvest in
low cost workforce housing. It needs new eyes and maybe a new process.
• Commissioner Heinisch MOVED to recommend the adoption of the Proposed
Second Amendment to the 2016 CDBG Annual Action Plan and authorize staff
to submit the amendment to the Parks and Human Services Committee.
Commissioner Robinson SECONDED. MOTION APPROVED
• Commissioner Hallerman MOVED to recommend the adoption of the
Proposed First Amendment to the 2017 CDBG Annual Action Plan and
Kent Human Services Commission Meeting June 21, 2018

Approved
authorize staff to submit the amendment to the Parks and Human Services
Committee. Commissioner Heinisch SECONDED. MOTION APPROVED
6. Motion to Approve the 2019-2020 Funding Recommendations
Motion 1: Move to recommend funding for agencies and programs for 2019 and
2020 in the amount specified in the funding chart, and allow Human Services staff
to assign the fund source. Before CDBG funds are assigned to an organization, a
Citizen Participation Process, which includes a public hearing, must be followed.
• Commissioner Robinson MOVED and Commissioner Heinisch SECONDED.
Commissioner Hallerman recused himself from the vote on funding for
Catholic Community Services.
• Commissioner Heinisch MOVED and commissioner Hallerman SECONDED.
Commissioner Roach recused herself from the vote on funding for St Vincent
de Paul.
• Commissioner Robinson MOVED and commissioner Hallerman SECONDED.
Commissioner Heinisch recused himself from the vote on funding for Kent
Youth & Family Services and Communities in Schools of Kent.
MOTION APPROVED
Motion 2: Commissioner Hallerman MOVED to recommend that the following
contingency plan be implemented in the event of an increase or decrease in General
Funds for 2019 and/or 2020. Commissioner Robinson SECONDED.
Contingency Plan:
If there is an increase in General Funds in 2019 and/or 2020, the Human Services
Commission will allocate the funds for emerging needs.
In the event of a decrease in General Funds in 2019 and/or 2020, the decrease will
be distributed proportionately across programs, with no program going below
$10,000.

7. Commission Application Review Process (Lori)
Staff debriefed commissioners on the process of reviewing applications and the
process used to determine funding recommendations. Commissioners found the
new scoring process helpful in speeding up the review process and liked the
structure of the two review meetings. Commissioners would be interested in
dividing into three groups for the review. A suggestion was made to ask currently
funded organizations something about what has changed or what is new with
programs.
8. Human Services 2019 Master Plan (Lori)

Human Services will be aligning the update of the Human Services Master Plan and
CDBG Consolidated Plan, holding off renewing the Master Plan for one year to
coincide with the development of our nextConsolidated Plan. In the pthe past, a
consultant has been hired to assist with the development of the plans. Several
community meetings will be scheduled. Parks Recreation and Community Services
is also in the process of developing a marketing and outreach plan that will be
completed by the end of the year and will be utilized for our planning processes as
well. Commissioners expressed agreement with the proposal to align the planning
efforts.
9. Commission Agency Tours (Lori)
Commissioners are interested in planning visits and tours of newly funded and new
agencies. Tours will be scheduled in the fall and early spring.
10. Updates (Staff)
• The City’s new council member has been selected and will be serving on the
Parks Human Services Committee. She will be meeting with staff to learn
more about Human Services.
• The Youth Initiative is in planning stage this summer and the work has been
divided into 3 goal areas. Human Services has contracted with GEM to
develop the youth voice to give input on the framework and to create a youth
leadership council. Seven meeting are scheduled to occur over the summer
before presenting an update to Council in the fall.
• Summer Kids Fest brochure was distributed.
• The Seattle Foundation has not responded on providing a match for parallel
application. Staff is not expecting match to be awarded and will move on
with the process.
