Agenda:
1. Call to Order
The meeting was called to order at 3:05 p.m.
2. Roll Call
One Commissioner absent.
3. Changes/Additions to the Agenda
No changes.
4. Approval of Minutes
Commissioner Rosas MOVED to approve pending minutes from February 15, 2018
Commissioner Heinisch SECONDED. Commissioner Robinson ABSTAINED.
5. Proposition A (Wayne Graff)
There will be a special election on April 24, 2018 on Proposition A, a police and
criminal justice ballot measure, to authorize the City to raise the existing 6 percent
utility tax on electricity, manufactured and natural gas, telephone and cable TV
services by 2 percent for a total utility tax of 8 percent.
The purpose of this utility tax increase is to add staffing and provide equipment for
police and criminal justice services in Kent. The funding will provide for 23
commissioned police officers (21 patrol officers and two sergeants), two police

corrections officers, two police records specialists, one prosecuting attorney and one
paralegal, one public defender, one judicial specialist and one probation officer.
6. Human Services Master Plan Timeline (Merina)
Staff is researching other master plans across the country. There will be two phases
of community engagement for input on the plan. (July and September) Strategy
development is scheduled for September and October and to Council in November.
Commissioners will be asked to take the draft to their audiences for input on the
validity of it being a 5 year plan.
7. Youth Initiative - Update (Lori Guilfoyle)
Willie Seals will be stepping down from his role as the Youth Initiative coordinator
March 30th to dedicate himself and grow his nonprofit. Discussions continue on the
Cities’ role in the Youth Initiative and focus is being put on youth employment and
gang violence.
8. Application Cycle - Update (Merina Hanson)
The application cycle opened March 3rd, 2018. A provider workshop was held in
Redmond with 112 attendees and in Renton with 150 attendees. Of those in
attendance there were many new agencies and organizations.
On March 27th Kent staff will host a technical assistance open house focusing on
agencies who haven’t applied for funds before.
The application deadline is April 10, 2018 at 4:30pm. Commission half day review is
scheduled for May 19, 2018. The full day review is June 15, 2018. Final
recommendations will be made June 21, 2018.
9. Immigrant and Refugee Commission (Dinah Wilson)
Applications for positions on the Immigrant and Refugee Commission open March 19,
2018. Selected commissioners must be endorsed by service providers and be able to
demonstrate their connection to the community. The first commission meeting is
anticipated to be in June or July.
