Agenda:
1. Call to Order
The meeting was called to order at 2:35 p.m.
2. Roll Call
Three Commissioners excused.
3. Changes/Additions to the Agenda
Correction to date on approval of previous minutes to October 19th, 2017.
Additions to the agenda: Motion to change regular meeting time from 3:30-4pm to
3-4:30pm. Commissioner Rosas MOVED to make the time change. Commissioner
Heinisch SECONDED.
4. Approval of Minutes
Commissioner Rosas MOVED to approve pending minutes from January 18, 2018
Commissioner Heinisch SECONDED.
5. Mayor Dana Ralph
Mayor Ralph introduced herself and thanked commissioners for their work.
6. 2017 CAPER and 2018 Annual Action Plan (Dinah Wilson)
Commissioner Heinisch MOVED to recommend the adoption of the 2017 CDBG
CAPER. Commissioner Hallerman SECONDED.
2018 CDBG Action Plan Motions:
Motion 1: Commissioner Rosas MOVED to recommend adoption of the 2018 CDBG
Annual Action Plan draft, with the following revision: the City will set aside $50,000
for a capital project selected from a Request for Proposals (RFP). This will require
staff time to create the RFP and to work with the community. If a project cannot be

funded in 2018, funds will be allocated to the Home Repair Program and a project
will be reconsidered in 2019. Commissioner Hallerman SECONDED.
Motion 2: Commissioner Rosas MOVED to recommend the following contingency
plan be implemented in the event of an increase in 2018 CDBG funding.
Commissioner Heinisch SECONDED.
Contingency Plan
Public Services:
In the event of a funding increase, the amount will be averaged among projects. In
the event of a funding decrease, the amount of the decrease will be averaged
among projects as long as the allocation does not dip below $10,000.
Capital:
In the event of a funding increase, funds will be allocated to the City's Home Repair
Program (HRP).
In the event of a funding decrease, the HRP will be reduced. In the event that a
capital project cannot be funded through a Request for Proposals process in 2018,
the $50,000 set aside will be allocated to the Home Repair Program and a project
will be reconsidered in 2019.
7. Human Service Web Page Update (Christine Cain)
A new page has been added to allow for residents to search an interactive map for
service to address basic needs. Page will evolve to include search criteria and direct

8. Application Cycle Update (Lori Guilfoyle)
The application cycle funding 2019-2020 opens March 5, 2018 and will close April
10, 2018. A South King County workshop will occur March 8th from 1-3pm at
Renton City Hall in the Chambers. Commissioners and staff finalized a date for the
full day review on June 15th, 2018. Staff is currently working on rating tools and
fine tuning the online application.
9. Outcomes and Demographic Reports (Lori Guilfoyle/Christine Cain)
Staff went over handout showing funded agency unduplicated client counts.
10. Adjournment
At 3:36 p.m. Commissioner Bellisario declared the meeting adjourned.
