The meeting was called to order at 3:05 p.m.

3. Changes to the Agenda
An Executive Session was added by Commission Chair, Bellisario, and was expected
to last 15 minutes, with action to take place after regular session is reconvened.

Executive session was called to order at 3:10 pm and concluded at 3:25 pm.

Recommendation of Allocation of Funding from TBD
Commissioner Harris MOVED to fund Preventative Care provided by Cedar River
Clinics. Commissioner Heinisch SECONDED. Commissioner Higgins Abstained. The
motion passed with 5 votes in favor and 1 against. Commissioner Higgins abstained.

Commissioner Harris MOVED to approve pending minutes from September 20, 2018
and Commissioner Roach SECONDED.

7. MATCH Program - Presentation (Davina Brown, Valley Cities)
MATCH program services include education and care preparation, withdrawal
management, coordination of primary and behavioral health care, medication,
relapse prevention planning, linkage to long-term recovery support and services, and
transitional support.
The MATCH program staff work with individuals on a short-term basis, generally 4-6
weeks. During this time, a client will begin their initial prescription, stabilize on an
appropriate dose, and meet regularly with a Care Navigator to address barriers to
wellness and stability.
Together, program participants and Care Navigators identify a ‘health home’ – a clinic
where the participant’s prescription can be transferred and managed long-term. Care
Navigators also help refer participants to additional services as desired, including
detox, inpatient treatment, outpatient Substance-Use Disorder services, primary and
dental care, and outpatient mental health services.
8. Parks & Human Services Committee Update (Merina Hanson)
Final funding recommendations will be presented to the Parks and Human Services
Committee as an information item in December.
9. Parallel Application Process (Dinah Wilson)
The Parallel Application cycle closed with 11 applicants. Of the applicants, 4 are to be
interviewed next week. Funding recommendations will be presented at the next
Human Services Commission meeting.
10. Updates
• Human Services staff are participating on a panel of providers and other City
staff from Legal and Police at the Kent Police Community Meeting on 10/18/18
at Neely O’Brien Elementary. The meeting starts at 7pm and the focus of the
discussion is on Homelessness in Kent. The meeting will be live-streamed on
the Kent Police Facebook page.
