Economic Development Activity Update Bill Ellis discussed the newly Published report on the Washington State Space Economy. Highlights of the report include that the economic impact (already in the billions) in the State of this employment sector is projected to reach 1.3 Trillion by 2040 and 2.2 trillion by 2045. Currently 1/2 of the direct space jobs are located in Kent, Wa. The multiplier for non-direct but related employment for the Space sector is calculated to be 2.13. Meet Me on Meeker - Kent Elementary School Vision Planning Staff, both Long Range and Current Planning, have begun work on the 2nd phase of Meet Me on Meeker by conducting outreach with Kent Elementary School, which is oriented toward 64th, but has significant frontage on Meeker, which forms the border of its play-yard. The first stakeholders consulted were current students and staff at the elementary school, with a grant funded community based design firm creating concepts based on the input received from that outreach. The next step was to bring the School District on board so more recently these design concepts were presented to the District Facilities team in recognition that final decisions would be made at that level and their input would be crucial for the final design. A big takeaway from the outreach is that the school community, on site and at the district level is attached to their lovely big trees, which are located non-optimally, quite close to Meeker. That right of way is required for the pedestrian and multimodal pathways desired for that frontage though an innovative pervious pathway material, not previously used in Kent, could accommodate tree preservation. Alternatively, if an arborist determines the trees to be near the end of their life cycle, the same material would allow the extensive use of new more conveniently placed trees, in the design concept. 8. SUMMARY: The easement is located on the city owned portion of Phase 2 of the Marquee on Meeker project site (parcel numbers 2322049095, 2322049096, and 2322049011). The easement is for the electric and gas infrastructure that will serve both Phases of the project. The developer will execute a separate easement over their ownership. The easement area is ten (10) feet in width, (5) feet of such width on each side of the centerline of PSE’s facilities as now constructed or to be constructed, extended or relocated lying within the above described property. Purpose. Conduits, lines, cables, vaults, switches and transformers for electricity; pipes, pipelines, mains, laterals, conduits, regulators, gauges and rectifiers for gas; fiber optic cable and other lines, cables and facilities for communications; semi-buried or ground-mounted facilities and pads, manholes, meters, fixtures, attachments and any and all other facilities or appur tenances necessary or convenient to any or all of the foregoing. Following the initial construction of all or a portion of its systems, PSE may, from time to time, construct such additional facilities as it may require for such systems. Easement Area Clearing and Maintenance. PSE shall have the right, but not the obligation to cut, remove and dispose of any and all brush, trees or other vegetation in the Easement Area. PSE shall also have the right, but not the obligation, to control, on a continuing basis and by any prudent and reasonable means, the establishment and growth of brush, trees or other vegetation in the Easement Area. 3. Trees Outside Easement Area. PSE shall have the right to cut, trim remove and dispose of any trees located on the Property outside the Easement Area that could, in PSE’s sole judgment, interfere with or create a hazard to PSE’s systems. PSE shall, except in the event of an emergency, prior to the exercise of such right, identify such trees and make a reasonable effort to give Owner prior notice that such trees will be cut, trimmed, removed or disposed. Owner shall be entitled to compensation for the actual market value of merchantable timber (if any) cut and removed from the Property by PSE. 4. Restoration. Following initial installation, repair or extension of its facilities, PSE shall, to the extent reasonably practicable, restore landscaping and surfaces and portions of the Property affected by PSE’s work to the condition existing immediately prior to such work, unless said work was done at the request of Owner, in which case Owner shall be responsible for such restoration. All restoration which is the responsibility of PSE shall be performed as soon as reasonably possible after the completion of PSE’s work and shall be coordinated with Owner so as to cause the minimum amount of disruption to Owner’s use of the Property. 5. Owner's Use of Easement Area. Owner reserves the right to use the Easement Area for any purpose not inconsistent with the rights herein granted, provided, however, Owner shall not excavate within or otherwise change the grade of the Easement Area or construct or maintain any buildings or structures on the Easement Area and Owner shall do no blasting within 300 feet of PSE's facilities without PSE's prior written consent. 6. Indemnity. PSE agrees to indemnify Owner from and against liability incurred by Owner as a result of the negligence of PSE or its contractors in the exercise of the rights herein granted to PSE, but nothing herein shall require PSE to indemnify Owner for that portion of any such liability attributable to the negligence of Owner or the negligence of others. 7. Termination. The rights herein granted shall continue until such time as PSE terminates such right by written instrument. If terminated, any improvements remaining in the Easement Area shall become the pr operty of Owner. No termination shall be deemed to have occurred by PSE’s failure to install its systems on the Easement Area. 8. Successors and Assigns. PSE shall have the right to assign, apportion or otherwise transfer any or all of its rights, benefits, privileges and interests arising in and under this easement. SUMMARY: Applications for the City’s 2019 Business or Leisure Tourism Promotion Grants were accepted between September 1-30, 2018 after publicizing the opportunity in August. The grant funds are to be used for the marketing, operation, promotion of activities, events or projects that promote Kent as a business or leisure destination, and ultimately bring more people to the city. Eligible grant recipients include nonprofit organizations, Public Facilities Districts, destination marketing organizations and municipalities. Capital requests by non-profit organizations are ineligible uses for these dollars. The City received 33 grant applications with requests totaling over $1.4 million exceeding the $546K available, making the process very competitive. During three separate meetings, the LTAC evaluated and scored the applications utilizing the following criteria: - Leisure and/or Business Travel Promotion – Demonstrates high potential to promote a positive image for the Kent as a leisure and/or a business destination. - Benefit to the Community – Has a high potential to result in economic benefit to Kent. It is scalable with potential to grow and over time, will elevate and substantiate Kent’s brand. - Innovation - Has high potential to promote Kent as an innovation hub from a business standpoint and reinforce Kent’s positive attributes. - Community/Partnerships Support - Exhibits high potential to elicit support by interjurisdictional, corporate, business and/or civic organizations. - Overnight Stays – Has high potential to result in overnight stays in Kent hotels. The Committee recommends funding for events and activities that not only bring additional people to Kent for business and leisure travel, but also substantiate and elevate Kent’s positive attributes as a hub for aero/outer space innovation. Given the City’s eligibility as a grant applicant, staff pursued business recruitment 5.2 Packet Pg. 9 opportunities on the premise that more businesses generate additional economic activity, leading to more overnight stays.
