Agenda:
1. Call to Order
Chair Piecewicz called the meeting to order at 5:33 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda Chief Examiner Winecka noted that there was a
correction that needed to be made to item 7A.
4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
regularly scheduled August 22, 2018 Civil Service Commission
meeting. Motion was seconded by Commissioner Zaratkiewicz; motion
passed 3-0.
5. Consent Items to Accept
A. Letter dated August 17, 2018 from Chief Padilla to Shaun Brooks congratulating
him on being hired as a Probationary Police Recruit Officer effective September 4,
2018.
B. Letter dated August 20, 2018 from Chief Padilla to Robert Curl, III congratulating
him on being hired as a Probationary Lateral Police Officer effective September
17, 2018.
C. Letters dated August 21, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Matthew Bin and Ryann Woods notifying them that their
names have been removed per their request from the Continuous Testing
Eligibility List effective August 21, 2018.
D. Letters dated August 21, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Jacob Hall, James Meredith, Tyler Norton, Raymond Payne III,
Jacob Perrigo, Eduardo Saldana, Joshua Simmons, Anthony Spicer, and Kyle
Upton notifying them that their names have been removed from the Continuous
Testing Eligibility List effective August 21, 2018.
E. Letters dated August 22, 2018 from Chief Examiner Winecka to
Experienced/Lateral Corrections Officer candidates Christian Hansen and Aviance

Wymbs notifying them that they have been removed from the Continuous Testing
Eligibility List effective August 22, 2018.
F. Letters dated August 22, 2018 from Chief Examiner Winecka to
Experienced/Lateral Police Officer candidates Joshua Meldrum and Timosha
Williams notifying them that they have been removed from the Continuous
Testing Eligibility List effective August 22, 2018.
G. Letters dated August 22, 2018 from Chief Examiner Winecka to Entry Level
Corrections Officer candidates Elliot Choe, Colby Costa, and Kyle Lemke notifying
them that their names have been removed from the Continuous Testing Eligibility
List effective August 22, 2018.
H. Memo dated August 29, 2018 from Chief Padilla notifying the Commission that
Records Specialist Robin Gaither has resigned.
I. Letter dated September 1, 2018 from Chief Padilla to Ofr. Nick Grave notifying
him that he successfully completed the probationary period and is appointed to
regular employment status effective September 1, 2018.
J. Letter dated September 4, 2018 from Chief Padilla to Joseph Gagner
congratulating him on being hired as a Probationary Court Security Officer
effective September 17, 2018.
K. Memo dated September 17, 2018 from Chief Padilla notifying the Commission
that he has accepted the resignation of Records Specialist Margaret Penman
effective September 14, 2018.
L. Letter dated September 14, 2018 from Chief Examiner Winecka to Entry Level
Police Officer candidate James Webberley notifying him that his name has been
removed per his request from the Continuous Testing Eligibility List effective
September 14, 2018.
M. Letters dated September 14, 2018 from Chief Examiner Winecka to Entry Level
Police Officer candidates Josh Ackerman, Darren Arndt, Jacob Gill, Brent Lee,
Matthew Litke, Mark Sanborn, Sean Urckitz and Justin Yi notifying them that their
names have been removed from the Continuous Testing Eligibility List effective
September 14, 2018.
There being no questions, Chair Piecewicz made a motion to accept consent
items A-M. Commissioner Zaratkiewicz seconded; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on August 24, 2018.
B. Eligibility list for the rank of Commander that was established on September 17,
2018.

Chair Piecewicz made a motion to approve into record items A and B.
Commissioner Zaratkiewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated September 4, 2018 from Chief Padilla requesting permission
to test for the position of Records Specialist and that the following process and
weights be applied:
Written Exam: 30% (70% passing score required)
Data Entry: Pass/Fail
Oral Board: 70% (70% passing score required)
Polygraph: Pass/Fail
Background: Pass/Fail
The top 20 candidates that pass both the written exam and data entry
assessment will move on to the oral board interview process.
Chief Examiner Winecka noted that the date of the memo in the agenda, as
well as the requesting Chief, were incorrect and provided the Commission
with the correct information.
Chair Piecewicz then made a motion to approve testing as requested by
Chief Padilla with the process and weights as listed. Motion was seconded
by Commissioner Zaratkiewicz; motion passed 3-0.

9. Adjournment
Commissioner Thomas made a motion to adjourn. Commissioner Zaratkiewicz
seconded the motion; motion passed 3-0. Meeting was adjourned at 5:38 PM.
