1. Call to Order
Chair Piecewicz called the meeting to order at 5:32 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Thomas made a motion to approve the minutes from the
regularly scheduled April 25, 2018 Civil Service Commission meeting.
Motion was seconded by Commissioner Zaratkiewicz; motion passed 3-
0.
5. Consent Items to Accept

A. Letters dated April 18, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Robert Leon, William Grassman, and Joey Banks notifying
them that their names have been removed from the Continuous Testing
Eligibility List effective April 18, 2018.
B. Letter dated April 20, 2018 from Chief Thomas to Ofr. Shane Rose notifying him
that he successfully completed the probationary period effective April 20, 2018
and is appointed to regular employment status.
C. Letters dated April 23, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Monica Barbu, Dain Booren, Cody Chewning, and Tristan
Sanabria notifying them that their names have been removed from the
Continuous Testing Eligibility List effective April 23, 2018.
D. Memo dated April 26, 2018 from Chief Thomas providing a Notice of Discipline
to Ofr. Brian Cortinas regarding IA No. 18-003.
E. Letter dated April 26, 2018 from Ofr. Steve Holt to Chief Thomas providing
notice of his intent to retire effective June 30, 2018.

F. Letter dated May 1, 2018 from Chief Thomas to Alexander Ault-Booneel
congratulating him on being hired as a Probationary Corrections Officer
effective May 16, 2018.
G. Letter dated May 1, 2018 from Chief Thomas to Laine Farr notifying him that he
successfully completed the probationary period effective May 1, 2018 and is
appointed to regular employment status as the Parking Enforcement Assistant.
H. Letters dated May 7, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Eric Clark, Christopher Coffin, Matthew Dallum, Mason Hale,
Kayan Hanks, Derrick Ho, Justin Pearson, Jessica Touchette, Logan Vieira,
Brandon Winters, and Darrin Wise notifying them that their names have been
removed from the Continuous Testing Eligibility List effective May 7, 2018.
I. Letter dated May 8, 2018 from Chief Examiner Winecka to Brian Hunter
notifying him that his name has been removed from the Continuous Testing
Eligibility List for the position of Experienced/Lateral Police Officer effective May
8, 2018.
J. Letter dated May 8, 2018 from Chief Examiner Winecka to Evan Smith notifying
him that his name has been removed from the Continuous Testing Eligibility List
for Entry Level Corrections Officer effective May 8, 2018.
K. Letters dated May 8, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Jose Soto, Isaiah Forech, and Zachary Vickers notifying them
that their names have been removed from the Continuous Testing Eligibility List
effective May 8, 2018.
L. Letters dated May 10, 2018 from Chief Examiner Winecka to Entry Level Police
Officer candidates Daks Barnard, Josiah Fredette, Luis Paz, and Jun Shim
notifying them that their names have been removed from the Continuous
Testing Eligibility List effective May 10, 2018.
M. Memo dated May 11, 2018 from Chief Padilla accepting the retirement of Ofr.
Steve Holt effective June 30, 2018.
N. Memo dated May 15, 2018 from Chief Padilla notifying the Commission of
various assignment changes.
O. Letter dated May 15, 2018 from Alex Helms tendering his resignation effective
May 16, 2018.
P. Memo dated May 16, 2018 from Chief Padilla accepting the resignation of Alex
Helms.
Chief Examiner Winecka noted that the date on item E should read June 30,
not the 20th. There being no questions, Chair Piecewicz made a motion to
accept consent items A-P. Commissioner Zaratkiewicz seconded; motion
passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was
established on April 23, 2018.

B. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on April 23, 2018.
C. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on April 23, 2018.
Chair Piecewicz made a motion to approve into record items A-C.
Commissioner Zaratkiewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated May 9, 2018 from Chief Padilla requesting to test for the
position of Court Security Officer and that the following process and
weights be applied:
If there are fewer than 21 candidates:
Oral Board: 100% (70% passing score required)
Background: Pass/Fail
Polygraph: Pass/Fail
If there are more than 21 candidates:
Written Assessment: 30% (70% passing score required)
Oral Board: 70% (70% passing score required)
Background: Pass/Fail
Polygraph: Pass/Fail
If the position is open to the public, the top 21 from the written
assessment will move on to the oral board process.
Commissioner Thomas made a motion to approve testing for the
position of Court Security Officer and to accept the weights as
indicated. Commissioner Zaratkiewicz seconded the motion; motion
passed 3-0.
B. Memo dated May 15, 2018 from Chief Padilla requesting to test for the
rank of Assistant Chief and that the process will consist of an oral
interview that will evaluate candidates in the following areas:
Interpersonal Insight, Judgement, Decisiveness, Delegation & Control,
and Problem Analysis.
Chair Piecewicz made a motion to grant permission to test for the
rank of Assistant Chief and to accept with the criteria as presented.
Commissioner Zaratkiewicz seconded the motion; motion passed 3-
0.

C. Memo dated May 15, 2018 from Chief Padilla requesting to test for the
rank of Commander and that the exam will consist of up to four (4)
exercises that will evaluate candidates in the following areas: Oral
Communication, Interpersonal Insight, Judgement, Decisiveness, and
Delegation & Control.
Commissioner Thomas made a motion to approve testing for the rank of
Commander with the process outlined. Commissioner Zaratkiewicz
seconded the motion; motion passed 3-0.
8. For the Good of the Order
Commissioner Zaratkiewicz reminded the other Commission members and the Chief
Examiner that he would not be in attendance at the June meeting.
9. Adjournment
Chair Piecewicz made a motion to adjourn. Commissioner Thomas seconded the
motion; motion passed 3-0. Meeting was adjourned at 5:44 PM.
