Commissioner Thomas seconded the motion; motion passed 2-O.
7. Action Items
A. Memo dated October 4,ZOLB from Chief Examiner Winecka and Recruiting
Officer Wayne Graff requesting a change to our testing processes for entry
level and Transitional Officer testing.
Chief Examiner Winecka explained that, in an effort to remain competitive
in reaching candidates more quickly, that this request was made to change
our testing processes. Chief Padilla and Ofr. Graff reiterated the need to
reach candidates and get them moving in our process more quickly as
there is huge need to find qualified candidates and we are competing with
our agencies to get positions filled.
Chair Piecewicz then made a motion to approve the request to change the
testing process used for entry level and Transitional Officer testing.
Motion was seconded by Commissioner Thomas; motion passed 2-O.

Memo dated October 9, 2018 from Chief Examiner Winecka requesting to
change the date of the December 2018 meeting.
Chief Examiner explained that, with how the Thanksgiving holiday falls this
year, that the November meeting would not need to be moved, just the
December meeting.
Commissioner Thomas made a mot¡on to move the December Civil Service
Commission meeting to December 19. Chair Piecewicz seconded the
motion; motion passed 2-O.

In an effort to assist ln the recruitment and hiring of currently employed and experienced law enforcernent
officers (i.e. laterals), the City of Kent and its Pollce Dep¿rtment (the "City") have created a hlrlng incentiveprogram. Included withln the available hiring incentives ls a monetary incentive that may be paid to ãny lateral
law enforcement officer who meets the following qualiflcâtions: (1) at the time of the City's jo'b offer, the lateral
recruit was employed as a law enforcement officer for another municipal agency; (2) the lateral recruit met theminimum requirements for admission to the Equivalency Academy as provided for by the Washington State
Criminal Justice Training Commission; and (3) at the time of the City's job offer, the lateral recruit had iompletedany probationary period and Field Training Officer / Police Trainlng Officer program required by the recruit,s

The first installment of $5,000 will be paid with the paycheck the recruit receives

Dear Steven,
This letter is to notify you that after reviewing the background portion of the selection
process, the Police department has decided not to cons¡der you further for employment
with this agency. Your name has been removed from our Continuous Testing Eligibility
Lists for the positions of Experienced/Lateral Corrections Officer effective November 15,
2018.
Our Civil Seivice Rules prohibit a person who has failed to pass any portion of an
examination process to be re-examined for the same or a higher grade of service within six
months of said failure. Per this rule, you will also be removed from the eligibility list for
posit¡on of Entry Level Police Officer as well as that position is a higher grade of service
than the position of Corrections Officer. Pursuant to Civil Service Rule 16.05, you may
appeal this decision to the Civil Service Commission within ten (10) working days.
We hope that you will apply for future Civil Service positions that meet your experience

Your starting base salary will be at Recruit Step A, at $5,464.00 per month. you will be etigible for a step
increase on the first of the month following graduation from the Basic Law Enforcement Rcãdemy. you will
be placed on probationary status for 72 mãntns following successful completion of the Basic Law
Enforcement Academy. All other benefits will follow your union contract. Upon your successful completion
of probation, you are eligible for a training oppoftunity of your choosing within the prescribed parameters
(up to $1,000, up to one week, in-state, and job related) to further your professional development.
