STAFF MEMBERS PRESENT: April Delchamps, Dan Hansen. ABSENT: Frank Boosman, Nick Swan. 1. Call to Order The meeting was called to order at 5:45 PM, with Rich Davis presiding. 2. Roll Call Board members Frank Boosman and Nick Swan were absent. 3. Approval of Minutes The minutes of the August 27, 2018 meeting were reviewed. Mel Roberts moved to accept the minutes and Wendy Graves seconded the motion and the minutes were approved. 4. Letter Regarding Mel’s Service Rich Davis would contact Frank Boosman about a letter to the Mayor. 5. Draft of Resolution/Bylaw Term Limits for Members Kelly Peterson provided mark ups on the resolution. Dan Hansen will forward the final draft to the legal department for review. The final draft will go to the public works committee and then the Mayor will review. Counsel will have the final approval. Thanks to Mel Roberts for the work on this resolution. 6. Update on KBAB Board Member Selection Dan Hansen has reviewed 8 applicants. The Mayor will interview the top three candidates. KBAB member may not begin until November meeting. Remaining applicants will be contacted and given the opportunity to remain on the list for future openings. 7. Proposed Bicycle Network April Delchamps reviewed the updated proposed bicycle map. Public works, engineering, Kent Police and other stakeholders had submitted their input. At the time of this meeting there were still 2-3 stakeholders that had not sent in their Kent Bicycle Advisory Board September 24, 2018 Minutes Kent, Washington Approved Page | 2 comments. Parks requested areas to be accessible. April will be adding more information to the map and requests that all comments be given to her by October 10. Some topics discussed for prioritization for adding to TMP:  Pioneer connection to Kent-Kangley  94th connection  Industrial employment area planning—bicycle facilities  Update map with bike/car crashes  Parked car standards revisited—next 2-year cycle  Rapid Ride from Auburn to Renton along Benson Hwy  Park and bike connectors defined 8. Sound Transit ST3 Grant and Green River Trail Recommendation April Delchamps will submit KBAB suggestions when Sound Transit calls for projects. Bike cages, electric charging stations and green bike lanes need locations. Dan Hansen submitted Green River Trail detour recommendations to King County. King County signed off on one of the detours and possibly website can have alternatives. KBAB asked for advanced warning signs at James, 212th and Veterans drive to direct bicycle traffic safely. Kent maintenance will address sidewalk/trail maintenance issues before GRT closure. 9. Added Agenda Item Mel Roberts submitted proposal for KBAB to be represented at PSRC meetings.
