GUEST: Christopher Ensor STAFF MEMBERS PRESENT: April Delchamps, Dan Hansen. ABSENT: Andrew Sobczyk and Nick Swan. 1. Call to Order The meeting was called to order at 5:45 PM, with Karen Chandler presiding. 2. Roll Call Board member Andrew Sobczyk and Nick Swan were absent. 3. Approval of Minutes The minutes of the June 26, 2018 meeting were reviewed. Rich Davis moved to accept the minutes with correction to #5 “****” should read “updating of the TMP.” Frank Boosman seconded the motion and the minutes were approved with corrections. 4. Special Election for Chairperson Karen Chandler thanked Mel Roberts for his past service and opened up the opportunity for any board member to serve as chairperson. Rich Davis agreed to serve for the remainder of the two years. There was an agreement of the board. Rich will begin to fill the position at the next board meeting in August. 5. Amend Bylaws The board agreed to review the bylaws at the next meeting to clarify the length of service of each of the board members and executive board members and discuss the possibility of amending the bylaws to stagger the rotation of the executive board members’ going off the board. 6. Green River Trail Detour for Fall 2019 Christopher Ensor reviewed the upcoming 2-year King County Green River Levee Project and the proposed City of Kent bicycle and pedestrian detour route during the 2-year project. Mr. Ensor, Melvin Roberts and Wendy Graves biked the detour suggested by the City and agreed that there was a better route and asked that Kent Bicycle Advisory Board July 30, 2018 Minutes Kent, Washington Approved Page | 2 KBAB make suggestions to the City to revise their detour route. Dan Hansen said that he will let his staff know about the alternative route suggestion. Action Item: Mel Roberts was tasked with the job of crafting a memo to the City with the suggested route and asking for maintenance to be performed. The memo will then be routed through the KBAB board via email. 6. Sound Transit Grant April Delchamps outlined the Sound Transit grant to improve bike facilities at the three ST Transit Stations: Current Kent Transit Station, the future Kent-Des Moines Transit Light Rail Station and the future Star Lake Transit Light Rail Station. There are three rounds to the grant application process with the first round due September 2018. The first round has very few applicants. Meeker bike lane or shared and bike security cages were two items to add to the first round of grant application. Action Item: KBAB members will bring bike facilities ideas to the next KBAB meeting for the remaining rounds of the grant application. Kent-DesMoines Road upgrades were discussed for the second and third rounds. 7. City of Kent TMP Bicycle Facilities April Delchamps will accept KBAB bike facility changes, updates and suggestions for the TMP by August 20 and bring a revised map to the August 27 meeting. Flush out the TMP suggestions by September KBAB meeting and final to City by October. Action Item: KBAB members to review TMP 2008 to make early suggests to April Delchamps (via email) by August 20. These suggests can be bike facilities or policy suggestions. Action Item: Mel Roberts will send his survey of shoulder widths to April Delchamps to incorporate in the new TMP map. 6.
