STAFF MEMBERS PRESENT: Rob Brown and Dan Hansen. ABSENT: Frank Boosman, Karen Chandler and Brandon Swanson. 1. Call to Order The meeting was called to order at 5:45 PM, with Melvin Roberts presiding. 2. Roll Call Board member Frank Boosman, Karen Chandler and Brandon Swanson were absent. 3. Approval of Minutes It was moved by John Otaki and seconded by Rich Davis that the minutes of the meeting dated April 30, 2018 be approved; the motion was carried unanimously. 4. Veterans Drive Extension Dan Hansen reviewed the grant application for Veterans Drive Extension. There is a strong possibility that $4 million may be granted to the City of Kent for this extension. 5. WSDOT Omar Jefferson Response Rob Brown met with Omar Jefferson and presented the KBAB recommendations for the 509 & KDM/516 Interchange design plans viewed by KBAB during the April 30 meeting. Preliminary design has been completed and Omar is awaiting comments. He will most likely meet with KBAB in July. ● Provide separation between bus stops and the rest of the sidewalk, so people waiting for the bus don’t impede bicyclists and pedestrians traveling through.’ o Will consider including short fence on each side of bus pullout to create ped/bike separation. The fencing behind the bus stops does add a potential fixed object adjacent to through bike/ped traffic. Kent Bicycle Advisory Board May 29, 2018 Minutes Kent, Washington Approved Page | 2 ● Eliminate free right turns and right on red through crosswalks to reduce conflicts with crosswalk user who have the right-of-way. o Will review impact of this restriction on operations of interchange and then decide. ● Provide pedestrian/bike wayfinding signage; especially to direct people to cross SR 516 from the north to south prior to the 30th Avenue o For consistency, City of Kent will provide plan for bike/ped/way finding signage. ● Provide markings on the sidewalks to separate cyclists and pedestrians o This will help reduce bicycle and pedestrian conflict. Will review what combination of signing and striping make sense. Will coordinate with City of Kent for consistency with other local similar multiuse paths. ● Provide more room on sidewalks at intersections corners for cyclists and pedestrians wait for signal and to continue through o Will address this in our update of our design where R/W and topography allow. ● Construct minimum 12’ wide curb ramp connections between sidewalks and crosswalks. o Will address this in our update of the design. ● Provide more direct crossings at intersections for cyclists, so they don’t have to follow the sidewalks around the curve to the locations where crosswalks were shown; especially at the southeast and northwest on/off-ramps. o Will investigate. As a bicyclist, I think it is effective to require the cyclist to have to change course prior to crossing a ramp so it cues them to look for traffic. If the expectation is there are free rights, and no change of direction is required, this may not increase bicyclist awareness. ● Ask Omar who to contact at WSDOT regarding future bike facilities on SR 516 continuing downhill to the west. o Barb Chamberlin : 206 716 1130, CHAMBBA@wsdot.wa.gov 5. 6-Year TIP Hearing Is Set Melvin Roberts stated that the 6-Year Transportation Improvement Plan is set for June 5, 2018 in Kent Council Chambers. 6.
