STAFF MEMBERS PRESENT: April Delchamps, Dan Hansen. ABSENT: Lynell Mooney. 1. Call to Order The meeting was called to order at 5:45 PM, with Rich Davis presiding. 2. Roll Call Board member Lynell Mooney was absent. 3. Approval of Minutes The minutes of the September 24, 2018 meeting were reviewed. Wendy Graves moved to accept the minutes and Karen Chandler seconded the motion and the minutes were approved unanimously. 4. Update on New KBAB Member and Changes to City of Kent Transportation Group New member Cheryl Koubik was introduced. Dan Hansen described changes in the Transportation Group. Kelly Peterson will be transferring to the Mayor’s office to focus on Sound Transit-related issues; Rob Brown will be taking his place as Group Manager for Transportation. Also, Antje Kublitz is leaving the position of Commute Trip Reduction (CTR) Coordinator, and the City will be recruiting a replacement for her. 5. Draft of Resolution/Bylaw Term Limits for Members Dan Hansen gave an update on the status of an updated Board governance resolution, which will be broadly in line with the requests of KBAB (e.g., staggered two-year terms), and which will be in the form of an ordinance moving forward. 6. PSRC KBAB Representative Mel Roberts reported on his efforts to represent KBAB at the Puget Sound Regional Council (PSRC). This effort is ongoing. Andy Sobczyk made a motion that the Board designate Mel as its official representative to the PSRC; Wendy Graves seconded the motion and the motion was approved unanimously. Update on Bike Map, Bike Project Feasibility Analysis, and Bike Project Prioritization Criteria April Delchamps presented a near-final draft map to be used for bicycle facility planning as part of the new Transportation Master Plan (TMP) and requested that Board members provided any final comments on the map no later than November 12. A number of Board members expressed their thanks to April for her continuing work on this important issue. April also presented draft bicycle project prioritization criteria and requested comments from the Board no later than November 19. 8.
