Changes to the Agenda There were no changes to the agenda. 4. Information Only - Residential Traffic Calming Program Update Transportation Engineer, Dan Hansen gave a brief description of the Residential Traffic Calming Program (RTCP). As of the last update to the committee on February 4, 2019, 10 new RTCP requests have been submitted by residents, seven traffic studies have been completed, and 15 requests have been closed. All seven of the newly completed studies recorded 85th percentile speeds of less than 10 MPH over the speed limit and did not identify significant cut through traffic issues. Hansen noted that three neighborhoods are currently participating in Phase 1 or Phase 2 of the program, to address a speed or cut-through traffic issue by changing driver behavior or selecting traffic calming devices for implementation. Added Item: Perry Sobolik - Thanked Dan for going through the various traffic studies with him in the South Kent neighborhood, they were very helpful. Perry asked about the new Roundabout at 4th and Willis, he requested that city staff hold meetings on the weekend as well as during the week, to enable more people to attend. 6. Information Only - Annual Guardrail Repairs Engineering Supervisor, Joe Araucto noted that the objective of this project is to establish a non-exclusive contract to make repairs of damaged guardrail on an as needed basis for a period of 1 year. The City spends roughly $150- $200K annually repairing guardrails. 7. Information Only - Projects Update Construction Manager, Eric Connor updated the committee on the status of current Capital Improvement and Private Development Construction Projects. 8. Information Only - Quiet Zone Update Transportation Manager, Rob Brown updated the Committee on the Quiet Zone to date. The updated timeline is attached. 9. Information Only - Transportation Engineering Consultant Deputy Director/City Engineer, Chad Bieren noted that an on-call Consultant will assist staff in Transportation Engineering. Due to a shortage of qualified candidates, there are open positions in the Transportation Section. There will be no new budget impact, as the Consultant Services will be paid for using existing savings due to open positions in Transportation Engineering. Staff is in the process of selecting a Consultant with an anticipated July start time. Cheryl Viseth Committee Secretary
