Professional Services Agreement with Wood Environment and Infrastructure Solutions, Inc. for Services in Connection with the South 224th Street Project - Authorize City Attorney, Christina Schuck noted that in April, the City filed an action against Hytek Finishes Company under the state Model Toxics Control Act alleging Hytek released hazardous substances, namely cadmium and arsenic, into the City's drainage ditch and easement. The city wishes to engage Wood Environment and Infrastructure Solutions, Inc., to provide expert environmental consulting services on behalf of the City in this matter. MOTION: Authorize the Mayor to sign a Professional Services Agreement with Wood Environment and Infrastructure Solutions, Public Works Committee CC PW Regular Meeting Minutes June 17, 2019 Kent, Washington Page 2 of 3 Inc. in an amount not to exceed $200,000. for expert environmental consulting services, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. Consultant Services Agreement for Transportation Master Plan Phase II with Fehr & Peers, Inc. Senior Transportation Planner, April Delchamps gave an informative presentation on Phase II of the Transportation Master Plan. Delchamps noted that the contract with Fehr & Peers is for Phase II and includes public outreach, multimodal level-of-service and performance metrics, the base year model, and existing conditions for each mode. MOTION: Authorize the Mayor to sign a Consultant Services Agreement with Fehr & Peers in an amount not to exceed $365,000, to provide consultant services for the Transportation Master Plan Phase II, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. Consultant Services Agreement for the South 228th Street UPRR Grade Separation Bridge and Roadway Phase 5 Project with KBA, Inc - Authorize Capital Projects Manager, Jason Barry gave an informative presentation on the progress of the S 228th Union Pacific Railroad Grade Separation Bridge and Roadway project. Barry noted that this is the 5th and final phase of the S 228th St Grade Separation project. Barry stated that the contract with KBA, Inc., will provide a Resident Engineer, Inspector and sub consultant to perform contract administration, construction management, quality control, and inspection on this project. MOTION: Authorize the Mayor to sign a contract with KBA, Inc. for contract administration, contract management, quality control, and inspection in the amount of $717,000. for the South 228th Union Pacific Railroad Grade Separation Bridge and Roadway project, subject to final terms and conditions acceptable to the City Attorney Public Works Committee CC PW Regular Meeting Minutes June 17, 2019 Kent, Washington Page 3 of 3 and Public Works Director. Information Only - Quiet Zone Update Transportation Manager, Rob Brown gave a brief update on where staff is to date on the Quiet Zone. Brown noted that he will be in contact with the city of La Grande Oregon, to see how long the process takes. They have gone through the process already.
