SUMMARY: The Lodging Tax Advisory Committee serves in an advisory capacity to
the Mayor and City Council, and makes reports and recommendations regarding the
expenditure of lodging tax revenues. The program is designed to fund the marketing,
operation and promotion of activities, events or projects that promote Kent as a
destination for business or leisure activity, and ultimately bring more people to the city.
Committee membership is comprised of four members appointed by the City Council
who represent businesses required to collect tax, and four members appointed by the
City Council who are people involved in activities authorized to receive revenue under
Chapter 67.28 RCW; and the council president appoints a member of council’s
operations committee to serve as a member of and to chair the Lodging Tax Advisory
Committee.
Organizations representing businesses required to collect tax and organizations
involved in activities authorized to receive revenue under said tax, as well as local
agencies involved in tourism and promotion, may submit recommendations for
membership on the committee.
Bryan Powell and David Kwok are being reappointed as a representatives of hotel
interests. John Casey is an attorney with Curran Law Group representing both the Kent
Chamber and the Kent Downtown Partnership – organizations eligible to utilize Lodging
Tax funds. Tim Higgins is the Managing Director of ShoWare Center, Kent’s largest
event venue which hosts sporting events, concerts and other activities which draw
visitors to the city.

MOTION: Recommend to Council the reappointment of Bryan Powell for a three-
year term that will expire on May 31, 2022; the reappointment of John Casey and
David Kwok to the Lodging Tax Advisory Committee for three-year terms that will
expire on July 31, 2022; and the reappointment of Tim Higgins for a three-year
term that will Expire on September 5, 2022.

One new appointee to the Lodging Tax Advisory Committee will be selected from an
applicant pool of five for a three-year term that will expire on September 11, 2022.
Committee discussion and consensus will determine which applicant is recommended
to the Council for appointment to the committee.
Erin McCallum has applied to the committee and is the president of First Washington,
a non-profit agency headquartered in Kent which seeks to inspire young people to be
science and technology leaders. Erin has spent 25 years successfully raising more than

$162 million for community organizations and is a proven leader in non-profit and other
fund-raising communities. The mentors, coaches and volunteers she works with inspire
her every day as they work to ignite and excite Washington youth to find their passion
for STEM.
Dr. Mizanur Rahman has applied to the committee and represents taxpayer interest
in determining the best uses for the revenues at the disposal of the committee. He is
also a candidate for city council and is an experienced engineer and project manager
working for King County on large scale municipal projects.
Zenovia Harris has applied to the committee and represents the Kent Chamber of
Commerce as its new leader and taxpayer interests as a Kent resident. She wishes to
create a direct impact on the city by influencing spending choices that promote diversity
and highlight our local businesses and organizations.
Colin Campbell has applied to the committee and represents the Seattle Thunderbirds.
The Thunderbirds call accessoShoWare home, and the organization has partnered with
the city and local booster organizations in multiple ways to make Kent a destination for
leisure and tourism spending.
Trevon Omari Cooper has applied to the committee and represents both the residents
and employees of Kent businesses who want to help make Kent the hot destination of
the 21st century.

While my family and I live in North Bend, over the last 6 years, I've gotten to know the Kent community in my role with FIRST
Washington. Kent is a wonderful, culturally diverse and vibrant community and if I can be assistance in connecting businesses
with community opportunities to bring more people to the City of Kent, I would be pleased to serve.
What unique skills and relevant experience would you bring to the work of this Committee? Describe any experience you
may have with civic, professional or volunteer organizations and other city boards or commissions.
Over 25 years of non‐profit experience working in the arenas of education, youth development, environment preservation,
historic preservation and arts and culture. I began my career in the legislative and political arenas, and have a solid
background in government affairs and public affairs. Strategic thinker, strong communicator and and catalyst of capacity
building opportunities.

As a new leader but tenured resident I am interested in what and how this committee
makes its funding recommendations. I have a passion for serving on committees that
impact the city directly and in a way that promotes our diversity and strategy to expand
and highlight our local businesses and organizations.
I have over 8 years of experience sitting on boards and commission for the cities in which
I have lived. I have been involved with the Human Service commission for both Kent and
Renton. I am the President of the Pacific Northwest Diversity Council and I was the
President of my homeowners’ association for 4 years. I believe that my experience of
being raised in and a part of disenfranchised population, I have a unique ability to support
that community by making sure their voices are heard and being engaged in my civic duty
is one way to do that.

I feel this is a great opportunity to be involved in helping promote all the great benefits of the City of Kent. In a meeting back
in 2007 with then Mayor Cooke, she shared with us vision to make Kent a destination and being a part of continuing that
vision through this Committee is a tremendous opportunity that I would love to be a part of.
What unique skills and relevant experience would you bring to the work of this Committee? Describe any experience you
may have with civic, professional or volunteer organizations and other city boards or commissions.
Having worked very close with the city in the development of the accesso ShoWare Center from concept through
construction and now operation for the last ten plus years, I feel this is an opportunity to help promote the City of Kent and
all it has to offer. I have served on the Economic Development Committee, and been a member of the KDP and Kent
Chamber. Also currently on the Board for the Thunderbirds Community Sports Foundation. The mission of the foundation is
to give back to local youth sports and has currently given over $800,000.00 to youth sports in the area.
