Call to Order Chair Hintz called the meeting to order at 7:00 P.M. 2. Roll Call Dale Hartman out sick, Frank Cornelius Jr. absent, excused. All other members present 3. Approval of the Minutes Kathi Jones voted to approve the minutes. Motion passed 5-0. 4. Added Items None. 5. Communications None. 6. Notice of Upcoming Meetings None. Chair Hintz opened the public hearing at 7:00 7. Public Hearing on Advanced/Light Manufacturing in the DCE Zone ECD Deputy Director Matt Gilbert introduced an amendment to the downtown commercial enterprize zone to allow clean advanced manufacturing uses. ECD Long Range Planning Manager Hayley Bonsteel described the details of the proposal, including uses proposed to be permitted such as laboratory research and development, hardware and robotics testing, training facilities for industrial machinery, electronics and aerospace products, and materials manufacturing. Specifically prohibited would be recycling distribution or collection, and heavy manufacturing industries. Downtown Design Guidelines would continue to apply, with a few more specific design criteria in the code amendment proposal to ensure attractive frontage as viewed from the street and sidewalks. A motion was made by Kathi Jones to approve the ordinance to allow advanced manufacturing in the DCE zone. The motion passed 5 to 0. 8. Public Hearing on Self Storage/Mini-Warehouse Regulations Matt Gilbert introduced the context related to proliferation of mini-warehouses, also known as self-storage, and described some of their impacts as land Page 2 of 2 consumptive and economically unproductive. Hayley Bonsteel described the proposal to limit mini-warehouses to 40% of the leasable area of a building with another permitted use, and to require that mini-warehousing not be located on the ground floor. A local example of an existing commercial development with mini-warehouses on the second floor was used as a model for the regulations. One member of the public spoke as a developer in favor of the overall concept but in opposition to the specific regulation; boardmembers asked questions about a potential project the speaker described and discussed what the regulation might mean for the project and development on East Hill generally. Kathi Jones presented a motion to approve the ordinance as recommended by staff; the vote passed 4-0 with Gwen Allen-Carson abstaining.
