4. PUBLIC COMMUNICATIONS
A. Public Recognition
Mayor Ralph welcomed Zenovia Harris, the incoming CEO for the Kent
Chamber of Commerce. Harris indicated she is excited to work with the City
and business owners.
B. Community Events
Council President Boyce provided past and upcoming events at the accesso
Showare Center. Visit accessoShoware.com for event details.
Fincher advised of the upcoming Earth Day 2019 event that will be held at
Clark Lake Park on Saturday, April 20th from 9 a.m. - noon. There will be
an artist reception on April 18 in the City of Kent Centennial Building.

Councilmember Troutner invited the public to attend the Kent Police
Department community meeting that will be held on April 18th at 7 p.m.
at the training center located on 116th and the topic will be body worn
cameras.
C. Public Safety Report
Chief Rafael Padilla provided the Public Safety update that included
information on a recent, ongoing homicide investigation.
Chief Padilla presented two lifesaving awards to Officers Johnson and
Westcott.
On March 1, 2019, Kent officers were dispatched to a fight in progress at a 7-
Eleven store. During the initial 911 call a subject could be heard yelling “get
off me" in the background. Shortly after the dispatch call, it was reported
that the male had collapsed to the ground and was not breathing. CPR was
started by a citizen.
Officer Jeremiah Johnson and Officer Doug Westcott were both driving to
work in their department issued take-home vehicles. Despite not yet being
on duty, both officers immediately requested they be added to the call. Due
to their incredibly selfless actions, and realization that they are issued take-
home vehicles for events such as this, they both responded and were first on
the scene.
Upon arrival Officers Johnson and Westcott located the victim who was
unresponsive on the floor of the store. Officer Johnson immediately made
ready his Automated External Defibrillator as Officer Westcott began giving
CPR. Working together, they attached the AED while continuing CPR. A shock
was advised and administered, and CPR was continued. They were able to
revive the victim as fire personnel were arriving.
Officers Johnson and Westcott are being commended for their quick
response, immediate action, and display of selflessness, and are the only
reason the victim is alive today. Their actions embody the values of the Kent
Police Department, the City of Kent, and the citizens of Kent.
Chief advised that the Kent Police Department received the Special Olympics
Award Circle of Honor for 2016 and 2017.
Chief provided updates on notable cases shutting down the El Habanero
restaurant and a problem home located on East Chicago street.
Upcoming events include the Kent Police Department community meeting
training center and a Coffee with the Chief. Visit the Police Department's

5. REPORTS FROM STANDING COMMITTEES, COUNCIL, AND STAFF
Mayor Ralph serves on the South County Area Transportation Policy Board
and the Transportation Policy Board. During recent meetings, the board
viewed a video documenting the Viaduct coming down and heard a
presentation on the SeaTac airport master planning process.
Mayor Ralph provided details regarding the new Blue Origin 250,000 square
foot structure that represents a significant expansion in the Kent Valley.
Mayor Ralph attended the South Corridor Leadership meeting. As part of
Sound Transit 3, there will be a significant expansion in the length of the
trains from 7-10 cars. The platform will need to be expanded and Sound
Transit is currently negotiation with Burlington Northern and will keep the
City informed as the project moves forward.
Mayor Ralph attended the South King Housing and Homeless Partners
meeting that is a coalition of South county cities. This group is a policy and
working group to address homelessness.
Council President Boyce serves on the Sound Cities Association Public Issues
Committee that is looking for funding for middle income housing.
Boyce provided a recap of the two workshop presentations from tonight’s
meeting: Meet me on Meeker update and Rental Housing Inspection
Program.
Councilmember Larimer serves on the Sound Cities Association Advisory
Council on Aging and Disability Services that met on April 12th and heard a
presentation on the volunteer ombudsman program for long-term care. The
Long-Term Care Act passed out of the Senate Ways and Means Committee
and has been sent onto the House Rules Committee.
Councilmember Troutner serves on the Sound Cities Association Regional
Law, Safety and Justice Committee. No report
Councilmember Troutner chairs the Public Safety Committee. Upcoming
events include: Coffee with the Chief on April 25th at 8 a.m. at Joe’s Deli
located at 6621 South 211th Street. There will be a Drug Take Back day on
April 27th from 10 a.m. - 2 p.m. at the Police Department. On May 2nd, the
Kent Police Department will be hosting a community forum on I-940 at 6:30
p.m. at the Kent Senior Center.
Troutner indicated the Public Safety Meeting scheduled for May 14, 2019 is
being cancelled.

Committee that heard a report on the Quiet Zone.
Councilmember Fincher serves on the Sound Cities Association Mental Illness
and Drug Dependency Oversight Committee discussed managed care and
Fincher provided statistics.
Councilmember Fincher serves on the Arts Commission and advised of the
artists reception on April 18th at 5:30 p.m. in the City of Kent Centennial
Center. The commission also presented information on the new Kent Creates
contest with the theme "Awakening."
Fincher advised the final plans for the art piece for the park course at Morrill
Meadows was approved.
Fincher advised she went to Olympia to discuss transportation issues on the
I-509/167 project.
Councilmember Higgins serves on the Sound Cities Association Regional
Transit Committee. No report.
Councilmember Kaur serves on the Sound Cities Association Domestic
Violence Initiative Regional Task Force. No report.
Councilmember Kaur serves on the Sound Cities Association Growth
Management Planning Council. No report.
Councilmember Kaur serves on the Sound Cities Association Puget Sound
Clean Air Agency Advisory Council. No report.
Councilmember Thomas serves on the Puget Sound Regional Fire Authority
Governance Board. The next meeting will be held tomorrow at station 78 in
Covington at 5:30 p.m.
Councilmember Thomas chairs the Operations Committee. No meeting today.
A. Chief Administrative Officer Report
Matheson advised his report is in tonight's agenda packet and there is no
executive session.
6. PUBLIC HEARING
A. Reschedule the Public Hearing for the Trucking-Intensive Land
Uses Interim Zoning Ordinance
City Attorney, Pat Fitzpatrick advised that during the April 2, 2019, City
Council meeting, the Council passed the trucking-intensive interim ordinance
No. 4320. State law requires the City to hold a public hearing within 60 days.

The City did not meet the deadline to have the notice of public hearing
published. The public hearing must be rescheduled to May 7, 2019, to
provide adequate time to have the notice published.

7. PUBLIC COMMENT
Steven Smith spoke regarding the 260th crossing walk that was recently
installed. Smith indicated there needs to be flashing lights added to the
crosswalk. Additionally, there needs to be lighting installed on the east
side of 260th. Smith also requested the City investigate the area of
259th and 260th regarding people cooking behind the fence.
Virginia Manning spoke regarding the new multi-story Star/Totem
elementary building and expressed her concerns over the students
looking down from the second floor into the residential homes. Manning
also expressed her concerns over the traffic and the safety of children in
the area.

C. Resolution for Public Communications of Election Matters -
Adopt
MOTION: Adopt Resolution No. 1980, updating the City's policy
concerning the taping and airing of candidate statements and
forum discussions of candidates running for local office to
account for new technology, and to provide that all
communication methods used by the City in carrying out its
day-to-day business operations are also available to
communicate objective facts in a fair manner to Kent residents
concerning local ballot measures.
D. 2019 CDBG Annual Action Plan - Adopt
MOTION: Adopt the Community Development Block Grant 2019
Annual Action Plan (including funding allocations and
contingency plans), and authorize the Mayor to execute the
appropriate certifications and agreements.
E. Agreement with CSDC, Inc, for the Amanda Permitting and
Land Management Software - Authorize
MOTION: Authorize the Mayor to sign all necessary documents
to enter into agreements with CSDC Inc, to replace the existing
Kiva system with Amanda, subject to final terms and conditions
acceptable to the Information Technology Director and the City
Attorney, for a total amount not to exceed $1,679,120.
F. Green River Natural Resource Area - South Stormwater Pump
Station Project - Condemnation Ordinance - Adopt
MOTION: Adopt Ordinance No. 4321, authorizing the
condemnation of property rights necessary to construct the
Green River Natural Resource Area - South Stormwater Pump
Station project.
G. Transportation Improvement Board Complete Streets Grant -
Authorize
MOTION: Authorize the Mayor to accept grant funds from the
Washington State Transportation Improvement Board
Complete Streets program in the amount of $250,000 to
construct Meet Me on Meeker improvements near the
Riverbend Golf Complex, authorize the expenditure of the grant
funds accordingly and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.
H. Consultant Services Agreement with Magnan Consulting
Services, Inc, for the Green River Natural Resource Area Storm
Water Force Main - Authorize

not to exceed $152,480. subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
I. Consultant Services Agreement with Murraysmith, Inc, for the
2019 Sanitary Sewer Cast in Place Pipe Lining Project -
Authorize
MOTION: Authorize the Mayor to sign a Consultant Services
Agreement with Murraysmith, Inc. to provide inspection and
testing services for the 2019 Sanitary Sewer Cast in Place Pipe
Lining Project in an amount not to exceed $166,359 subject to
final terms and conditions acceptable to the City Attorney and
Public Works Director.
J. Consultant Services Agreement with Mackenzie Engineering,
Inc, for the Kent Industrial Valley Area Subarea Plan - "Rally
the Valley" - Authorize
MOTION: Authorize the Mayor to sign a Consultant Services
Agreement with Mackenzie Engineering, Inc for the Kent
Industrial Valley Subarea Plan - “Rally the Valley,” subject to
final terms and conditions acceptable to the Economic and
Community Development Director and City Attorney.
