4. PUBLIC COMMUNICATIONS
A. Public Recognition
1. Employee of the Month
Mayor Ralph recognized Prosecution Paralegal, Julie Timm, as the November
employee of the month. City Attorney, Pat Fitzpatrick detailed Timm's
accomplishments and conveyed staff's comments regarding her work.
Timm expressed her appreciation of the recognition and indicated she is
blessed to have this job and enjoys her co-workers.
2. Proclamation for Arbor Day
Mayor Ralph presented Francine Sanchez from the City's Parks Department
with the Proclamation for Arbor Day.

Sanchez expressed her appreciation of the Proclamation and invited the
public to participate in Arbor Day that will be held on November 16, 2019
from 9 a.m. - noon at Riverview Park.
3. Proclamation for WGU Washington Week
Mayor Ralph presented Dr. Tonya Drake, WGU Washington Chancellor, and
staff with the Proclamation for WGU Washington Week.
Dr. Drake expressed her appreciation of the proclamation indicated WGU is
thrilled to be making a difference in Kent and the surrounding area - and
honored to be recognized by our three-time graduate Mayor Ralph in this
way.
As part of the WGU Washington Week celebration, university employees,
students and graduates will host an event for members of the Kent Chamber
of Commerce, volunteer at Northwest Harvest’s Kent warehouse, and hold a
special WGU Night during the Seattle Thunderbirds game on November 16th.
B. Community Events
Council President Boyce reviewed upcoming events at the accesso ShoWare
Center. Event details are available online at accessoShowareCenter.com.
Councilmember Fincher invited the public to attend the Lunar Rover unveiling
at the Lunar Rover STEM Festival on November 14, 2019 from 5 to 7:30 p.m.
at the accesso ShoWare Center.
Fincher invited the public to attend the City's first Equity and Inclusion
Speaker event. Sylvia Mendez, a civil rights activist and recipient of the
Presidential Medal of Freedom, speaks from 7 to 8 p.m. on Thursday,
November 14, at the Green River College Kent Campus, 417 Ramsay Way.
Councilmember Kaur invited the public to attend the 47th Legislative District
Town Hall on November 15th from 6 to 8 p.m. at the Islamic Center of Kent
located at 20857 108th Avenue SE.
5. REPORTS FROM STANDING COMMITTEES, COUNCIL, AND STAFF
A. Mayor's Report
Mayor Ralph recognized the Finance Department for being awarded the
Distinguished Budget Award for the current budget from the Government
Finance Officer's Association.
Mayor Ralph met with Port of Seattle Commissioners and took them on a tour
of the Kent Valley businesses and discussed the importance of the work
being done on the Rally the Valley initiative.

Mayor Ralph expressed her appreciation of the incumbents and new
candidates running for local offices.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Derek Matheson recapped the series of 2019
Kent Town Hall events and indicated the purpose of the events was to
engage staff and residents in the visioning process to update the City’s
Comprehensive Plan. A report will be released soon.
Matheson indicated the 2019-2020 mid-biennium budget workshops are
complete and the budget ordinances will go to the Committee of the Whole
on November 12th and then onto the full Council on November 17th.
The Chief Administrative Officer's report is in today's agenda packet and
there is an Executive Session to discuss collective bargaining that is expected
to last 15 minutes with no action when Council reconvenes into open session.
C. Councilmember's Reports
Councilmember Higgins serves on the Sound Cities Association Regional
Transit Committee and provided details on the change to the paratransit
service provider. The committee heard a presentation on the Metro Capital
Program that will affect the RapidRide I line. In November, the committee
will meet and adopt the Mobility Framework Recommendations.
Councilmember Troutner invited the public to attend the Coffee with the
Chief event on Thursday, November 7th at the Starbucks located at 4th and
Meeker at 8 a.m.
Councilmember Thomas serves on the Puget Sound Regional Fire Authority
Governance Board and advised the board recently held public hearings on the
budget and property values.
Councilmember Fincher advised of the Kent Arts Commission’s new Kent
Creates contest with the theme of “Identity.”
Fincher serves on the Sound Cities Association King Conservation District
Advisory Committee. The committee continues to work on the rate structure.
Fincher indicated KCD has partnered with Democracy Live to move to a
completely online election for supervisory positions. The goal is to increase
the breadth of voters and the number of people that are able to submit
applications to broaden diversity. Candidate filing deadline is December 12th.
Fincher also indicated the KCD approved three urban forestry projects.

Matheson advised that the applications for the Sound Cities Association
committees are due November 13, 2019.
6. PUBLIC HEARING
A. Public Hearing on the City of Kent's 10-Year Water Use
Efficiency Goals
Mayor Ralph provided a brief overview of the public hearing process.
Mayor Ralph opened the public hearing.
Environmental Conservation Coordinator, Evan Swanson, presented the staff
report on the Water Use Efficiency Goals.
Swanson provided an overview of State Municipal Water Law, water use
reduction goal setting, and advised that the City of Kent adopted its first
goals in November of 2007.
The goals provide reliability of safe drinking water, plan for future growth,
water rights, advance water use efficiency and educate the customers.
Proposed goals include:
1. Reduce water use by public agencies by 0.5%
2. Maintain lost water at less than 6%
3. Reduce multi-family residential water consumption by 1%
In order to achieve the City's goals, the City will:
1. Provide for a rebate program
2. Provide the customer with their consumption history on their water bill
3. Educate and provide outreach
4. Assist with leak detection
5. Institute water use audits for large users
6. Provide rain sensors
7. Adopt landscape ordinances
Valentine Caspaar, a Kent business owner, provided public comments and
expressed concerns over the length of time it takes to obtain permits from
the City of Kent.
B. Move to close the public hearing.
Matheson advised the action associated with this item is on the Consent
Calendar under item 8.D.
Water System Manager, Sean Bauer, provided details on how residents can
obtain rebates on water efficient appliances.

7. PUBLIC COMMENT
Valentine Caspaar, a Kent business owner, expressed concerns over that
availability of affordable apartments and rentals and suggested
streamlining the process to obtain permits for accessory dwelling units.
Moses Sullivan, a Civics student from Kentwood High School expressed
his appreciation of the work the Kent Police Department has done to
reduce crime in the area of the Chevron and 7-11 off S.E. 240th. Sullivan
expressed concerns over cars being broken into in that same area.
Council President Boyce and Mayor Ralph expressed their appreciation of
the Chief and Police Department's work to reduce crime in the same area.
Evan Michaels, a Civics student from Kentridge High School and running
start at Bellevue College, expressed concerns over the lack of speed limit
signs in the neighborhoods around Springbrook Elementary.

MOTION: Approve the payment of bills received through
10/15/19 and paid on 10/15/19 and checks issued for payroll
10/1/19-10/15/19 and paid on 10/18/19, and audited by the
Committee of the Whole on 10/22/19.
C. USGS Joint Funding Agreement - Authorize
MOTION: Authorize the Mayor to sign a Joint Funding
Agreement for Water Resources Investigations between the
City of Kent and the U.S. Geological Survey in an amount not to
exceed $82,510 subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
D. Resolution Adopting the City of Kent's 10-Year Water Use
Efficiency Goals - Adopt
MOTION: Adopt Resolution No. 1997, adopting the Water Use
Efficiency Goals for the 2018 to 2028 water system planning
cycle.
E. Kent's 2020 State Legislative Agenda - Approve
MOTION: Approve Kent's 2020 State Legislative Agenda.
F. Ordinance Amending Chapter 15.09 KCC and the 2009 Design
and Construction Standards (Naden Relocation and Street
Standards) - Adopt
MOTION: Adopt Ordinance No. 4337 amending Chapter 15.09 of
the Kent City Code and the 2009 Design and Construction
Standards to clarify applicability of standards and establish a
street design standard for future relocation of Naden Avenue.
G. Creative Circle – Temporary Services Through February 3, 2019
– Ratify
MOTION: Ratify the approval of a contract with Creative Circle,
LLC for temporary services supporting the IT Multimedia
Division, and authorize a total contract price not to exceed
$78,650 through February 3, 2019 and ratify all acts consistent
with the terms of the contract and prior to the grant of
Council’s ratification.
H. RedCloud Consulting, Inc. – Temporary Services by Deborah
Freixeira Through May 31, 2019 - Ratify
MOTION: Ratify the signing of a contract with RedCloud
Consulting, Inc. for temporary services provided by Deborah
Freixeira, or a subsequent replacement, at a total contract cost
not to exceed $133,482, through May 31, 2019, and ratify all
acts consistent with the terms of the contract and prior to the
date of Council’s ratification.

I. Robert Half International – Temporary Services by David Deal –
2019 – Contract Extension - Ratify
MOTION: Ratify the approval of a contract with Robert Half
International for temporary services provided by David Deal, at
a total cost of $143,180, and ratify all acts consistent with the
terms of the contract and prior to the date of Council’s
ratification.
J. Robert Half International – Temporary Services by Jay Young –
Amendment No. 3 – Ratify
MOTION: Recommend Council authorize the Mayor to sign
Amendment No. 3 to a Consultant Services Agreement with
Robert Half International, Inc. to ratify work performed
through August 16, 2019, and a final contract price of
$263,422.88, and ratify all acts consistent with the terms of
Amendment No. 3.
K. Robert Half International – 2019 Contract Extension
Ratification – Kerry Richardson - Ratify
MOTION: Ratify the signing of a contract with Robert Half
International for temporary services provided by Kerry
Richardson to support the City’s JD Edwards system through
August 16, 2019, at a total contract cost of $390,312, and ratify
all acts consistent with the terms of the contract and prior to
the date of Council’s ratification.
L. HCMA/Human Capital Management & Automation – Software
and Implementation Contracts - Authorize
MOTION: Authorize the Mayor to sign all contracts and other
documents necessary with Workday, Inc. and Collaborative
Solutions, LLC for software subscription, maintenance and
implementation services, for an initial three-year term and a
total project cost not to exceed $2,150,000, and authorize all
subsequent contract renewals within established budgets,
subject to final contract terms and conditions acceptable to City
Administration and the City Attorney.
M. Ordinance Granting Zayo Group, LLC. a Fiber Franchise - Adopt
MOTION: Adopt Ordinance No. 4338, granting to Zayo Group,
LLC, a non-exclusive franchise for 10 years, to construct,
maintain, operate, replace, and repair a telecommunications
network in, across, over, along, under, though, and below
certain designated public rights-of-way of the City of Kent.
N. 2020-2024 CDBG Consolidated Plan for Housing and
Community Development and Participation Plan- Approve

MOTION: Approve the Proposed Community Development Block
Grant 2020-2024 Consolidated Plan for Housing and
Community Development and the Community Participation
Plan, including funding allocations and contingency plans, and
authorize the Mayor to execute the appropriate certifications
and agreements.
O. McSorley Creek Wetland Complex Parcel Purchase - Authorize
MOTION: Authorize the Mayor to sign all documents necessary
to purchase a parcel of land (APN 768280-0220), located off of
South 272nd Street, from Richard L. Alia, in an amount not to
exceed $20,000., subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.
P. Consultant Services Agreement with AECOM Technical Services,
Inc. for Upper Mill Creek Dam Construction - Authorize
MOTION: Authorize the Mayor to sign a Consultant Services
Agreement with AECOM in the amount not to exceed
$74,290.35 to provide engineer-of-record support services for
construction of the Upper Mill Creek Dam, subject to final terms
and conditions acceptable to the City Attorney and Public
Works Director.
Q. Consultant Services Agreement with Natural Systems Design,
Inc. for Mill Creek Reestablishment Project, Wetland Mitigation
- Authorize
MOTION: Authorize the Mayor to sign a Consultant Services
Agreement with Natural Systems Design, Inc. in an amount not
to exceed $97,312 to prepare a wetland mitigation design plan
and other project support for the Mill Creek Reestablishment
project, subject to final terms and conditions acceptable to the
City Attorney and Public Works Director.
R. 2018 Curb Ramp Upgrade Project - Accept as Complete
MOTION: Authorize the Mayor to accept the 2018 Curb Ramp
Upgrade Project as complete and release retainage to TITAN
Earthwork, LLC upon receipt of standard releases from the
State and the release of any liens.
S. 2019 Asphalt Grinding Project - Accept as Complete
MOTION: Authorize the Mayor to accept the 2019 Asphalt
Grinding Project as complete and release retainage to Puget
Paving & Construction, Inc. upon receipt of standard releases
from the State and the release of any liens.

10. BIDS
A. Green River Natural Resource Area South Stormwater Pump
Station Bid - Award
Public Works Director, Tim LaPorte, provided bid details on the Green River
Natural Resources Area South Stormwater Pump Station construction
contract award to Tapani, Inc. The Project is located at 240th and 64th
Avenue.
LaPorte advised the garage that will be constructed will be located down the
street from the Public Works Operations Center and storm drainage
equipment will be stored in the garage.
LaPorte confirmed this is a budgeted item.
MOTION: Award the Green River Natural Resource Area South
Stormwater Pump Station Project to Tapani, Inc. in the amount
of $4,836,590 and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.

Public Works Director, Tim LaPorte provided details on the Pump Station No.
3 Electrical System Improvements Project bid.
MOTION: Award the Pump Station No. 3 Electrical System
Improvements Project to Colvico Inc. in the amount of
$345,186.60 and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.
