Call to Order The meeting was called to order at 3:05 p.m. 2. Roll Call Zenovia Harris, Chair Rickie Robinson, Co-Chair Bill Hallerman, Commissioner Gina Bellisario, Commissioner Andy Rosas, Commissioner Selamavit Demssie, Commissioner Sara Roach, Commissioner Connie Stolpp, Commissioner Alternate Merina Hanson, Human Services Manager Lori Guilfoyle, Coordinator Dinah Wilson, CDBG Coordinator Absent: Mike Heinisch, Commissioner Christine Cain, Coordinator Dennis Higgins, Council Member Vacant, Student Commissioner 3. Changes to the Agenda There are no changes to the agenda. 4. Approval of January 17, 2019 Minutes Commissioner Rosas MOVED to approve the minutes from January 17, 2018, SECONDED by Commissioner Robinson. The motion passed unanimously with a vote of 7-0. 5. Presentation – Mirya Roach, Centro Rendu Mirya Roach gave a presentation on Centro Rendu. Centro Rendu provides services for Hispanic adults and their children to break the cycle of poverty through education, computer literacy, counseling and navigation of services from other social service providers. Services include home visits, legal services, rental and utility assistance, education for adults, family case management, and youth programs for at-risk youth. Kent Human Services Commission Meeting February 21, 2019 Minutes Kent, Washington Approved 6. 2018 Consolidated Annual Performance and Evaluation Report (CAPER) (Draft) Human Services CDBG Coordinator, Dinah Wilson, presented information on the 2018 Consolidated Annual Performance and Evaluation Report (CAPER). The plan provides a concise summary of the actions, activities, and the specific federal and non-federal resources for the current year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals. A Public Hearing is scheduled for February 25, 2019. Wilson recommended to approve the 2018 CAPER. Commissioners Bellisario, Rosas, Hallerman, Heinisch, Demssie and Robinson voted in favor of Council approving the 2018 CAPER. 7. 2018 Annual Outcomes Review – Lori Guilfoyle Human Services Coordinator, Lori Guilfoyle, presented information regarding the 2018 Annual Outcomes review. All agencies funded in 2018 exceeded contracted scope of work well beyond expectations. Unduplicated by program, 89,405 Kent residents were served by 45 programs funded by General Fund dollars. CDBG funded eight programs that served 435 unduplicated residents. Kent Home Repair served a total of 120 unduplicated households. 8. Updates (Merina Hanson) • The Severe Weather Shelter was in operation for 11 days during February. Staff, volunteers and providers have debriefed and are exploring improvements and changes to the policies and procedures. An average of 65 people were seen each night and as many as 95 when the HOME men’s shelter was not accessible because of impassible roads. Staff will be working with neighboring jurisdictions on how to better serve our homeless residents and coming up with backup plans to support volunteers and service providers. Notification of the shelter activation is now trough a system called eConnect, reaching a broad audience and giving subscription control the recipient. eConnect is a new notification system for City new, resources and events available on the City of Kent website. 9.
