Call to Order The meeting was called to order at 3:15 p.m. 2. Presentation – Beth Farmer Beth Farmer, Program Director, gave a presentation on Lutheran Community Services. Farmer covered the history and evolution of services and programs provided to refugees and immigrants in the different communities they serve. Each Lutheran Community Services location provides services unique to it’s community needs. Farmer provided information from the Department of Social & Health Services on Washington State refugee and special immigrant arrivals. To date, King County has received 62% of all refugee and special immigrant arrivals in Washington. Kent Human Services Commission Meeting April 18, 2019 Minutes Kent, Washington Approval Pending 6. Human Services Master Plan /CDBG – Timeline and Community Outreach Plan – Lori Guilfoyle Human Services Planner, Lori Guilfoyle, reviewed the CDBG Consolidated Plan and Human Services Master Plan timeline. To reach new audiences, two consultants were hired to do outreach focused on Youth and Older Adults. For Youth focus, key informant interviews were with businesses and immigrant/refugee communities, and the older adult populations, focusing on immigrant/refugee, LGBTQI and the Pacific Islander community. Two reports were generated form the data collected through stakeholder engagement and surveys with both groups. While stakeholder input continues, specific efforts will be made with Spanish speaking populations, people with disabilities and LGBTQI. Commissioners are encouraged to participate and be 7. Updates (Merina Hanson) • Homelessness governance transitions and policy changes are in the works. Four new work groups have been formed. Merina Hanson has been invited to participate on the Policy and Planning work group. • A joint community engagement meeting will be held next Wednesday to focus on immigrant/refugee youth and their parents and to advise on future funding opportunities. • Four community meetings are being scheduled in May to get information out to the community about the Rental Inspection Program. 8. Approval of February 21, 2019 Minutes Commissioner Rosas MOVED to approve the minutes from February 21, 2019, SECONDED by Commissioner Hallerman. The motion passed unanimously with a vote of 5-0. 5. Presentation – Tammy White Tammy White, Deputy City Attorney, gave a PowerPoint presentation on Robert’s Rules of Order. White covered general rules, responsibilities of the Chair, varying types of motions, and special meeting rules. These rules and procedures are meant to expedite business and enforce fair and impartial debate. A copy of Robert’s Rules of Order to be acquired. 6. CDBG Annual Action Plan (Review) – Merina Hanson Human Services Manager, Merina Hanson, reviewed the CDBG Annual Action Plan Draft. The Annual Action Plan is part of the update to the Consolidated Plan and Kent Human Services Commission Meeting March 21, 2019 Minutes Kent, Washington Approval Pending outlines the expected resources that will be used to carry out annual goals. It is estimated that Kent will receive the same amount of CDBG dollars in 2019 as 2018. A Public Hearing is scheduled for 6pm, March 26 in the Kent City Hall Chambers. Written comment will be accepted through April 11, 2019. The plan will go to Council for approval on April 16, 2019. 7. Homelessness in Kent – Presentation (Merina Hanson/Christine Cain) Human Services Manager, Merina Hanson, and Human Service Coordinator, Christine Cain, presented information from a PowerPoint that was presented at the February Council Retreat. The presentation, collaboration between Parks, Police, Public Works and Human Services, covers the framework investments, response, approach, gaps in service, operational impacts, environmental impacts, and community concerns around homelessness in Kent. 8. Updates (Merina Hanson) • Kent Home Repair has hired new staff that will start April 1, 2019. • Work has begun on identifying priorities and changes needed to the Severe Weather Shelter operation in Kent. Staff are working other cities to identify needs and resources that can be used to shape a common process and coordination for the next severe weather season. 9.
